Egypt: Rab’a Killings Likely Crimes against Humanity

No Justice a Year Later for Series of Deadly Mass Attacks on Protesters

(Cairo) – The systematic and widespread killing of at least 1,150 demonstrators by Egyptian security forces in July and August 2013 probably amounts to crimes against humanity, Human Rights Watch said today in a report based on a year-long investigation. In the August 14 dispersal of the Rab’a al-Adawiya sit-in alone, security forces, following a plan that envisioned several thousand deaths, killed a minimum of 817 people and more likely at least 1,000.

The 188-page report, “All According to Plan: The Rab’a Massacre and Mass Killings of Protesters in Egypt,” documents the way the Egyptian police and army methodically opened fire with live ammunition on crowds of demonstrators opposed to the military’s July 3 ouster of Mohamed Morsy, Egypt’s first elected civilian president, at six demonstrations between July 5 and August 17, 2013. While there is also evidence that some protesters used firearms during several of these demonstrations, Human Rights Watch was able to confirm their use in only a few instances, which do not justify the grossly disproportionate and premeditated lethal attacks on overwhelmingly peaceful protesters.

In Rab'a Square, Egyptian security forces carried out one of the world’s largest killings of demonstrators in a single day in recent history,” said Kenneth Roth, executive director of Human Rights Watch. “This wasn’t merely a case of excessive force or poor training. It was a violent crackdown planned at the highest levels of the Egyptian government. Many of the same officials are still in power in Egypt, and have a lot to answer for.

Human Rights Watch released a video showing the events as they unfolded in Rab’a Square on August 14, including first-hand accounts by witnesses and victims.


The authorities have failed to hold even a single low-level police or army officer accountable for any of the killings, much less any official responsible for ordering them, and continue to brutally suppress dissent. In light of the continued impunity, an international investigation and prosecutions of those implicated are needed, Human Rights Watch said. States should further suspend military and law enforcement aid to Egypt until it adopts measures to end its serious rights violations.

Human Rights Watch interviewed more than 200 witnesses, including protesters, doctors, local residents, and independent journalists, visited each of the protest sites during or immediately after the attacks began, and reviewed physical evidence, hours of video footage, and statements by public officials. Human Rights Watch wrote to relevant Egyptian ministries soliciting the government’s perspective on these events, but received no responses.

The report includes a detailed examination of the planning and execution of the dispersal of the protest at Rab’a al-Adawiya Square, where from July 3 to August 14, tens of thousands of largely peaceful Morsy supporters, including women and children, held an open-ended sit-in demanding Morsy’s reinstatement. Human Rights Watch used satellite photographs from one night of the sit-in, August 2, to estimate that approximately 85,000 demonstrators were in the square that night.

On August 14, security forces attacked the Rab’a protest encampment from each of its main entrances, using armed personnel carriers (APCs), bulldozers, ground troops, and snipers. Security forces gave little to no effective warning and opened fire into large crowds, leaving no safe exit for nearly 12 hours. Security forces fired on makeshift medical facilities and positioned snipers to target whoever sought to enter or exit Rab’a hospital. Towards the end of the day, the central stage, field hospital, mosque, and first floor of Rab’a hospital were set ablaze, probably by security forces.

One protester, a businessman, described the scene:
They immediately fired tear gas and live fire. It was so intense; I can’t even describe it. It was not like the other times before, one or two at a time. It was raining bullets. I smelled the gas and immediately saw people being hit and falling down around me. I have no idea how many people were hit. We didn’t hear any warnings, nothing. It was like hell.
Human Rights Watch documented 817 people killed in the Rab’a dispersal alone. Given strong evidence of additional deaths compiled by Rab’a survivors and activists, additional bodies taken directly to hospitals and morgues without accurate record or known identity, and individuals still missing, it is likely that more than 1,000 were killed in Rab’a. Police detained more than 800 protesters from the sit-in, some of whom they beat, tortured, and, in several cases, summarily executed, six witnesses told Human Rights Watch.

Government officials have claimed that the use of force came in response to violence, including gunfire, by protesters. Human Rights Watch found that in addition to the hundreds of protesters who threw rocks and Molotov cocktails at police once the assault began, demonstrators fired on police in at least a few instances. According to the official Forensic Medical Authority, eight police officers were killed during the Rab’a dispersal. After fully dispersing the sit-in on August 14, Interior Minister Mohamed Ibrahim announced that his forces had found 15 guns in the square, a figure that, if accurate, indicates that few protesters were armed and further corroborates the extensive evidence Human Rights Watch compiled that police gunned down hundreds of unarmed protesters.

Egyptian officials have tried to justify their dispersal of the Rab’a sit-in by claiming that it disrupted the lives of local residents, and provided a forum for incitement and terrorism and a site for demonstrators to detain and abuse opponents. However, the killing of 817 or more protesters was clearly disproportionate to any threat to local residents, security personnel, or anyone else. To the extent that the government had a legitimate security interest in securing the sit-in site, it failed to carry out the dispersal in a way designed to minimize the risk to life. Lethal force should be used only when strictly unavoidable to protect an imminent threat to life – a standard that was far from met in this case.

Evidence showing how security forces opened fire on crowds of protesters from the first minutes of the dispersal belies any claims that the government sought to minimize casualties,” Roth said. “The brutal way security forces dispersed this demonstration resulted in a shocking death toll that anyone could have foreseen, and indeed the government had anticipated.”

In a meeting with local human rights groups on August 5, an Interior Ministry official said that ministry expected a death toll of up to 3,500 people. In a televised interview on August 31, 2013, Interior Minister Mohamed Ibrahim said that the ministry had expected losses of “10 percent of the people” in Rab’a, acknowledging that the sit-in involved “more than 20,000 people.” In September, Prime Minister Hazem al-Beblawy told the Egyptian newspaper Al-Masry al-Youm that the number of protesters killed in the dispersal of Rab’a and of a smaller sit-in in al-Nahda Square in Giza on August 14 was “close to 1,000.” He added that, “We expected much more than what actually happened on the ground. The final outcome was less than what we expected.” The day after the dispersal, Ibrahim toldAl-Masry al-Youm that “the dispersal plan succeeded 100 percent.”

Human Rights Watch also documented five other incidents of unlawful killings in July and August 2013:
  • On July 5, soldiers gunned down five protesters outside the Republican Guard headquarters in eastern Cairo, including one who was simply attempting to place a Morsy poster on a fence outside the headquarters. That killing was captured on video.
  • On July 8, army and police forces opened fire on crowds of Morsy supporters at a peaceful sit-in outside the Guard headquarters, killing at least 61. Two police officers were killed.
  • On July 27, police opened fire on a march of Morsy supporters near the Manassa Memorial in eastern Cairo, killing at least 95 demonstrators. One policeman died in the clashes.
  • On August 14, security forces dispersed the sit-in in al-Nahda Square, killing at least 87 protesters. The clashes resulted in two police fatalities.
  • On August 16, police opened fire on hundreds of protesters in the Ramses Square area of central Cairo, killing at least 120 demonstrators. Two police officers were killed.
It is appalling and heartbreaking that the hopes of so many Egyptians following the 2011 uprisings faded into the bloodshed and carnage of last year’s mass killings,” Roth said.

Crimes against humanity consist of specific criminal acts committed on a widespread or systematic basis as part of an “attack on a civilian population,” meaning there is some degree of planning or policy to commit the crime. Such acts include murder, persecution on political grounds, and “other inhumane acts of a similar character intentionally causing great suffering or serious injury to body or to mental or physical health.” Given the widespread and systematic nature of these killings, and the evidence suggesting that they were part of a policy to use lethal force against largely unarmed protesters on political grounds, these killings most likely amount to crimes against humanity. The prohibition of crimes against humanity is among the most fundamental in international criminal law and can be the basis for individual criminal liability in international courts, as well as in domestic courts in many countries under the principle of universal jurisdiction.

Since the events of July and August 2013, in addition to continuing to open fire on demonstrators, Egyptian authorities have engaged in repression in a scale unprecedented in recent years, including imposing extensive restrictions on freedom of association, expression, and assembly, carrying out mass arbitrary arrests and torture, depriving detainees, including at least 22,000 Muslim Brotherhood supporters, of basic due process rights, and handing down mass, long-term jail and death sentences to opponents.

The government created an official fact-finding committee to investigate human rights abuses since June 30, 2013, and the quasi-official National Council on Human Rights in March 2014 separately released a report finding that security forces used excessive force in Rab’a. However, there has been no official accounting for what happened or any credible judicial investigations or prosecutions. The government has refused to acknowledge any wrongdoing on the part of security forces. Instead, it repaved the streets and rebuilt the damaged buildings, awarded bonuses to forces that participated in the dispersals, and erected a monument to honor the police and army in the center of Rab’a Square.

The government’s ongoing efforts to crush dissent, sweep its abuses under the rug and rewrite history cannot erase what happened in Rab’a last year,” Roth said. “Given Egypt’s resounding failure to investigate these crimes, the time has come for the international community to step in.

Human Rights Watch has identified more than a dozen of the most senior leaders in the chain of command who should be investigated for their roles in these killings, including Interior Minister Ibrahim, then-Defense Minister and current President Abdel Fattah al-Sisi, and the Special Forces head and commander of the Rab’a operation, Medhat Menshawy. Where there is evidence of responsibility, these individuals should be held individually accountable for the planning and execution or failing to prevent the anticipated widespread and systematic killings of demonstrators.

The United Nations Human Rights Council should establish an international commission of inquiry to investigate the mass killings of demonstrators since June 30, 2013. Criminal charges should also be brought against those implicated in these acts, including in courts that apply the principle of universal jurisdiction. States should further suspend military and law enforcement aid to Egypt until it adopts measures to end serious human rights violations.

“The legacy of the Rab’a massacre continues to cast a dark shadow over Egypt,” Roth said. “Egypt will not move forward until it comes to terms with this bloody stain on its history.”

There is nothing here.’ Then, an Interior Ministry officer – who was wearing black, Special Forces, and carrying a rifle – loaded his gun to fire. I stood to try to push Ahmed out of the way. I was only a step away, but I couldn’t move. I could only call his name. The officer got him in the chest with four bullets, and he fell.”

“I saw one man standing by the fountain in the middle of Nasr Street on Yousif Abbas. It was a tough scene. He took a bullet in his shoulder and fell. He tried to get up and got one in the leg. He began to crawl, as blood trickled down. He was the only person up front and kept taking bullets in the arm and chest. He took at least eight bullets. The bullet would come, he would shake, and then not move … We tried to drag him to safety, but weren’t able to [for some time] because of the fire.”

The fire continued for 15 minutes. Those who couldn’t hide got injured standing. The bullets entered next to me and broke the glass. It was a terrifying moment. I thought death was near. I charged my phone and, with bullets flying by me, thought it was done and that I would die. I took out my phone and called my mom.”

I was on the first floor and didn’t know what to do. The officer said if you don’t run, we will kill you, but one ran away and I found him on the floor dead. The officer spit on the policeman who fired, saying, “Why didn’t you shoot him in the eye?”

"On Gaza, MIT Professor Noam Chomsky says the debate inside the Israeli government is whether to allow "bare survival" or to inflict "misery and starvation," as a former Israeli national security adviser recently proposed. “Israeli experts have calculated in detail exactly how many calories, literally, Gazans need to survive, and if you look at the sanctions that they impose, they’re grotesque,” Chomsky says. “I mean, even John Kerry condemned them bitterly, they’re sadistic — just enough calories to survive." Chomsky also addresses the widespread focus on the Hamas charter platform calling for the destruction of Israel. "The only people who pay attention to it are Israeli propagandists, who love it," Chomsky says. "It was a charter put together by a small group of people under siege, under attack in 1988. God’s covenant in the Promised Land was not made with those who pilot F-16 fighter jets that drop 1,000-pound iron fragmentation bombs over the concrete hovels of Gaza. It was not made with those operating Apache or Cobra attack helicopters that unleash lethal fire over crowded refugee camps. It was not made with drone operators that clinically kill children ... outside mosques. It was not made with M-60 tank units and artillery crews that murder families huddled in terror in their homes. It was not made with those on gunboats that slaughter boys playing on a beach. It was not made with those that fire Sidewinder missiles and drop 250-pound “smart bombs” on apartment blocks. It was not made with snipers from the Golani Brigade that gun down unarmed men and women for sport. It was not made with occupiers that reduce an entire people to a starvation diet—indeed count the calories to keep them barely alive—or to those who use words like “mowing the lawn” to justify the indiscriminant slaughter of innocents.
God’s covenant in the Promised Land was not made with politicians—including every member of the U.S. Senate—that mouth words for peace and perpetuate war, that call for justice and perpetuate injustice, that refuse to stand up for the rule of law and the right of a captive people to be free.

God’s covenant in the Promised Land was not made, finally, with any race or religion. It was not made with the Jews. It was not made with the Muslims. It was not made with the Christians. God’s covenant—in the Bible and the Koran—was made with the righteous. When Ibrahim asked in the holy Koran if the covenant could be inherited, he was told bluntly: “My covenant is not given to oppressors.” And God’s iron requirement to stand with the oppressed occurs as well in the Hebrew and Greek bibles. Those who turn away from righteousness—be they Jew, Christian or Muslim—violate that covenant. They are not God’s people.
God’s covenant is made with those who love mercy and do justice, with those who care for the stranger, the orphan and the widow, with those who frustrate the ways of the wicked, with those who bring good news to the oppressed, who bind up the brokenhearted, who proclaim liberty to the captives and release to all those in prison, including those imprisoned in Gaza. God’s covenant is with those men and women—Jews, Christians and Muslims, believers and nonbelievers—who say, “Let my people go, oppressed so hard they could not stand. Let my people go.” And God calls these people oaks of righteousness. And they are God’s people.
Why does God weep in the Promised Land?
God weeps because families, huddled in terror in their homes, are dismembered and killed by Israeli bombs. God weeps because mothers howl in grief over the bodies of their children in U.N. schools hit by Israeli shells. God weeps because the old and disabled, who could not flee the deadly Israeli advance, died helpless and afraid. God weeps because the powerful, here and in Israel, lie and dissemble to justify murder. And God weeps for all those who stand by and do nothing.
God weeps because the assault on Gaza is not about Israel’s right to self-defense or about removing Hamas from power. It is not about achieving peace. God weeps because the assault on Gaza is about the decades-long campaign to destroy and ethnically cleanse the Palestinian people from their land. God weeps because Israel is constructing squalid, lawless and impoverished ghettos where life for Palestinians is barely sustainable. God weeps because Israel restricts or shuts off movement, food, medicine and goods to accentuate the human misery. God weeps because Israel has turned Gaza, now largely without power, running water and sewage [systems], into a vast gulag.
God weeps because the failure to condemn Israeli war crimes by our political establishment and our compliant media betrays the memory of those killed in other genocides, from the Holocaust to Cambodia to Rwanda to Bosnia. God weeps because we have failed to learn the fundamental lesson of the Holocaust, which is not that Jews are unique or eternal victims, but that when you have the capacity to stop genocide, and you do not, you are culpable. And we [Americans], who provide 95 percent of Israel’s weapons, are very culpable.

All tyrants fall under the weight of their own depravity. Justice does come. The captives are set free. There will be a day when the instruments of war will no longer leave our shores to be delivered into the hands of killers. Not one bullet. And those who have broken God’s covenant will feel the blast of justice, the fury of the righteous who will rise up on behalf of the oppressed.
Peace in the Promised Land is in our hands. It will not come from politicians here or in Jerusalem. It will not come from courts of law. It will not come from international bodies.
Peace in the Promised Land will come when those who love mercy and do justice build a sustained mass movement—as we did against the apartheid regime in South Africa—week after week, month after month, year after year until the captives are set free. Peace in the Promised Land will come when we force, through boycotts, divestments and sanctions, the powerful to end the blockade of Gaza and deny the instruments of death to Israel. But it is up to us. We are all that stands between the Palestinians and obliteration.
The road to justice will be long and hard. It will require sacrifice, including personal sacrifice. Those who worship power cling furiously to it. And they will use that power against us. Our names will be reviled. Our voices will be marginalized. Our motives will be impugned. Our character will be assaulted. Our bodies will be taxed. We will be jailed. And we will know frustration and despair.

The road to justice will be long and hard. But there is no turning back, for we are no longer driven by a vision of suffering but possessed by it. We hear the cries from Gaza. We carry these cries within us. We will not rest until there is a balm to anoint the afflicted. We will not rest until there is comfort and justice for the oppressed. We will not rest until the children of Gaza have their childhood returned to them. We will not rest until the people of Gaza, no longer imprisoned, live in a free and independent Palestine.

Let my people go,
Oppress’d so hard they could not stand, Let my People go.
Go down, Moses,
Way down in Egypt’s land,
Tell old Pharaoh,
Let my people go.

تأذن لنا الحرب الأخيرة بين المقاومة الفلسطينية وإسرائيل بالتحدث عن مرحلة مدّ فلسطينية مقابل مرحلة جزر إسرائيلية، فقد أقامت هذه الحرب معادلات جديدة للصراع العربي الإسرائيلي، وأبرزت معايير وعوامل متعددة تلعب أدوارا في إعادة صياغة نمط هذا الصراع وتشابكاته وعناصر القوة المتداخلة فيه.

ويبدو أننا دخلنا مرحلة كسر الأيدي لتحل محل مرحلة الاستعطاف واستدرار الرحمة، ودخلنا مرحلة الهجوم الفلسطيني بدل مرحلة الصمود الساكن، وأن الحرب تتطور نحو الأعمال العسكرية المتحركة بدل تلك الساكنة من الجانب الفلسطيني. أناقش العناوين التالية لتبيان هذا الأمر.

في مرحلة الجزر، يشعر الناس بالضعة والهوان، وتستمر أخلاقهم في الهبوط إلى أن تصبح العلاقات في ما بينهم قائمة على الريبة والشك، وعندها تتراجع قيم العمل الجماعي والتعاون المتبادل، ويتحول الناس إلى مجرد ذئاب يبحث كل واحد منهم عن مصالحه الخاصة ولو على حساب الآخرين والمصالح العامة، يتراجع الإنتاج في هذه المرحلة وتنحط النفوس إلى درجة كبيرة، بحيث تصبح أعمال السرقة واللصوصية والاختلاس دربا من دروب البطولة والفصاحة.

مظاهر الإنجاز الفلسطيني
استطاعت المقاومة الفلسطينية منذ عام 2003 أن تحقق إنجازات عسكرية وتقنية متواصلة ومتسارعة من أجل مراكمة القوة التي رأت المقاومة أنها السبيل الوحيد نحو ردع إسرائيل واستعادة الحقوق الوطنية.

ومن الواضح أن المقاومة قفزت قفزات تقنية وعسكرية واسعة جدا منذ حرب عام 2012، وقد كان في هذه القفزات ما أذهل العدو والصديق وفاجأ الجميع. وبالإمكان تعداد الإنجازات في التالي:

1- التطور الإنجازي الأكبر يتمثل في تطور العقلية العلمية لدى المقاومة الفلسطينية، واعتمادها على البحث العلمي والدراسة والتدقيق. اعتمد العرب -ومن بينهم الفلسطينيون- على مدى سنوات على عقلية "الفهلوة" والارتجال والتخبط والقيادة الفردية، وفشلوا في أغلب جهودهم سواء في مواجهة التحديات الخارجية أو الداخلية.

في التجربة الغزية الحالية، هناك مراكز بحث علمي وتفكير مستمر في ما يمكن أن تطوره المقاومة من أجل أن تكون قادرة على المواجهة العسكرية. استفادت المقاومة في عملية البحث في ما يتعلق بتطوير الصواريخ من خبرة حزب الله وسوريا وإيران، لكنها عقدت العزم على نقل التجربة وتطويرها بما يتلاءم مع الظروف الفلسطينية في غزة.

دول كثيرة لم تستطع تصنيع الصواريخ، في حين أن المقاومة الفلسطينية حققت معجزة، لأن قطاع غزة محاصر بصورة خانقة والموارد ضئيلة جدا والمواد الخام غير متوفرة، لكن الإرادة الفلسطينية كانت فوق التحدي وأنتجت ما يلزم. والشعب الفلسطيني لا ينكر أيضا مساعدة الآخرين مثل السودان والرئيس المصري محمد مرسي.

2- طورت المقاومة الفلسطينية عقلية أمنية جديدة، بحيث إنها حاربت الاختراقات الإسرائيلية للصفوف الفلسطينية وقضت على العديد من الجواسيس والعملاء الذين كانوا يزودون إسرائيل بالمعلومات.

كانت تتمتع إسرائيل بمصادر معلوماتية دقيقة، واخترقت المؤسسات والفصائل الفلسطينية والأحزاب، وكانت تشن حروبها وهي على وعي تام بالأهداف ومعرفة دقيقة أين تضرب وكيف، لكنها هذه المرة اضطرت أن تخوض حربا شبه عمياء. استطاعت المقاومة أن تخفي أسرارها، وأن تحصن نفسها أمنيا، فأربكت إسرائيل التي تاهت في البحث عن أهداف عسكرية وركزت جهودها على قتل المدنيين وتدمير بيوتهم.


3- تطورت المقاومة الفلسطينية إعلاميا وباتت تخاطب العالم بلغة متزنة خالية من "الفهلوة" والارتجالية والبيانات الكاذبة. ظهر ناطقون إعلاميون فلسطينيون باسم المقاومة وكلماتهم معدة بدقة وبقدر إمكانياتهم وقدراتهم.

لم "يتعبط" الإعلاميون كلاما أكبر من أفواههم ولم يحملوا عصيا أطول من قاماتهم. كانوا دقيقين في بياناتهم، ولم يحاولوا صناعة الأوهام فوثق الجمهور الفلسطيني في كلامهم، وحتى أن الإسرائيلي بات يثق في بيانات المقاومة أكثر مما يثق في تصريحات وخطابات رئيس وزرائه. ومثلما حصل في الحرب على جنوب لبنان، أيقن الإسرائيلي أن قيادته تكذب، وأن الخصم هو الذي يقول الحقيقة. ومثلما أصبح نصر الله مرجعية إعلامية، أصبح أبو عبيدة كذلك.

4- حققت المقاومة الفلسطينية في هذه الحرب أسمى معاني التعاون وتوزيع الأدوار، لم يعد هناك من يستأثر بالساحة ويحاول إبراز دوره على حساب أدوار الآخرين. في هذه الحرب، عملت الفصائل كلها كمنظومة متكاملة تعمل معا وفق أدوار متفق عليها مسبقا، وكانت بذلك قادرة على مخاطبة العالم بلغة موحدة.

5- لأول مرة في تاريخ الصراع العربي الصهيوني يتم الحديث عن هدنة بينما إطلاق النار مستمر. قبل وقت بداية الهدنة بخمس دقائق فقط كانت صواريخ المقاومة تنزل على الصهاينة، وخلال الهدنة بقيت الأصابع على الزناد.

وعندما تعثرت المفاوضات طلبت المقاومة من الوفد الفلسطيني المفاوض في القاهرة أن يتوقف ساعة انتهاء الهدنة ويعود إلى فلسطين. تحدثت المقاومة بقوة أثناء الهدنة ورفضت أن تلين أو أن تخفف من طلباتها، وهذا مشهد لم يعهده العالم عن العرب.

6- تبنت المقاومة "تكتيكا" عسكريا شبيها "بتكتيك" حزب الله عام 2006، وذلك بتحييد الأسلحة الفتاكة بوساطة الأنفاق. حفرت المقاومة الأنفاق لكي تمتص ضربات الطيران وتشل مفعوله الحربي. قوة إسرائيل الجوية معروفة ولا ينكرها أحد، لكن الطيران لم يستطع أن ينال من المقاتلين أو من مخازن السلاح. غزة تم تحصينها جيدا من ناحية العملاء ومن ناحية ضربات الطيران. وقد اجتهدت المقاومة في تحسين مخزونها من الأسلحة المضادة للدبابات والمدرعات، وبثت الخوف في صفوف القوات البرية الإسرائيلية التي لم تستطع أن تتوغل في غزة واضطرت إلى الانسحاب من هوامش غزة.

7- حارب الفلسطيني ببسالة منقطعة النظير، وأظهر التدريب الراقي الذي أعدته له المقاومة. لقد عرفت إسرائيل أن هناك جنديا عربيا جديدا مسلحا بتدريب مهني احترافي ومتمتعا بوعي عميق وإرادة صلبة وإيمان قوي لا يتزعزع، وأدركت أنها تحارب من يعشقون الموت من أجل الحياة، من أجل أن يحيا شعب فلسطين.

8- أتقنت المقاومة فن دبلوماسية الحرب. لم تظهر المقاومة عجزا أو ضعفا، ولم تذهب جريا إلى مجلس الأمن أو المؤسسات الدولية لإيقاف العدوان الإسرائيلي، وبقيت على موقف التحدي الصلب على الرغم من محاولات عدد من الأنظمة العربية هزّ أعصاب المقاومة. لم تعرف المقاومة لغة الاستجداء أو الاسترحام على الرغم من الخسائر الكبيرة في صفوف المدنيين وفي العمران.


تراجع إسرائيل
لم تظهر إسرائيل في هذه الحرب كما كانت تظهر في السابق، وذلك وفق النقاط التالية:

1- لم تستطع إسرائيل حتى الآن تحديد أهداف الحرب. بدأت بهدف عبر عنه نتنياهو وهو تحقيق الأمن للإسرائيليين، وانتهى عند سريان التهدئة بهدف خيالي وهو نزع سلاح المقاومة. تخبطت إسرائيل في الحديث عن الأهداف كما تخبطت عام 2006 وعام 2008. وهذا مؤشر على ضعف القيادة السياسية وغموض الرؤية لديها.

2- خاضت إسرائيل هذه المرة حربا عمياء بسبب ضعف وقلة المعلومات لديها. لم تكن إسرائيل تعلم حجم الأنفاق ولا متاهاتها وعمقها وقدرتها على تحمل القصف، ولم تكن تعلم كميات السلاح المتوفرة في المخازن، ولم تكن تعلم أماكن تخزين السلاح.

بنك معلوماتها عن المواقع العسكرية للمقاومة وتسليحها كان فقيرا جدا، ولهذا تخبطت في الحرب وعجزت عن ضرب الأهداف التي يمكن أن تؤثر على قوة المقاومة وقدرتها على الرد. لقد هدمت بيوتا كثيرة وقتلت حوالي ألفي مدني، لكن نتائج الحروب لا تقاس بالخسائر وإنما بتحقيق الأهداف.

3- ظهر السياسيون الإسرائيليون -خاصة نتنياهو- على الشاشات وهو في وضع عبوس ومعنويات منخفضة جدا. لم يكن نتنياهو قادرا على إصدار عبارات التحدي، وكان على غير عادته يميل إلى الترهل والبحث عن سبيل لوقف القتال. لم يكن رئيس وزراء إسرائيل متزنا أو متفائلا في أنه سيحقق شيئا، وسرعان ما وافق على المبادرة المصرية لوقف القتال.

4- اعتاد العالم أن يبحث العرب عن وقف لإطلاق النار، وعلى إسرائيل الاستمرار في القتال بهدف تحقيق إنجازات عسكرية تمكنها من طاولة المفاوضات إن حصلت. لكن الوضع اختلف هذه المرة فسارعت إسرائيل إلى القبول بوقف إطلاق النار، وهي تعي تماما أنها لم تنجز شيئا يجعل يدها هي العليا، لقد قبلت واليد الفلسطينية هي العليا.

وعندما نقول ذلك لا يعني أننا نبالغ بالقدرات العسكرية الفلسطينية، وإنما نعني أن الفلسطينيين أصبحوا قادرين على جر إسرائيل إلى الحرب وتوريطها وإلحاق الخسائر الجسيمة بصفوف جيشها، هذه المرة لم تتحكم إسرائيل بكيفية الخروج من الحرب ومتى، وبقي الأمر بيد المقاومة الفلسطينية.

5- لا إسرائيل ولا الولايات المتحدة كانتا تقبلان في السابق وقف إطلاق النار دون التأكد من هزيمة العرب، ولم تكن تسارع الولايات المتحدة إلى مجلس الأمن طلبا لوقف القتال إلا بعد التأكد من أن إسرائيل قد حققت إنجازات عسكرية على الأرض تؤدي إلى خضوع العرب. هذه المرة طلبت إسرائيل وقف القتال، ودفعت أميركا أنظمة عربية للتوسط لدى المقاومة لوقف القتال. شيء جديد في أن أميركا تتوسط من أجل وقف الحرب.

6- خاب الإعلام الإسرائيلي هذه المرة في أمرين، وهما: عدم قدرته على خداع الرأي العام العالمي، وعدم ثقته في القيادة السياسية الإسرائيلية. حاول الإعلام أن يفلت من مأزقه بترديد ما يقوله السياسيون فقط، لكن الصور التي خرجت للعالم حول المجازر في غزة كانت أقوى من كل الكذب والتضليل.

القادم أعظم
بناء على هذا، كيف ستكون حرب عام 2017؟ هل سيحمل الصاروخ الفلسطيني نصف طن من المتفجرات؟ وهل ستحصل المقاومة على مضادات للطائرات؟ هل ستصل الأنفاق الفلسطينية إلى عمق الأرض المحتلة عام 48، ويقوم المقاومون بالسيطرة على مستوطنات في جنوب فلسطين؟

من سيبقى في إسرائيل من الميسورين حتى ذلك التاريخ؟ ألن يهاجروا؟ وماذا عن التصنيع البحري والغواصات الفلسطينية؟ وماذا عن مدى الصواريخ المضادة للدروع؟ هل ستجرؤ الدبابات الإسرائيلية على الاقتراب من حدود غزة؟ وهل ستتعلم الضفة الغربية شيئا من هذه الدروس؟

المقاومة ستفرض نفسها كما يفرض المنتصرون أنفسهم وأفكارهم. لا مفر، ستتعرض الضفة الغربية لتحولات سياسية وثقافية وفكرية وأمنية كثيرة.

Egypt: Human Rights Watch Delegation Refused Entry

Authorities Block Cairo Release of Report on Mass Unlawful Killings

(New York) – Egyptian authorities refused to allow Human Rights Watch Executive Director Kenneth Roth and Middle East and North Africa DirectorSarah Leah Whitson to enter Egypt on August 10, 2014. Roth and Whitson were to brief diplomats and journalists in Cairo on a 188-page Human Rights Watch report on the mass killings in Egypt in July and August 2013. 

When Roth and Whitson arrived at Cairo International Airport, authorities refused to allow them into the country without giving an explanation for the decision. This is the first time that Egyptian authorities have denied Human Rights Watch staff members entry to the country, including during the Mubarak government.

“We came to Egypt to release a serious report on a serious subject that deserves serious attention from the Egyptian government,” Roth said. “Instead of denying the messenger entry to Egypt, the Egyptian authorities should seriously consider our conclusions and recommendations and respond with constructive action.”

The report, “All According to Plan: The Rab`a Massacre and Mass Killings of Protesters in Egypt,” documents how Egyptian police and army methodically opened fire with live ammunition on crowds of demonstrators opposed to the military’s July 3 ouster of President Mohamed Morsy at six demonstrations in July and August 2013, killing at least 1,150 people, and how no one has been held to account one year later.  Human Rights Watch conducted a year-long investigation into the killings, including interviews with over 200 witnesses, visits to each of the protest sites, and review of video footage, physical evidence, and statements by public officials.

Human Rights Watch wrote to Egypt’s Interior Ministry, Office of the Public Prosecutor, Defense Ministry, Foreign Affairs Ministry, Embassy in Washington, DC, and Mission in New York on June 12 soliciting the Egyptian government’s perspectives on the issues covered in the report. Human Rights Watch sent follow-up letters on July 8 asking to meet with officials during the planned August visit to Egypt. Copies of the report were sent to the same officials on August 6. Human Rights Watch did not receive substantive responses to any of its queries.

“We had already shared our report on last year’s mass unlawful killings in Cairo with senior Egyptian officials and were hoping to have meetings with them to discuss our findings and recommendations,” Roth said. “However, it appears the Egyptian government has no appetite to face up to the reality of these abuses, let alone hold those responsible to account.”

Human Rights Watch closed its office in Cairo in February because of concerns about the deteriorating security and political environment in the country. Authorities have imposed extensive restrictions on civil society organizations over the past year. A new draft law on nongovernmental organizations would effectively give the government and security agencies veto power over all activities of associations in Egypt. Local groups in a joint statement have described the measure as a “declaration of war by the government on freedom of association and the work of civil society organizations in Egypt.”

The Human Rights Watch report, “All According to Plan: The Rab’a Massacre and Mass Killings of Protesters in Egypt,” will be released on schedule at 08:01 a.m. GMT, 11:01 a.m. Cairo time on August 12.

 أكدت تقارير إسرائيلية أنه تم التوصل بين إلى اتفاق هدنة يستمر لـ 72 ساعة بين إسرائيل وفصائل المقاومة الفلسطينية، فيما ألمحا حركة حماس إلى أنها تجري اتصالات مباشرة مع إٍسرائيل.
وأكدت مصادر إسرائيلية أنه تم الاتفاق على هدنة لثلاثة أيام تبدأ منتصف الليلة الحالية، في حين ستتواصل المحادثات من أجل التوصل إلى اتفاق دائم لوقف إطلاق النار.
ونقل موقع "الرسالة نت" عن مصادر مطلعة أن جهات في حركة حماس بدأت تتجاوب مع اتصاﻻت أجراها مقربون من رئيس الحكومة الإسرائيلية بنيامين نتنياهو للتوصل إلى اتفاق يقضي بوقف إطلاق النار في غزة.
وقالت المصادر إن قياديا من حماس في غزة تلقى اتصالا هاتفيا قبل بضعة أيام من شخصية مقربة من نتنياهو للتباحث المشترك في التوصل إلى اتفاق مدته ما بين 5-10 سنوات.
وأضافت أن الخطوة الإسرائيلية جاءت بعد قناعة بأن السلطات الحاكمة في مصر ﻻ تريد اتفاقا بين غزة وإسرائيل وأن سعي القاهرة وراء مصالحها الخاصة أكثر من مصلحة إسرائيل.
وأشارت المصادر ذاتها إلى أن هناك خشية حقيقية من تدهور الأمور في أي لحظة إلى "نقطة اللاعودة"، وهي قناعة وصل إليها الامريكيون أيضًا.
وقالت إن المحادثات تسير بموازاة ما يجري في القاهرة من مفاوضات، وتحقق تقدما أفضل وبعيدا عن وسائل الإعلام، موضحة أن إسرائيل ﻻ تريد حربًا مع غزة كل عامين، خاصة مع الأضرار الصعبة التي تشوه صورتها أمام المشهد العالمي.
وقال الموقع إن «عددا من الأكاديميين الفلسطينيين في الضفة وغزة طالبوا الوفد الفلسطيني في القاهرة بالبدء بمفاوضات مباشرة مع إسرائيل في ظل الموقف المصري الرافض للحق الفلسطيني».

ألمحت حركة حماس إلى أنها فتحت قناة اتصال مباشرة مع إسرائيل تمخضت عن التوافق على إعلان هدنة لمدة ثلاثة أيام.
ولم توضح حماس عن قناة الاتصال ووصفتها بأنها سرية، لكن على الأرجح يدور الحديث عن قناة الاتصال التي لعبت دورا مركزيا في صفقة الوفاء للأحرار (شاليط) والتي دارت بين القيادي في حركة حماس، غازي حمد، والباحث الإسرائيلي غرشون باسكين.
وباسكين هو باحث إسرائيلي يدير مركزا  أسسه عام 1988 باسم "إيفكري- مركز إسرائيل- فلسطين للمبادرات الإقليمية.  ويحافظ على اتصال مع عدد من قيادات حماس وبعض الأكاديميين في غزة، وأكد لإذاعة الجيش الإسرائيلي في مقابلة أجرتها معه قبل نحو أسبوع، أنه لم ينجح في الحديث مع اي من قادة حماس خلال الحرب لأنهم أصبحوا أهدافا لإسرائيل وتواروا عن الأنظار ولا يردون على هواتفهم.
وأكد باسكين في المقابلة بأن الحكومة الإسرائليية لا تفهم كيف يفكر الفلسطينيون، وأكد أن فصائل المقاومة الفلسطينية لم تتعرض لأضرار كبيرة خلال الحرب كما تعتقد إسرائيل وأنها مستعدة لمواصلة الحرب لوقت طويل.
ولم يتضح بعد إذا ما كانت الاتصالات المباشرة هي بديل للوساطة المصرية أم تسير بالتوزاي معها، لا سيما أن مصر تبدي موقفا عدائيا اتجاه حركة حماس.
وصدرت في إسرائيل تصريحات في الأيام الأخيرة تشير إلى استعداد الحكومة الإسرائيلية للتعاطي مع بعض مطالب حماس، لكنها أبدت رفضا  على إقامة ميناء بحري وعلى رفع الحصار بشكل كلي، لكنها في الوقت ذاته تتجنب الحرب وتسعى للتوصل إلى هدنة طويلة الأمد.

ضمن صناعة الأكاذيب وترويجها واقتباسها بعد ترويجها، كأنها حقائق، نشهد منذ أيام حملة ذات طابع إعلامي ــ أمني، ميدانها وسائل التواصل الاجتماعي، "فيسبوك" و"تويتر"، وبعض مواقع الإنترنت، هدفها ترهيب المقاومة في غزة للتنازل عن مطالبها أمام الشروط الإسرائيلية، والقبول بوقف إطلاق نار مذلّ، ولا تقف الحملة عند استهداف المقاومة وحركة "حماس"، بل يجري التركيز بصورة ممنهجة على الدكتور عزمي بشارة، الكاتب والمفكر العربي المعروف، ورئيس مجلس إدارة "فضاءات ميديا" التي تصدر "العربي الجديد".
نشهد منذ أيام فبركات وأكاذيب من النمط الدعائي الموجه للمسّ بكل ما هو محترم والتشكيك بكل ما هو نبيل في المنطقة العربية، كما نشهد تهديدات بعضها مبطن والآخر علني للدكتور بشارة، بسبب مواقفه الواضحة والصريحة في الدفاع عن قيم الربيع العربي في الديمقراطية والكرامة وحقوق الإنسان، ومحاولة لثنيه عن مواصلة مشروعه السياسي والفكري والتنويري في الدفاع عن قضايا العرب العادلة.

وربما كان هذا دافعه في كتابة نص قصير، أخيراً، عدّد فيه التحديات أمام أي ديمقراطي عربي في المرحلة الراهنة، فضلاً عن أن يكون ديمقراطياً ومفكراً ومؤثراً على جيل بأكمله. إن خصوم الديمقراطي العربي في هذه المرحلة كثر من نظام "الأبارتهايد" الصهيوني في فلسطين وحتى الثورة المضادة والقوى الرجعية العربية. وحتى المعسكرات القديمة اختفت وحلت محلها حملات أكاذيب ودسّ متشابهة تعادي الديمقراطية والمقاومة بالدرجة ذاتها، وباللغة ذاتها.
ليست هذه المرة الأولى التي يتم فيها استهداف الدكتور بشارة، بالافتراء والدسّ الرخيص منذ أن تشاركت إسرائيل وحلفاؤها وجواسيسها باستهدافه في فلسطين. وهو لا يكلف نفسه عناء الرد، لأنه لا يدخل في مهاترات، ويستغل البعض ترفّع المثقف الرصين عن مثل هذه الخصومات. ولكن الأمر هذه المرة يأخذ طابع التهديد المباشر الذي يرقى إلى التلويح بالاغتيال، كما ورد على لسان رئيس جهاز المخابرات المصرية، محمد التهامي.
وبعد ترفعه عن الرد صارت الحملات تأخذ منحى جديداً، واتخذت من تمسك المقاومة بشروطها موضوعاً للهجوم عليه، فتارةً تنسبُ له وضْع صيغة مطالب المقاومة، وأخرى تلفّق له تحضير مؤتمر لإعمار غزة في الأردن. وكأن هذه تهمة لو صحّت. وكأن حركة "حماس" قاصر وتحتاج لمن يرشدها. من الواضح أن المستهدف هو المقاومة ذاتها.
ولكثرة تهافت هذه الادعاءات، فإنها تبدو مثيرة للسخرية، فالدكتور بشارة، لا يخجل ولا يتهرب من تبني موقف المقاومة ضد الاحتلال وضد الظلم، بل هو يعتز بذلك، وهذا دأبه على الدوام، فقد وقف على مدى تاريخه النضالي مع قضية شعبه الفلسطيني في الداخل ضد التمييز العنصري، وضد "الأسرلة" و"المتأسرلين"، ومع المقاومة في لبنان وفي المناطق الفلسطينية المحتلة ودفع ثمناً كبيراً لذلك. وقد فعل كل هذا دون أن يتوقف عن الإنتاج الفكري الغزير، والإبداع، وبناء المؤسسات الأكاديمية والإعلامية والسياسية وغيرها.
ومن اللافت أن تهمة صياغة الدكتور بشارة، لمطالب المقاومة لوقف النار في غزة، جاءت للمرة الأولى من إسرائيل، ومن ثم جرى ترويجها من طرف الأجهزة المصرية والإماراتية، ولكي يسبغ هؤلاء بعض المصداقية على الفكرة فقد زجوا باسم قطر في الموضوع، ولا يخفى على عاقل هنا ملاحظة العداء المصري الإماراتي لدور قطر. وهي الدولة العربية الوحيدة في المشرق التي تمنح هامشاً لحرية التعبير لمن لا يريد الانتماء لأحد المحاور والمعسكرات الطائفية والسياسية في المنطقة.
وعزمي بشارة مناضل ومفكر معروف قبل أن يلجأ إلى قطر التي يسجل لها استضافته من دون شروط، وتمكينه من العمل ودعمه في بناء مؤسسات أكاديمية وإعلامية عربية رائدة. وهي لا تتدخل في عمله أو في إنتاجه الفكري ومواقفه السياسية الديمقراطية التقدمية، والعروبية في آن معاً.

لا يحتاج المرء إلى كبير عناء كي يكتشف لعبة هذه المواقع، فهي صدى للتهديدات التي تطلقها الأجهزة الإسرائيلية والمصرية والإماراتية، ومن يتولى الفبركة وترويج الاتهامات هم جملة من العملاء والأدوات المعروفين، ومنهم من يتخذ من دولة الإمارات ومصر وغيرها مقرات لبناء شبكة إعلامية هدفها ترويج البضائع الإعلامية الإسرائيلية الرخيصة وإيصال التهديدات الإسرائيلية بطريقة غير مباشرة، ومنهم من هو معروف باغتيال قيادات وطنية فلسطينية معروفة.

إنها مرحلة صعبة للديمقراطية وحقوق المواطن وحقوق الشعوب. ولكن من قال إن النضال من أجل هذه القضايا نزهة. ولكن أضعف الإيمان أن نواجه بالوعي والتنوير، حملات الدسّ والأكاذيب التي تنشر الجهل والانحلال القيمي.
هنا يثار السؤال: ترى هل كانت حملة التحريض هذه ستشن ضد عزمي بشارة لو وقف مع الأنظمة ضد الشعوب؟ أو لو اتخذ موقفاً طائفياً؟ أو لو اتهم المقاومة بالمسؤولية عن فقدان الضحايا المدنيين... أو لو ألف كتبه التي ينشرها في برج عاجي بعيداً عن هموم الناس، واهتم بصناعة نجوميته دون أن يغضب أحداً؟

Venezuelan Foreign Minister Elias Jaua was in Egypt since Wednesday arranging assistance by the Venezuelan government to the Palestinian children. The foreign minister held talks with representatives of UNHCR and UNICEF regarding details of transporting the children to Venezuela.


(Telesur) – Venezuela’s Foreign Minister Elias Jaua estimated this weekend, that the first Palestinian children, who are victims of Israeli aggression will be arriving  to Venezuela. The children will be  housed at shelters, made available by Venezuelan President Nicolas Maduro.
In an interview Thursday at the Venezuelan Union Radio, and broadcasted by the Foreign Ministry,  Jaua said that “in the coming hours, maybe before  the weekend  a number of Palestinian  children will be arriving to Venezuela , who have been orphaned or needing medical treatment that may be provided by Venezuela.
In this sense, the Venezuelan foreign minister, who since Wednesday is in Egypt arranging the Venezuelan assistance to the children, explained they are in talks with representatives of the United Nations High Commissioner for Refugees (UNHCR) and the Fund United Nations Children’s Fund (Unicef), to coordinate all matters relating to transportation, as set out in international standards.
Also Jaua stressed that “the Venezuelan government is acting within the legal framework established by the Constitution, in Article 152, which states that our country needs to be united internationally and help people in their struggle for independence and sovereignty” .
He added that there are plans by the Bolivian National Armed Forces (FANB) for planes will be arriving to Egypt between Monday and Tuesday, with six tons in aid donated by the Venezuelan people.

ضمن جوقة التحريض المستمرة على المؤسسات الإعلامية والصحافيين الذين يغطون العدوان الإسرائيلي على غزة، وينقلون الصور والمشاهد التي تدحض الرواية الإسرائيلية وتفضحها في العالم، وعلى رأسها قناة الجزيرة التي تنال حصة الأسد من هذا التحريض، وبلغ حد قصف مكاتبها في غزة، نشر اليوم تقريرًا عن الإعلامية ومقدمة البرامج في "الجزيرة"، غادة عويس، واصفة إياها بالصاروخ الإعلامي لحماس.
وشمل التقرير، الذي احتل أحد العناوين الرئيسية في موقع صحيفة "يديعوت أحرونوت"، اتهامات عديدة لعويس، أهمها وصفها بالمنحازة لحركة حماس وتزوير الحقائق التي تبثها، فيما قال إن لإسرائيل الحق في الدفاع عن نفسها لكن عويس تصر على إلغاء هذا الحق بانحيازها لـ"لإرهابيين" وعدم مهنيتها، خصوصًا بعد أن خصصت صحيفة "الرسالة" المقربة من حركة حماس مقابلة معها، ووصفتها بالبطلة لأنها تستطيع دحض الرواية الإسرائيلية أمام العالم وإظهار الحقيقة، إذ قالت في المقابلة: "لا داعي للانحياز لأي طرف، المعتدي واضح وقاتل الأطفال واضح، هناك شهادات من مسؤولي الأونوروا ووكالات الغوث الدولية تؤكد ارتكاب إسرائيل جرائم حرب، وعليها يجب تقديمهم لمحاكمة دولية".
وقال التقرير إن عويس تتفاخر بإهانة المتحدثين الإسرائيليين وإحراجهم على الهواء مباشرة، وتمنعهم من سرد الرواية الإسرائيلية، وقد قامت بذلك أكثر من مرة مع عدة متحدثين منهم أفيحاي أدرعي، الماطق باسم جيش الاحتلال، وقبل أسبوع مع المتحدث باسم مكتب رئاسة الحكومة للإعلام العربي، أوفير غيندلمان، الذي حاول شرح موقف إسرائيل وحقها في الدفاع عن نفسها أمام إرهاب حماس الذي خرق اتفاق وقف إطلاق النار، لكنها لم تتركه يكمل و"هاجمته" قائلة: "إذا كانت حماس حركة إرهابية وخرقت اتفاق وقف إطلاق النار، من الذي قتل أكثر من 1600 مدني في غزة؟ هل هي حماس؟ انتم من قتلهم، ألا تخجلون من أنفسكم أنتم ونتنياهو من القول إن إسرائيل دولة أخلاق وقيم إنسانية بعد أن قتلتم أكثر من 1600 مدني من مئات الأطفال؟ أحقًا لا تخجلون؟". أجابها غيندمان عندها: "أنت تتحدثين كإعلامية او كناطقة باسم حماس؟".
وذكر التقرير أيضًا أن "وقاحة" عويس بلغت حد التحريض على "زملائها العرب" خصوصًا في القنوات الفضائية المصرية، إذ قالت عن تصريحات بعض الإعلاميين المصريين الداعمين لإسرائيل أنها مخجلة ومهينة ومثيرة للشفقة.
يذكر أن عويس تحظى اليوم بشعبية ودعم واسعين في الشارع الفلسطيني، حيث نشرت العديد من الصور والتصميمات والرسومات الكاريكاتيرية التي تشيد بها وبدورها في فضح جرائم الاحتلال ودحض الرواية الصهيونية في العالم، وشكر على ما تقدمه.

Pounded by three wars in the past six years, what's to stop a reconstructed Gaza being bombed again in the future?

The terrible scale of destruction in Gaza isn't even the start of it. As a three-day truce last week made clear, Israel's 29-day military offensive has levelled the Palestinian strip: entire neighbourhoods reduced to rubble; thousands of homes destroyed, leaving at least 65,000 people homeless.
Schools, hospitals, mosques, a university, a sewage plant, the strip's only power plant and dozens of factories were hit. Stark images depicting the damage have accompanied stunned words from humanitarian workers. Trond Husby, who heads the UN's development programme in Gaza, told the UK's Daily Telegraph newspaper: "I was in Somalia for two years, Sierra Leone for five, and also South Sudan and Uganda, and this beats them all for the level of destruction."
If the material ruin defies comprehension, the human toll is all but unspeakable: To date, 1,911 deaths, with UN figures indicating that three-quarters of those killed were civilian, including 429 children. Close to 10,000 injured people - some of them disabled for life - including 2,000 children. And we haven't yet got to the deeper shattering, the traumatised minds that professionals will try to piece back together - some 400,000 children in Gaza are in need of psycho-social support, according to the UN children's fund, UNICEF.
But what adds another layer of tragedy to this shocking level of injury is that Gaza has been here before. Several times. We are witnessing the latest, most punishing round of a catastrophic cycle in Gaza, whereby pounded homes and lives are rebuilt with the help of international aid, only to be torn apart again a few years later. Small wonder, then, that UN Secretary General Ban Ki-moon, speaking at a special meeting of the General Assembly on Wednesday, said: "We will build again but this must be the last time to rebuild. This must stop now."
In Gaza, Palestinian and international aid workers alike reel off lists of buildings that had only recently been restored after previous Israeli offensives, only to be decimated again in the latest offensive. That vital - and US-insured - power plant that Israel knocked out in late July? It was bombed out of action back in 2006, too, during Israel's Summer Rain offensive.
Sewage plants? Israel bombed those in 2014, as it did during 2006 and again during the 2008-2009 Cast Lead assault on Gaza. Najla, an aid worker for 11 years, said by phone from Gaza City: "For many years it has been like this, even between the big attacks there are always incursions and small scale operations. Israel bombs a place, it is rebuilt, they bomb it again."
Aid agencies now fear long delays in reconstruction because of Israel's restrictions and red tape over the materials allowed into the Gaza Strip. But even if Gaza is restored - a task estimated to take at least 10 years - there are no guarantees that, as Ban has urged, it will be the last time.
It isn't enough for the international community to just provide aid - which effectively makes humanitarian hostages of donor nations, since their vital assistance is at the same time letting the country that carried out the destruction off the hook. Foreign aid is part of the Oslo Accords of 1993, intended for "state-building" projects in the occupied Palestinian territories, in anticipation of the Palestinian state that would follow negotiations. But it never did.
So for decades, a resource- and skills-rich society that could comfortably stand on its own feet has been stunted into aid-dependency for no reason other than the choking Israeli occupation - and the international community's lack of political will to end it.
Gaza residents testify about the effects Israel and Egypt's blockade of their land has had on their lives.
Time and again Palestinians have said that what they need is advocacy, not aid - political solutions, not hand-outs. And that baseline demand is why Hamas and the Palestinian Authority have now put the ending of the Gaza blockade at the centre of ceasefire negotiations taking place in Cairo. It's not just that rebuilding efforts will stall without a ready flow of materials; it's also that Gaza will never be self-sustaining as long as its people and products can't move freely across borders. 
Even before this latest offensive, 80 percent of the Gaza population was dependent on aid. And even in the devastated aftermath of it, one 40-year-old Palestinian in Gaza city told me by phone: "You cannot imagine how upset people are, doctors, nurses, mothers, everybody queuing for bread. People want this war to bring them back some dignity."
On the ground, humanitarian agencies, too, urge that the siege of the strip has to stop. On Saturday, Chris Gunness, spokesperson for the United Nations Relief Works Agency in Gaza, said he recognised Israel's security concerns, but added: "We cannot rebuild [Gaza] with our hands tied behind our backs. The blockade must end."
Donor countries around the western world have seen tens of thousands take to the streets to make the same case. Eight years into a devastating Gaza blockade punctuated only by three pounding rounds of war, it is long past time for the world's politicians to take heed.
