The annual "schmooze Israel" convention that opened in Washington this week has been overshadowed by two issues: the US administration's preoccupation with the Ukraine crisis and its insistence on negotiations with Tehran and on Palestine.
Neither, however, seems to have diminished AIPAC conventioneers' optimism regarding the future of the US Israel relationship. And for a good reason.
If all politics are more or less local, the upcoming mid term Congressional elections should provide AIPAC with a huge "carrot or stick" leverage over the makeup of Congress, especially the Senate, and the legislative agenda in Washington for the next two years.
AIPAC is in a good position to influence the hotly contested races throughout the country. As its outgoing president, Michael Kassen told AIPAC's members on Sunday, while party politics "divides America", it "unites" the Jewish lobby.
After all, AIPAC is focused on one issue, one cause: Israel. President Obama knows that all too well. That's why he decided to dispatch his Secretary of State to the convention, and to meet at the White House with Israel Prime Minister Netanyahu (whom I suspect he detests).
Behind AIPAC's success
Created in the 1950s and empowered by Israel's 1967 war victory, the American Israel Public Action Committee, better known as AIPAC, has grown evermore influential since the mid 1970s. Known in Washington all too simply - and tellingly - as The Lobby, AIPAC's power has historically stemmed from two major sources: Domestically, from the influential and organised Jewish communities - all 49 leaders of major Jewish organization have seats on AIPAC’s executive committee; and internationally, it stems from Israel's regional utility to the United States in the context of the oil-rich Middle East and Cold War rivalry.
Eventually, these two factors have paved the way for greater political alignment between the Jewish lobbying group and various interest groups, ranging from Christian Evangelicals to ideological militarists, to make up the larger "Israel lobby" in America.
AIPAC's influence over Congress and its legislative agendas are paramount for its overall lobbying effort in the capital, on the White House and America's foreign policy in the Middle East and beyond. AIPAC's strategy is one of barter, pure and simple.
AIPAC helps congressmen and women get elected - financially and otherwise – in return for their support of its legislative agenda. Likewise, AIPAC helps US presidents pass their various agendas through Congress in return for White House support for Israel.
And that has worked quite successfully over the past few decades as the US poured more money and arms to Israel than any other country in the world. And thanks to AIPAC, and other like-minded lobbying groups, Israel's status continued to improve in Washington despite its many strategic failures and political fiascos since the 1973 October War.
In fact, regional experts argue rather convincingly that the Israel utilitarian argument fell short on accomplishments - at least - since the end of the Cold War. So much so, they argue, that strategically for America, Israel has been more of a burden than an asset.
But while AIPAC's record on behalf of Israel has been astounding, the overly confident group has overreached on a number of occasions leading to major crises in the relations. AIPAC has generally succeeded when it functioned as an American watchdog over Israel's immediate interests and its tight relationship with the United States.
But when the lobby acted like an Israeli attack dog aggressively going after any and all American detractors of a narrow Israeli security agenda or a colonial agenda, the results have been mixed at best.
AIPAC's failures
AIPAC has started every decade since the early 1980s by picking a fight with the White House on behalf of Israel. In 1981, it was the AWACS sales to Saudi Arabia, in 1991 it was the loan guarantees to Israel, after 2001 it was Bush's anti-terror Arab coalition, and since 2011 it has been negotiations with Iran. Ronald Reagan was the first presidential candidate to garner more Jewish votes than his Democratic rival, and became the staunchest supporter of Israel upgrading its relationship to major international strategic ally.
And yet, there was little or no hesitation at AIPAC when the group launched a political assault against the Reagan administration and especially on the likes Secretary of Defense Weinberger for supporting the $8 bn Airborne Warning and Control System surveillance planes to Saudi Arabia. AIPAC dragged the issue but lost the battle with complete humiliation.
The lobby, however, took the offensive once again in 1991, after the Bush administration had made a $10 bn of loan guarantees contingent on Israel freezing its illegal settlement building. This was a small price to pay if the Bush administration was to introduce a new regional Pax Americana after its Cold War and Gulf War victories. Alas, AIPAC and its Israeli patron couldn't see the larger picture.
Soon after his election for a second time in 1992, Israeli Premier Yitzhak Rabin's first challenge was to restrain AIPAC. A dress down soon followed when Rabin, himself a former ambassador to Washington, scolded the lobby for unnecessarily straining Israel's relationship with Washington.
In no time, Washington had provided the loan guarantees as settlement building picked like never before. The number of settlers increased by 50 percent during Rabin's rule from 1992 until his assassination in 1995.
Again in October 2001, AIPAC echoed Ariel Sharon's warning to the United States that it risked appeasing Arab nations the way European democracies appeased Hitler on the eve of World War II. The nasty provocation could've easily escalated into an all out political confrontation between the US and Israel if it weren't for the stanchly pro Israeli stance of the Bush administration and W Bush's willingness to follow in Israel's footsteps in his "war on terror".
This was to be repeated again after 2010/2011, as AIPAC began to confront the Obama administration over the peace process and Iran's nuclear program. Tensions escalated earlier this year after AIPAC tried to get Congress to impose new sanctions against Iran in contravention with the interim deal signed between the US and the World powers with Iran. Undermined by popular support for the deal and deterred by a presidential veto, AIPAC has put its sanctions on hold.
Meanwhile, the real opposition to AIPAC is coming not from the White House but rather from the American Jewish community that has been generally supportive of Israel but not necessarily AIPAC's way.
New Jewish voices critical of AIPAC and of Israel's colonial policies are on the ascendance even if they remain a minority within the organised Jewish groups. And relatively new Jewish groups like J street are also making their imprint on the political scene in Washington.
AIPAC as Israel's chutzpah
During a recent Jerusalem meeting with Netanyahu, according to the Jewish daily Forward, the members of the conference of presidents of major Jewish organisations were essentially told to "renew their confrontation with the White House over increased sanctions, just 11 days after the effort was publicly abandoned by AIPAC".
It remains to be seen whether this proves counterproductive and backfires against Israel or simply works in favor of Netanyahu's ongoing bargaining with Obama over Iran and Palestine. Israel would backtrack on Iran for now, only if Washington let go of Palestine.Expect the Obama administration - like its predecessors - to prod the weaker Palestinians to make more concessions towards another framework agreement than to nudge the intimidating Israelis ahead of midterm elections. Judging by the mute reactions of the Obama administration to recent insults against Secretary Kerry by Israeli defense minister, Ya'alon, Netanyahu has a good reason to be confident about Israel and AIPAC's capacity to get their way with the Obama administration on a host of issues. As Netanyahu told some Israelis during 2001 elections campaign: "America is a thing you can move very easily, move it in the right direction. They won't get in their way." |

عيشوا كالحيوانات وإلا نذبحكم كالحيوانات!

كان هناك شخص يعيش مع أولاده التسعة وزوجته وحماته وأمه في بيت مُؤجر مؤلف من غرفة واحدة، وحمام داخلي مساحته متر بمتر، ومطبخه عبارة عن طاولة صغيرة. وكان دائماً يتذمر من عيشته التعيسة، وصغر حجم المنزل، فجاءه صاحب البيت ذات يوم، وطلب منه أن يربي له دجاجتين وديكاً في نفس المنزل الصغير مع العائلة، فثارت ثائرة المسكين، لكنه اضطر للرضوخ لطلب صاحب المنزل كي لا يطرده.
وراحت العائلة تعاني من إزعاج الديك ووسخ الدجاجتين. وكي يزيد الطين بلة عاد صاحب البيت بعد فترة، وطلب من المستأجر أن يربي له عنزة في الغرفة ذاتها، فصارت الدجاجتان تلوثان الفراش بالأوساخ، وأصبح الديك يقاتل العنزة، بينما تثغو الأخيرة ليل نهار.
ومما زاد في الطنبور نغماً أن صاحب البيت أمر المستأجر المسكين لاحقاً بأن يربي له عجلاً، فزادت محنته معاناة وألماً.
لكن صاحب المنزل المتغطرس حن على المستأجر بعد طول معاناة وانتظار، فخلصه من الديك والدجاجتين والعنزة والعجل. فطار المستأجر من الفرح، وراح يحدث أصدقاءه عن بيته الفسيح المريح قائلاً: ‘من يوم ما راحوا هالحيوانات الملاعين، وإحنا عايشين مبسوطين مبحبحين’، مع العلم أن البيت بقي على حاله طبعاً.
وهكذا حكاية الحكومات العربية مع شعوبها، فما أن تتذمر الشعوب من وضعها المأساوي حتى تقدم الحكومات على إجراءات أكثر مأساوية وبطشاً وتنكيلاً، فيلهج لسان الشعوب فوراً بالبيت الشهير: ‘رُب يوم بكيت فيه، فلما صرت في غيره بكيت عليه’.
بالأمس القريب ثارت الشعوب للتخلص من الظلم والطغيان وتحقيق الديمقراطية، أو على الأقل من أجل قليل من الأوكسجين، فتكالب عليها القاصي والداني، وجعلها تكفر بالساعة التي ثارت فيها، بعد أن راحوا يحرمونها من أبسط متطلبات ‘مثلث ماسلو[Maslow's Pyramid’، كالأمن والماء والخبز والوقود والكهرباء!
فمن المعروف أن الإنسان يمكن أن يتخلى عن الكثير من الأمور مقابل أمنه الشخصي، لهذا راحوا ينشرون الفوضى والجرائم في بلدان الثورات كي تتحسر الشعوب على أيام الطغيان الخوالي، وتعود إلى حظيرة الطاعة.
لقد أصبح الآن الحصول على أساسيات الحياة الشغل الشاغل للسواد الأعظم من الشعوب التي ثارت، فالأغلبية منشغلة بالبحث عن الأمن وربطة خبز مجبولة بالرمل والقش، وليتر زيت مغشوش من النوعية العاشرة، وكيلو طماطم نصفه عفن، ورطل أرز مخلوط بالحصى. كم تنطبق كلمات بيرم التونسي على يومنا هذا وهو يشتكي من رداءة السلع وارتفاع ثمنها:
الأكل والشرْبْ في أيدْ اللومَنجِيٌه
والطماعين اللي غلوا الملح والمَيٌهْ
والغشاشين اللي فاقوا ع الحرامية
الشاي بالمفتشر مخلوط ملوخية
والبن فيه الشعير تسعين في الميه
والعيش برملة وطينة يا مناخليه
واللحم معروض بدون أختام رسمية
والميه هيه اللبن ولا اللبن هيه
أفاعي متَسيبَةْ من غير رفاعية
ودنيا مترتبة ترتيب فلاتيه’.
لكن حتى هذه السلع الرديئة أصبحت صعبة المنال في بعض البلدان الثائرة، خاصة وأن ثمن ربطة الخبز ارتفع بشكل مذهل، مما جعل الناس يقولون: لم نعد نريد لا حرية ولا ديمقراطية ولا حقوق إنسان ولا بطيخ. نريد فقط أن نأكل ونشرب. لا بل نحلم بالعودة إلى تلك الأيام الجميلة التي عشناها في الماضي، مع العلم أنه كانت أيام ازفتب. لكن ما الذي أجبرك على المر سوى الأمر منه؟ لقد غدت لقمة العيش االيابسةب والشعور بالأمن أهم من أي شيء آخر.
بدأ ملايين العرب يعودون عملياً إلى الدرك الأسفل من امثلث ماسلو الشهير، الذي يقسّم حاجات الإنسان إلى خمسة مستويات، هي الحاجات العضوية كالماء والغذاء والمأوى والتدفئة وغيرها من الاحتياجات الجسدية، ثم السلامة والأمان، الحب والانتماء، الاحترام والتقدير، وفي النهاية تأتي قمة الهرم، وهي تحقيق الذات، وهي أن تشعر بأنك قد حققت غاية أهدافك في الحياة، وأنك قد وصلت إلى قمة ما كنت تتمناه لنفسك.
ولا يمكن لأي مستوى أن يتحقق إلا إذا تحقق ما قبله، فعندما يحقق الناس احتياجاتهم الأساسية يسعون إلى تحقيق احتياجات ذات مستويات أعلى. فإذا كان الإنسان جائعاً، أو عطشاناً، أو أن جسده مختل كيميائياً، فإن كل طاقاته تتجه نحو إصلاح العلة، وبالتالي تظل باقي الاحتياجات الأخرى معطلة لصالح المعتل منها.
وتــُصنف الاحتياجات الدنيا تحت مسمى ااحتياجات العوَّز′، بينما يُصنف المستوى الأعلى تحت ااحتياجات النموب. بعبارة أخرى، فإن الحاجات الأعلى في هذا الهرم تدخل حيز اهتمام الإنسان فقط عندما يحقق الحاجات الأدنى منها تحقيقاً مُرْضياً، وبينما تسبب قوى النمو تحركاً باتجاه الأعلى في الهرم، تسبب القوى الانكفائية تحركا للحاجات الغلاّبة نحو الأسفل.
ولو طبقنا ‘تقسيمات ماسلو’ على الإنسان العربي في بلدان الربيع العربي الآن لوجدنا أنه عاد عملياً ليراوح في الدرك الأسفل من المثلث بعد أن غدا همه الأول والأخير إشباع الحاجات الأساسية من مأكل و مشرب وملبس ومأمن. ولتذهب الحرية والكرامة والديمقراطية إلى الجحيم!
كيف نتوقع من الشعوب العربية المعدمة أن ترتقي بأنفسها وبأوطانها إذا كانت، حسب التقارير الدولية، قبل الثورات تنفق أكثر من تسعين في المائة من دخلها على حاجاتها العضوية فقط، أي الغذاء، بينما تنفق الشعوب المتقدمة عشرة في المائة فقط على الطعام، ويبقى لها حوالي تسعين في المائة من رواتبها لتطور نفسها ثقافياً واجتماعياً واقتصادياً. بعبارة أخرى فإن ملايين العرب غدوا مجرد عبيد لبطونهم ولطواغيتهم، هذا إذا استطاعوا أصلاً أن يملأوا بطونهم وسط الانهيارات الاقتصادية المخيفة، والغلاء الرهيب وانحسار الموارد والفوضى الرهيبة المتعمدة التي نشرتها السلطات لإخضاع الشعوب المطالبة بحريتها وكرامتها.
لقد قال السيد المسيح: ‘ليس بالخبز وحده يحيا الإنسان’. وكان يقصد أن الإنسان ليس جسداً فقط، بل هو روح ونفس أيضاً. وهكذا يحتاج الإنسان، لكي يستمتع بحياته، إلى التوازن بين الاهتمامات الجسدية والاهتمامات الروحية.
فلا ينشغل بحاجات الجسد من مأكل ومشرب وملبس وإشباع الغرائز فقط على حساب النفس والروح.
لكن ماذا تفعل الشعوب العربية، التي تريد أن تحيا بالخبز وحده، لكنها لا تجده الآن بعد أن جعله المتكالبون عليه في الداخل والخارج حلماً بعيد المنال؟ ‘تريدين الخبز أيتها الشعوب’:
يصيح طواغيتها وكفلاؤهم في الخارج: ‘حسناً، سنعطيك الخبز والماء، وأحياناً الكهرباء، لكن بشرط أن تعودي إلى زريبة الطاعة. وإذا ركبت رأسك، فسنقطعه’. هذا ما يحدث الآن حرفياً في بعض بلدان الربيع العربي، وخاصةسوريا. فإما أن ينجح مخطط التركيع والتجويع والذبح، أو أن الشعوب تفهم اللعبة الحقيرة، وتردد مع بنجامين فرانكلين: ‘من يُضحي بالحرية من أجل الأمن لا يستحق لا الأمن ولا الحرية’.

In Egypt, a woman gave birth to her child while her hand was chained to bed in a public hospital. Another man died two days after being electrocuted in a police station. In Egypt, the political prisoner will be branded as a criminal, get tortured and humiliated without being sent to a court for a fair trial. Meanwhile, some pro-government politicians and intellectuals would shamelessly make up excuses for such brutality.
According to the WikiThawra, an independent website that documents cases of death, injury, and detention that have occurred in Egypt since the January 25, 2011 uprising, the number of detainees since the July 3 coup and until last December reached around 21,000.
Insolent regime
Undoubtedly, the testimonies detailing the torture that takes place at Egyptian police stations and prisons are appalling. In a letter from activist Khaled al-Sayed to his wife during his detention, he described the Azbakia police station, where he was detained, as a "slaughterhouse where torture sessions of detainees take place every day... detainees are forcibly stripped of their clothes, beaten and electrocuted on sensitive parts of their bodies". This testimony triggered a reaction from several human rights organisations that demanded an for investigation into the torture cases. Their calls, however, fell on deaf ears.On the 3rd anniversary of the January 25 revolution, more than 1000 Egyptians were arrested in a single day, according to statements issued by the Egyptian interior ministry. One released detainee stated: "I noticed that the walls of the cell were smeared with blood… I was beaten so hard that I was thrown from one side of the room to the other. I was slapped on my face, beaten on my head and cursed for criticising the police and army."
This is not to mention the physical and sexual harassment committed against many detained women. According to the same detainee, a young girl was beaten and harassed: "One of the girls told me later that the officer took off his shoes and beat her all over her body and on her face with them."
What is more atrocious than torture crimes against detainees in Egypt, is the justifications provided by pro-military media outlets. For example, one TV commentator shamelessly defended the detention and treatment of the pregnant woman claiming "she is a convict and should not be allowed to flee". Upon the woman's release, a video of her went viral around social media. However, that commentator did not apologise for his reprehensible statement. Worse still was a comment made by the assistant interior minister for human rights affairs who claimed that "torture does not take place in Egyptian prisons" only to be mocked on Facebook and Twitter.
They are the same pseudo-liberals who backed the military coup since July 3 after their dismal failure to provide a viable alternative to Islamists or even form a genuine opposition bloc to face the comeback of the authoritarian state.
The torture file in Egypt, is not isolated from the systematic and deliberate targeting of human rights organisations and activists that kept defending the rights of Egyptian detainees and political prisoners under the present regime.
High-profile state organs, and their media stooges, are launching a feverish campaign against many human rights activists working in Egypt, for the simple reason that they keep unveiling the Egyptian interior ministry’s practices and violations.
Normalising repression
Most alarming is the regime's attempt to enshrine arbitrary mass torture as fair and legitimate in the collective memory of Egyptians. Not surprisingly, many Egyptians have become willing to tolerate repression and torture as they believe that protesters are "a threat to the security of the nation and a part of an international conspiracy". In fact this statement has been so extensively used to suppress any opposition to the current regime that it has become somewhat cliche.
The current scale of torture in Egypt resembles cases from other countries that spent decades under dictatorial rule and ended cruelly such as Saddam Hussein's Iraq, Gaddafi's Libya, and Assad's civil war in Syria. It should come as no surprise that the Organisation for Economic Cooperation and Development (OECD) listed Egypt among the perilous states in its 2014 report citing the increased violence, instability, brutality, and the political exclusion of any opposition.
What is happening in Egypt since the July 23 coup is a desperate attempt by the counter-revolutionary forces to reestablish another "republic of fear" that was overthrown by the January 25 revolution. They are seeking revenge over what happened to the Egyptian interior ministry on January 25, 2011, when its walls collapsed in front of the youth revolution.This will not happen. Not only because time is overdue for such condemned practices, but also because those who had toppled two Egyptian regimes in less than 3 years, are capable of doing that anew, however long that may take. Their struggle will continue until their demands for freedom, dignity and social justice are fulfilled. |

سيرة الأميركيين فلسطين بفكر كيري الأمن إسرائيليا وفلسطينيا حق العودة أين الفلسطينيون والعرب؟
قام الأميركيون منذ العام 1967 بآلاف الجولات الاستطلاعية والتفاوضية
في المنطقة العربية الإسلامية بحثا عن تسوية للقضية الفلسطينية، ولم
يسأموا، وما زالت جولاتهم مستمرة.
مؤخرا برز اسم جون كيري وزير الخارجية الأميركي الذي بدا بهمة عالية
ونشيطا ومُصرا على وضع إطار جديد يتفق عليه الإسرائيليون والسلطة
الفلسطينية كبادرة أفق جديد نحو تسوية نهائية.
لم ينجح كيري حتى الآن تماما، لكنه كما يبدو ذلل بعض الأمور والعقبات، وفتح بابا نحو اتفاق جديد شبيه باتفاق أوسلو. سيرة الأميركيين بدأ التدخل الأميركي في المسألة الفلسطينية في نهاية القرن التاسع عشر عندما ضغط السفير الأميركي على الباب العالي في الآستانة لتسريب آلاف الدونمات من الأراضي الزراعية في فلسطين لليهود، واستمر بعد ذلك ليبلغ الصلف والوقاحة في عهد الرئيس الأميركي هاري ترومان الذي أيّد الدور البريطاني في تهويد فلسطين، وأصر على هجرة مئات آلاف اليهود من أنحاء العالم إلى فلسطين.
لقد مكنت أميركا إسرائيل من رقاب العرب، وساعدت بقوة في دحرهم عسكريا في ميادين القتال، ولم ير الفلسطينيون من الأميركيين خيرا قط، ومكانة القضية الفلسطينية أخذت تتدهور مع كل تدخّل أميركي، وبدا واضحا مع الزمن أن الأميركيين ليسوا حكما أو وسيطا وإنما هم طرف في المعادلة الأميركية. إنهم أعداء للفلسطينيين والعرب والمسلمين، ومنحازون تماما وبكل قوة للإسرائيليين. ولهذا أخذت فلسطين تتقلص مع الزمن في مساحتها وفي أعداد الفلسطينيين الذين يمكن أن تشملهم مشاريع الحلول المطروحة. قدم الأميركيون مساعدات مالية للسلطة الفلسطينية، لكن هذه المساعدات كانت وما زالت مشروطة بتقديم تنازلات سياسية، ولم تكن يوما بهدف بث القوة في أوصال الفلسطينيين لمواجهة التحديات. فلسطين بفكر كيري قضمت فلسطين من بلاد الشام في اتفاقية سايكس بيكو الاستعمارية عام 1916، ودوِّن ذلك دوليا عام 1922 في صك الانتداب الصادر عن عصبة الأمم، وبذلك تقلصت بلاد الشام وتقلص شعبها، إذ أخرج الشعب الفلسطيني ليواجه مصيره منفردا بعيدا عن الشعب الشامي في الأردن ولبنان وسوريا الصغرى، حيث أعطت الفلسطينيين 44% من مساحة فلسطين الانتدابية (أي فلسطين التي رسم حدودها الاستعمار البريطاني)، وأعطت اليهود 53% رغم أن اليهود كانوا حوالي ربع سكان البلاد عام 1947. تقلصت نسبة الفلسطينيين إلى حولي 23% بعد حرب العام 1948 وهزيمة الجيوش العربية دون أن تحرك الأمم المتحدة ساكنا دفاعا عن الفلسطينيين. ثم تقلصت المساحة بمقدار 1.5% بعدما تنازل ملك الأردن في اتفاقية الهدنة عن جزء من منطقة المثلث لإسرائيل، وذلك من أجل توسيع خصر إسرائيل النحيل. ثم جرى تقلص آخر بعد حرب عام 1956 واستيلاء إسرائيل على المنطقة المحايدة بين فلسطين وسيناء وطرد سكانها البدو. التنازل الأكبر تم من قبل الفلسطينيين أنفسهم في اتفاق أوسلو الموقع عام 1993. الفلسطينيون لم يقلصوا مساحة فلسطين فقط وإنما حصروها تماما في الأرض المحتلة عام 1967، وبدؤوا يستعملون تعبير الأراضي الفلسطينية أو شطري الوطن للدلالة على الضفة الغربية وقطاع غزة، وبذلك اعترفوا بأن جزءا من الأرض المحتلة لم يعد فلسطينيا. أما كيري فيأتي الآن بما هو أسوأ من الحصر الفلسطيني. إنه يطالب الفلسطينيين -وبالتأكيد معهم العرب- بالاعتراف بيهودية الدولة. وهذا يعني أن فلسطين يهودية، أو على الأقل تلك المناطق التي يشار إليها الآن على أنها إسرائيل. وبما أنها كذلك فإنه لا يوجد في إسرائيل مقدسات إسلامية ومسيحية، والاعتراف يفتح المجال أمام إسرائيل لهدم المسجد الأقصى وقبة الصخرة وكنيسة القيامة بغطاء قانوني دولي، ويفتح المجال أمام إسرائيل لطرد الفلسطينيين الصامدين على أرضهم في الأرض المحتلة في 1948، ويلغي حق اللاجئين بالعودة وإلى الأبد. كما ينتزع كيري الأغوار من مساحة الضفة الغربية، والتي تبلغ حوالي 2000 كم2 أو ثلث الضفة الغربية، ويقتطع حوالي 80% من مساحة الأرض التي تشكل محيط المستوطنات، وبغطاء قانوني. في مشروعه هذا، كيري لا يعتدي على الأرض فقط وإنما يعتدي على وجود الشعب أيضا. إنه لا يكتفي يتغير الهوية السياسية للأرض ويجعلها يهودية إسرائيلية فقط، وإنما يعمل أيضا على إلغاء هوية الشعب الفلسطيني ومطاردته من أجل أن يكتسب هويات أخرى تلغي حقوقه وأصالته وتاريخه ووطنيته. إنه يحاول إنجاز ما عجزت عنه إسرائيل والدول الغربية والأنظمة العربية بعد قيام دولة إسرائيل. الأمن إسرائيليا وفلسطينيا في كل جولاتهم في المنطقة، دأب الأميركيون على وضع الأمن الإسرائيلي أولوية على مختلف القضايا، وكانوا دائما يصرون على العرب بضرورة التقيد بالمتطلبات الأمنية الإسرائيلية والحرص عليها وإلا فقدوا المعونات الأميركية وجلبوا على أنفسهم الغضب الأميركي.
الجيش الأردني مثلا يقف حارسا على حدود إسرائيل الشرقية رغم أن النظام الأردني هو الذي هزم عام 1967 وأضاع الضفة الغربية. أما الجيش المصري فارتضى لنفسه البقاء خارج سيناء متنازلا عن السيادة المصرية عليها، وانتظار الإذن الإسرائيلي بالعمل داخل سيناء عسكريا إن اقتضى الأمر كما يحصل الآن. في كل محادثاتهم مع الفلسطينيين، هناك إصرار أميركي لأن يوظف الفلسطينيون المزيد من الجهود للدفاع عن الأمن الإسرائيلي، والفلسطينيون لا يدخرون جهدا في القيام بالتزاماتهم حيال الأمن الإسرائيلي، أو كما قال رئيس السلطة الفلسطينية إن الشغل الشاغل للأجهزة الأمنية الفلسطينية هو الدفاع عن الأمن الإسرائيلي. من الذي يعتدي؟ إسرائيل هي المعتدية باستمرار ومعها الولايات المتحدة التي تقدم لها كل أنواع الدعم. الفلسطينيون هم الذين يحتاجون الأمن، ويحتاجون لحماية من العدوان الإسرائيلي المستمر وليس العكس. ورغم ذلك، لا أحد يتكلم عن الأمن الفلسطيني، لا من قيادات فلسطين ولا من قيادات العرب، وبات من المسلّم به أنه لا أمن للفلسطينيين، وأن أمنهم إن وجد لا يتحقق إلا من خلال دفاعهم عن الأمن الإسرائيلي، أي بعدما يسلمون تماما أن كل الحق لإسرائيل ولا حقوق للفلسطينيين، وأن الأمن لأصحاب الحقوق فقط دون الذين لا يملكون حقوقا. وعليه، فإن مشروع كيري لا ينطوي فقط على استمرار الأجهزة الأمنية الفلسطينية بالقيام بواجباتها تجاه إسرائيل، وإنما يشمل حرية التعبير والتنقل والاجتماع والهمس واللمز. أي سيصبح من مهام السلطة الفلسطينية وضع حد لحرية التعبير واعتبار الذين يتحدثون أو يكتبون ضد إسرائيل محرضين وتقديمهم للمحاكمة. ويعني أيضا تحريم الاعتصامات والاحتجاجات مثل مسيرات يوم الجمعة ضد الجدار، والاعتصامات الخاصة بمطالبات تحرير الأسرى، أي يجب وضع الفلسطينيين في أقفاص نتنة من التغييب التام والإلغاء، الأمر الذي ينسجم مع البند السابق حول إلغاء الشعب المصاحب لتهويد الأرض. حق العودة رغم أن الدول الغربية لا تتوقف عن الحديث عن حقوق الإنسان تحت الأنظمة الاستبدادية، لكنها لا تريد أن تعترف بحق الفلسطينيين في العودة. هذه دول تدافع دائما عن حق اللاجئين في العودة إلا حق اللاجئين الفلسطينيين، فهي ربما ترى أن الفلسطينيين ليسوا لاجئين أو ليسوا بشرا، وهذه الدول تحدثت في قرار مجلس الأمن رقم 242 عن حل مشكلة اللاجئين حلا عادلا دون أن تذكر من هم اللاجئون. وقد فسرت إسرائيل في حينه هذا البند على أنه يشمل اللاجئين اليهود الذين تركوا الدول العربية وفضلوا الهجرة إلى إسرائيل. هذا التفسير يعود للحياة من جديد مع جولات كيري، إذ تطالب إسرائيل بتعويض اليهود الذين هاجروا، أو تهجير الفلسطينيين إلى حيث كان اليهود واعتبار ذلك تعويضا معقولا لهم. لا يطرح كيري أو غيره حق العودة المتبادل، فإذا كان اليهود من أصل عربي في إسرائيل لاجئين فإنه من الممكن أن يعودوا إلى البلدان العربية ويسلّموا ما يدّعون ملكيته الآن للاجئين الفلسطينيين. أي لماذا لا يكون الحل عودة مقابل عودة وليس تعويضا مقابل تعويض؟
أين الفلسطينيون والعرب؟ هم لا يبحثون عن حلول وإنما يبحثون عن الأرض وإلغاء الشعب. والمشكلة أنه لم يظهر علينا عربي أو فلسطيني يقول "لا" لكيري، ويضع الأمور في نصابها العادل. حتى إنه لم يقم أحد بإبلاغ الشعب بدقة عن الأفكار التي يأتي بها كيري، ويترك العرب والفلسطينيون أمر الإعلان عن خطط كيري للإسرائيليين والأميركيين، وهذا جزء من الخيانة العربية والفلسطينية التي تعمل دائما على إبقاء الشعب في عمى معرفي، وتتركه عرضة لاجتهادات وسائل الإعلام ومناوراتها. لم نسمع فلسطينيا واحدا من طواقم التفاوض ينادي بحق العودة، أو يصر على أمن الفلسطينيين، وكل ما رأيناه وسمعناه ينحصر في تصريحات إعلامية واهية لا تحمل أي معلومات. واضح أن القيادة الفلسطينية ومعها قيادات الأنظمة العربية متواطئة مع الأميركيين، وأن سلوكها السياسي لن يختلف عما مضى، وستقبل كل هذه الأطراف العربية المزيد من الإهانات وستقدم المزيد من التنازلات، وعلى شعب فلسطين أن يدفع الثمن دائما. الحل هو أن يقف الشعب الفلسطيني مدافعا عن نفسه، وإن لم يصنع ساعِدُه له الصمود والتحدي، فلن يصنعهما له أحد. لقد تجاوزت القيادات الفلسطينية كل المحرمات، وأصبحت جزءا من المعادلة المعادية للشعب الفلسطيني، وللأسف لم يعد موجودا الآن ذلك الشعب الفلسطيني الصامد الصابر الذي تحمل الشدائد والآلام، ولا مجال أمامه إلا أن يعود إلى نفسه شاهرا سيفه من جديد إذا شاء لحقوقه أن تحترم. | |||||

OP-ED: Washington’s Anemic Resolve on Egypt’s Human Rights

WASHINGTON, Feb 27 2014 (IPS) - The unexpected resignation of Hazem al-Biblawi, Egypt’s interim prime minister, and his government this week and the appointment of Ibrahim Mehlib, a Mubarak-era industrialist, as a new prime minister seem to pave the way for Field Marshal Abdul Fattah al-Sisi’s anticipated presidential bid.
These intriguing government shuffles, however, fail to hide the reality of the military junta’s repression and massive human rights violations.
Washington has a huge reservoir of “soft power” in the region, which it could and should use to bring about democratic transitions.
The politically motivated indictments, trials, and convictions of regime critics, including journalists, academics, entertainers, comedians, and ideologically diverse political activists have cut across large segments of Egyptian society. The regime’s initial claim that repressive measures were necessary to uproot the Muslim Brotherhood and its supporters and decapitate its leadership is no longer believable.
The military junta is determined to live its “fascist moment,” in the words of Professor Augustus Richard Norton of Boston University, and to maintain its grip on power come what may. Sisi doesn’t seem worried about a potential loss of U.S. military or economic aid because he expects Saudi Arabia and Russia to fill the gap.
Perhaps the real reason that underpins his lack of concern about losing U.S. aid is the belief that the Obama administration would not certify to Congress that the junta has not made any progress toward democracy. Washington would not want to lose Egypt, which means military aid will continue; hence, no certification.
While Sisi presents his leadership style to many Egyptians as a combination of the late President Gamal Abdel Nasser and Russia’s current ruler Vladimir Putin, many in the region and in Washington are asking one key question: Does the Obama administration have the will and credibility to halt Egypt’s deepening dictatorship and promote human rights and freedom of expression?

This is a fair question since President Barack Obama has invoked U.S. democratic values in supporting the revolution that toppled Mubarak, in urging the Bahraini regime to engage the opposition in meaningful dialogue, and in calling for an end to the Assad regime in Syria. Additionally, most observers believe the international community cannot act decisively on behalf of human rights in any of these countries without U.S. leadership.
I have argued in the past two years in this space and elsewhere that Washington has a huge reservoir of “soft power” in the region, which it could and should use to bring about democratic transitions. Democratiation would reflect U.S. values and serve U.S. interests. Other regional experts advocated a similar approach.
The Obama administration has lost much of its credibility in the region, particularly in Egypt. It worked closely with the Mubarak regime and then abandoned him in favour of the revolution in January 2011.
Washington supported Mohamed Morsi’s presidency because he was the first ever freely elected president of Egypt. Yet the Obama administration failed to condemn his removal in a military coup led by Sisi. In fact, the administration went through all kinds of rhetorical hoops and gymnastics in order to avoid calling the military coup by its real name — a coup.
Washington has also remained silent in the face of ongoing state persecution of journalists and nationally known academics. Some academics have spent time in Washington, D.C. and other U.S. cities in the past three years consulting with U.S. officials about the prospects of democracy in Egypt.
Sadly, they are no longer walking in Washington’s halls of power but languishing in Egyptian jails.
Several factors could explain Washington’s apparent paralysis when it comes to Egypt. First, according to media reports, much uncertainly seems to characterise the administration’s policy debates on the Middle East but particularly on Egypt. The constant attempt to resolve the Values versus Interests dichotomy has left the national security community within the administration rudderless, creating an impression of impotence, confusion, and a lack of direction.
Second, the administration’s vacillation on Syria — whether to pursue a diplomatic or a military solution to the conflict — has rendered the United States a “paper tiger” in the eyes of Arab publics. Most of the world had expected Obama to strike Syria, but instead he took the case to the U.S. Congress with the promise that Syria would destroy its chemical weapons.
Syria’s delivery of the weapons for destruction has stalled, and the Geneva talks have failed. The Assad regime was playing for time, and Washington is left holding an empty bag.
The statements and rationalisations that Secretary of State John Kerry made in his TV interview with MSNBC’s Andrea Mitchell on Feb. 26 were a pallid display of the administration’s pendulous position on Syria and by extension on Egypt. When Mitchell pushed Kerry about the human tragedy in Syria and the regime’s use of its air force to drop “barrel” bombs on the population, he demurred and said that all options are on the table.
The pro-democracy convictions Kerry expressed in the interview in support of the anti-regime uprising in Ukraine were totally absent when he spoke on Syria and other “Arab Spring” countries.
Third, Obama’s upcoming visit to Saudi Arabia must have been preceded by intense efforts at appeasing the Saudis and allaying their doubts about U.S. resolve on Syria. A palatable visit from the Saudi perspective would be for the U.S. president to support the Sisi coup and keep U.S. military aid flowing to the Egyptian military.
The Saudis also would urge Obama to ease up on the Al Khalifa regime in Bahrain and be wary of Iran’s perceived charm offensive.
The pessimistic assessment of the administration’s policy oscillation could be reversed if Washington compels Syria to ground its air force and if it publicly and unequivocally demands that Sisi chart a clear pathway to democracy.
Supporting democracy in Ukraine reflects U.S. values and serves Washington’s national strategic interests. This should be the default position toward Egypt as well.

عبء السلطة الأمنية على الشعب كان يظهر من خلال الممارسات اليومية،
حيث كانت الحاجة للموافقة الأمنية ترافق المواطن من الولادة إلى الممات،
مرورا بالمدرسة والجامعة والعمل، وكل أشكال الحياة اليومية.
والسلطة وهي تفعل ذلك دمرت السياسة في المجتمع أولا، لا يتعلق الأمر بالأحزاب التي دُمرّت فعلا، بل يتعلق بالثقافة السياسية كذلك، ودمرت الثقافة عموما ثانيا، حيث انهار التعليم وتسطحت كل المسائل التي تتعلق بالمعرفة العامة تحت شعار "تبعيث التعليم"، وبات خطاب الرئيس هو أساس دراسة الفلسفة والاجتماع والتاريخ والجغرافيا واللغة، وحتى الدين، وهو في كل الأحوال "خطاب سياسي" (بمعنى حدثي لا يتضمن أي عمق معرفي)، وبالتالي هيمن "الوعي التقليدي" البسيط على قطاع كبير من الشباب (وكان يتخذ في الفترة الأخيرة طابعا دينيا). ولكن قادت أزمة فقدان المقدرة على التوظيف (حتى في الدولة كما كان يجري سابقا) وتضخم عدد طالبي العمل من خريجي الجامعات إلى ترك الأجيال الجديدة التعليم في مراحل مبكرة، وهو الأمر الذي زاد من نسبة الأمية كثيرا، وبالتالي أبقى "الوعي التقليدي" مسيطرا على قطاعات مهمة من هؤلاء. لا بد من ملاحظة أن "الوعي التقليدي" هو وعي غير سياسي، وضد السياسة، نتيجة الموروث الطويل لـ"رهاب السلطة" الذي انبنى على الخوف من السلطة ذاتها، وهو ما أسس لوجود "مجتمع طبيعي" هم البشر الذين يعيشون حياتهم "الخاصة" التي تسمى "حياة اجتماعية"، ويؤسسون "وعيهم" وعلاقاتهم على أساسها. وهنا ينشأ "الوعي الشعبي" والعلاقات "الشعبية" في إطار البيئات الاجتماعية، العائلة والمنطقة والقرية أو المدينة، وهو التكوين غير السياسي رغم أنه يتلقى ضغوط السلطة وتحرشاتها، وهو تكوين يفرض الهرب من السياسة كثقافة وكمتابعة بشكل عام، وبالتالي يصبح المجتمع في وضع من "يتقي شر السلطة" رغم أن ضغوطها تؤسس احتقانات متعددة. هنا كان الاحتقان من تغوُّل السلطة يوقفه الخوف منها من جهة، ومن جهة أخرى كان يقود إلى غياب السياسة (بالمعنى الحزبي والمعرفي) في المجتمع (حتى حزب البعث كان قد هجر السياسة من زمن طويل، وأصبح حزب مصالح). بالتالي قاد عبء السلطة الذي يراكم الاحتقان إلى التفكير بالتخلص منها، لكن دون وعي سياسي، ولهذا لا يقود إلى تفجّر الشعب في ثورة، بل يجري التكيف مع تغول السلطة ما دام "الوضع الطبيعي" محتملا، أي ما دامت مقدرة الشعب على تحمّل العيش قائمة، وهو الأمر الذي حكم الشعب لعقود، حيث كان الهروب من مواجهة السلطة هو الموقف الأساس، رغم الاستبداد الذي طال الأحزاب السياسية والضغط الأمني وتدخلات الشرطة في حياة الشعب. طبعا في ظل هذا الوضع لم يكن معنى "الحرية" كمفهوم حاضرا، وذلك نتيجة غياب السياسة، والفكر السياسي الذي ما زال أبعد عن "الوعي الشعبي" نتيجة ما أشرنا إليه للتو، وهو الأمر الذي يجعل المسألة تتعلق بالحاجة إلى التخلص من العبء للتخلص من ضغط وتحرشات وخوف. الحرية هنا هي التخلص من عبء إذن، وهذا غير كافٍ للقيام بثورة من أجل ذلك، وعي الحرية هو الذي يدفع إلى الثورة من أجلها كما شهدنا في بلدان أوروبا الشرقية وروسيا، وهذا لم يتأسس في "الوعي الشعبي" بعد، نتيجة أن الوعي التقليدي يكرس القمع وينفي الحرية، وأيضا نتيجة أن التعليم يكرس القمع كذلك على الضد من الحرية. ولدى شخص يسكنه الخوف من السلطة تكون الحرية حالة خوف لأنها سياسة وضد السلطة، ولهذا يبقى متقوقعا في "مجتمعه الطبيعي" يتحاشى قدر المستطاع الصدام مع السلطة، وهو في ذلك يهرب من الحرية التي ستضعه في صدام معها، ويهرب من الثقافة السياسية التي سوف "تورطه" في الصدام مع السلطة، وبهذا لا يريد فهم معنى الحرية، رغم أن ضغوط السلطة توجد احتقانات ضدها -كما أشرنا- لا تصل إلى حد الثورة، رغم أنها تؤدي إلى احتكاكات موضعية في بعض الحالات.
حينها، يجري "نكش" كل ممارسات السلطة، وتصبح هي المستهدفة، فـ"الشعب يريد إسقاط النظام" الذي بات يعني هنا ليس تغيير النظام السياسي وتأسيس نظام قائم على الحرية فقط، بل وتغيير كلية النمط الاقتصادي الذي فرض الاختلال الذي بات يطيح بحياة الشعب، والذي يجعل الدولة الديمقراطية حلا غير كافٍ على الإطلاق بل يجب أن ترتبط بحل مجمل المشكلات الاقتصادية (البطالة والأجر والتعليم والصحة والبنية التحتية) التي بات تفكيكها يفترض بالضرورة تغيير النمط الاقتصادي، من هنا تأتي جذرية الثورات الراهنة. لكن هذا لا يعني أن مسألة الحرية هي "خارج الموضوع"، بل هي في جوهر الثورة، حيث إن الثورة هي تمرد من أجل الحرية، ولهذا فإن البديل -الذي يجب أن يكون حقيقيا- هو البديل الذي يتضمن تحقيق الحرية بالضرورة، فالحرية ضرورة، والتحرر من البنى التقليدية ضرورة، والتحرر من الاستبداد العائلي والديني والمجتمعي والسلطوي هو ضرورة أيضا، وتحرير فعل البشر وتحقيق فاعليتهم يفترضان الحرية كضرورة. غير أنه لكي نعي ما جرى من أجل أن نحدد ما يجب أن نفعل يجب أن نفهم الأساس الذي حرك الشعب لكي ينهض في لحظة بكل هذه القوة الخارقة، وبالتالي أن نعرف أن هدف الثورة ليس الحرية فقط، بل أولا وأساسا تغيير النمط الاقتصادي السائد لمصلحة اقتصاد منتج يسمح بحل مشكلات البطالة والفقر، وهذا ما كان يراد له أن يتهمش ويخفى من قبل المعارضة، وذلك بالضبط لأنها لا تختلف مع السلطة على "اللبرلة"، وإن اختلفت على من يهيمن من الرأسماليين. وهذا الأمر هو الذي فتح المجال لأن يتحقق الانحراف من مطلب الحرية إلى الأسلمة، وإلى تمسك قطاعات من الأقليات الدينية بالسلطة، لهذا لا بد -والثورة تكمل عامها الثالث- من إعادة صياغة الرؤية لكي تطرح مطالب الشعب وتتجاوز أوهام النخب. وهذا الأمر يفرض أن يكون تغيير النمط الاقتصادي مرتبطا بالضرورة بتأسيس دولة الحرية. | ||||

Egypt's military leaders have come under ridicule after the chief army engineer unveiled what he described as a "miraculous" set of devices that detect and cure Aids, hepatitis and other viruses.
The claim, dismissed by experts and called "shocking to scientists" by the president's science adviser, strikes a blow to the army's carefully managed image as the saviour of the nation. It also comes as General Abdel Fatah el-Sisi, who toppled Mohammed Morsi in July after the Islamist leader ignored mass protests calling for him to step down, is expected to announce he will run for president.
The televised presentation – which was made to Sisi, the interim president Adly Mansour and other senior officials – raised concerns that the military's offer of seemingly inconceivable future devices will draw Egypt back into the broken promises of authoritarian rule, when Hosni Mubarak frequently announced grand initiatives that failed to meet expectations.
"The men of the armed forces have achieved a scientific leap by inventing the detecting devices," the military spokesman Colonel Ahmed Mohammed Ali wrote later on his official Facebook page. Ali said a patent has been filed under the name of the Armed Forces Engineering Agency.
Well-known writer Hamdi Rizk noted that video clips of the presentation had gone viral on social media, with tweets and blogs saying the military had made a fool of itself and put its reputation in jeopardy. "The marshal's camp has been dealt a deep moral defeat," he wrote in a column in Thursday's Al-Masry Al-Youm newspaper. "God give mercy to ... the reputation of the Egyptian army, which became the target of cyber shelling around the clock."
Professor Massimo Pinzani, a liver specialist and director of the Institute for Liver and Digestive Health at University College London, said he attended a demonstration of the devices during a visit to Egypt but "was not given convincing explanations about the technology" and was not allowed to try it for himself.
"As it is at present, the device is proposed without any convincing technical and scientific basis and until this is clearly provided it should be regarded as a potential fraud," he wrote in an email to The Associated Press. None of the research has been published in a reputable journal.
The uproar escalated when a scientific adviser to Egypt's interim President Adly Mansour denounced the claim and said it has no scientific base. "What has been said and published by the armed forces harms the image of the scientists and science in Egypt," Essam Heggy, a planetary scientist at the California Institute of Technology, told the daily newspaper El-Watan in remarks published on Wednesday. "All scientists inside and outside Egypt are in a state of shock."
He added that both Mansour and Sisi were surprised and their presence in the audience did not indicate approval. The furore started when major general Taher Abdullah, the head of the Engineering Agency in the Armed Forces, gave a widely televised presentation to Sisi and other senior officials on what he calls an "astonishing miraculous scientific invention."
Abdullah said two of the devices named C-Fast and I-Fast used electromagnetism to detect Aids, hepatitis and other viruses without taking blood samples while the third, named Complete Cure Device, acted as a dialysis unit to purify the blood. He also said the C-Fast, which looks like an antenna affixed to the handle of a blender, detected patients infected with viruses that cause hepatitis and Aids with a high success rate.
A short film aired during the presentation showed the engineering team's leader major general Ibrahim Abdel-Atti telling a patient: "All the results are great, showing you had Aids but you were cured. Thank God." The patient replies: "Thank God."
The next day, Abdel-Atti and his team held their own press conference at which the scientist said "I take Aids from the patient and nourish the patient on the Aids by giving him a skewer of Aids kofta". .
Gamal Shiha, head of the Association for Liver Patients Care, one of Egypt's prominent centres that worked alongside with the military, said he was angry about the "hasty" announcements. He said only one of the devices – C-Fast – underwent thorough testing.
Shiha said the C-Fast uses electromagnetic frequencies similar to those used in bomb detectors and radars and had been tested on more than 2,000 patients with a high success rate. "The technology of C-Fast is effective without doubt," he said. However, he dismissed the claims that the other two devices detect Aids and cure viruses.
Despite the scepticism, health ministry spokesman Mohammed Fathallah said the ministry recognises the devices as legitimate. Egypt's former Health Minister Amr Helmi, a liver surgeon by profession, said C-Fast had been approved by the ministry two years ago but he had never before heard of the other two devices.
For the general public, the uproar added to the uncertainty already fueled by years of turmoil since Mubarak's overthrow in February 2011. "I hope that the invention turns out to be true but I don't have confidence this is the case," said 35-year-old taxi driver Ahmed Morad. "I don't believe anyone ... everything is very confusing. It is like a salad."
