Exiled Fatah leader Mohammed Dahlan has been investigated by the International Criminal Court for his involvement with Saif al-Islam Gaddafi, documents seen by Middle East Eye can reveal.
In late 2012, the ICC’s prosecutor Fatou Bensouda wrote to Palestinian President Mahmoud Abbas seeking assistance from the Palestinian government as part of the court’s investigation into the Libyan civil war.
“In furtherance of this investigation, my office seeks the assistance of the Government of Palestine in relation to the alleged involvement of two Palestinian nationals, Mohammed DAHALAN and Mohamed Borhan RASHID,” the letter reads, “whose involvement with Saif Al-Islam Gaddafi, Abdullah Al Senussi, and other individuals potentially most responsible for the most serious crimes under the Rome Statute, is of concern to the Office.” 
"My Office seeks your assistance in identifying details of their relation to such crimes, including potentially aiding and abetting their commission," the letter adds. 
MEE has been unable to establish whether the ICC investigation is ongoing. 
The letter explains that in accordance with the Rome Statute, the ICC has jurisdiction with respect to matters including war crimes and crimes against humanity.
A spokesperson for the ICC, in comments to MEE, said it could not comment on an investigation which might be ongoing.
“As a matter of policy, the Office of the Prosecutor of the International Criminal Court does not comment on queries relating to any investigative activities it may or may not be conducting,” the ICC said in a statement.
In March 2011, the ICC opened an investigation into the situation in Libya, where the Arab Spring ignited an uprising against the decades-long rule of Muammar Gaddafi, following UN Security Council Resolution 1970.
An arrest warrant was issued for Saif al-Islam Gaddafi by the ICC in June 2011 for two counts of crimes against humanity.

He is wanted for “his alleged criminal responsibility for the commission of murder and persecution of civilians as crimes against humanity from 15 February 2011 onwards throughout Libya.”
In coordination with his father, the arrest warrant states, Saif al-Islam “conceived and orchestrated a plan to deter and quell, by all means, the civilian demonstrations against Gaddafi's regime.”
The second son of the former leader was released in June this year after being held hostage by a militia in the western city of Zintan for six years. It is unclear where he is now residing.

PA's own investigation

In April 2011, the PA announced that it was itself investigating Dahlan over his alleged role in the transfer of Israeli weapons to the Gaddafi government.
The ICC investigation was launched after Libyan rebels accused the Fatah leader, who has lived in exile in the UAE since June 2011, of being involved in the transfer. Dahlan at the time denied the charges, according to Palestinian media.
Mattia Toaldo, a Libya expert at the European Council on Foreign Relations, was sceptical of the ICC interest in Dahlan in 2012, and expressed caution towards any focus that may have begun with Mahmoud Abbas, Dahlan’s rival, but said it appeared Dahlan was now involved in the chaotic Libyan political scene.
“Dahlan is allegedly involved in Libya now through his support for anti-Islamist media but I have no evidence of any role in 2011,” Toaldo said, adding that he had heard from several sources that Dahlan is currently providing support to certain media outlets in Libya.
Dahlan and Saif al-Islam Gaddafi met in Spain before the Arab Spring, according to a cable from 2010, published by Wikileaks.
The younger Gaddafi was at the time “trying to position himself as the new face of the regime and as a successor to his father,” according to Mohamed Eljarh, Libya expert and non-resident fellow at the Atlantic Council, and thus “There was a motive for Saif to meet with Dahlan.”

“Saif al-Islam was trying to portray himself as a mediator, I am sure he would have wanted to play a role there, in the Palestinian peace process,” Eljarh told MEE.
Today, Eljarh believes, Saif al-Islam is likely considering a return to the complicated frontline of Libyan politics.
“I think Saif would want to make a political comeback, but he faces a number of obstacles, not least that he is wanted by the general prosecutor in Libya, and by the ICC.”
When MEE contacted Dahlan to ask him about his alleged involvement with Saif al-Islam Gaddafi, whether he was aware his alleged relationship was or is the subject of an ICC investigation into war crimes, and whether he broke the UN arms embargo on Libya, Dahlan’s London lawyers, Tweed, declined to respond, stating that the allegations are “politically motivated” and that MEE was allowing itself to be “used as a vehicle for recycling unsubstantiated defamatory material”.
Mohamed Borhan Rashid, also named in the ICC letter, is a former economic adviser to Yasser Arafat who fell out of favour with the PA following Arafat’s death. He is now believed to live between Cairo and London.
Rashid could not be reached for comment.

UAE breached arms embargo 

The PA recently said that Dahlan and Rashid would head a list of fugitives that it will ask Interpol to pursue, after Palestine became a member of the global policing body in September.
In 2012, a court in Ramallah found Rashid guilty, in absentia, of embezzlement and money laundering and he was sentenced to 15 years in prison and a $15 million fine.
He has also been accused of involvement in corrupt, multi-million-dollar business deals in Montenegro, where he is thought to have worked alongside Dahlan.
He is believed to be an Iraqi-Kurd, with Canadian citizenship, although the ICC letter refers to him as a Palestinian national. 
The UAE itself has breached a UN arms embargo on Libya, providing gunships and armouredvehicles to forces loyal to Libyan strongman Khalifa Haftar, who leads the Libyan National Army militia, based in the east of the country, and who is backed by Egypt.

توصلت حركة المقاومة الإسلامية (حماس) وحركة فتح إلى اتفاق في القاهرة، تتسلم بموجبه حكومة التوافق الوطني الفلسطينية التي يرأسها رامي الحمد الله السلطة في قطاع غزة. وكانت "حماس" قد أعلنت، أواخر أيلول/ سبتمبر 2017، حلّ اللجنة الإدارية في غزة، واستعدادها للتخلي عن السلطة، وتشكيل حكومة وحدة وطنية، تشارك فيها الفصائل الفلسطينية كافة، وفق اتفاق القاهرة الموقّع في أيار/ مايو 2011 وملحقاته، وإجراء انتخابات عامة. وفي حين تتفاوت التقديرات بشأن خوض حركتَي فتح وحماس اختبارًا جديدًا للعلاقة بينهما، تبرز أسئلة بخصوص دوافع "حماس" إلى قبول شروط لم تقبلها سابقًا لإنهاء حالة الانقسام بين الضفة الغربية وقطاع غزة في هذا الوقت تحديدًا، وحقيقة الأوضاع الإقليمية والدولية التي حرّكت ملف المصالحة، واحتمالات نجاحها. 

جدل اللجنة الإدارية
بعد اتهامها حكومة التوافق الوطني بعدم القيام بمسؤولياتها، شكّلت حركة حماس في آذار/ مارس 2017، لجنة لإدارة شؤون قطاع غزة. وقد عدَّت حكومة التوافق هذا القرار مخالفًا بنود اتفاق الشاطئ الذي تشكّلت الحكومة بموجبه، إلا أنّ حركة حماس ردّت بأنّ تشكيل اللجنة جاء نتيجة تهميش الحكومة قطاع غزة، الذي بلغ ذروته في قرار مجلس الوزراء الفلسطيني الصادر في شباط/ فبراير 2017، بـ "إجراء انتخابات مجالس الهيئات المحلية في أيار/ مايو 2017 في الضفة الغربية وتأجيلها في قطاع غزة".
وفاقم الانقسام اتخاذ السلطة الفلسطينية جملة من العقوبات بحق قطاع غزة، شملت تخفيض كمية الكهرباء بنسبة 35%، بعد أن أبلغت السلطة إسرائيل بأنها لن تدفع قيمة 120 ميجاواط إضافية من الكهرباء، تقدمها شركة الكهرباء الإسرائيلية لقطاع غزة، كما أعلنت الحكومة خفض رواتب الموظفين الحكوميين في القطاع إلى الثلث، وفرض خطة التقاعد المبكر على موظفي التعليم والصحة فيه، وفرض قيود على عمل المصارف في القطاع، ووقف ضخ أموال فيها، ووقف ضمان الرعاية الطبية للمرضى المصابين بأمراض مزمنة، وتخفيض مدفوعات أسرى "حماس" في قطاع غزة. 
وقد جاءت هذه الإجراءات الضاغطة على سكان القطاع، لإجبار "حماس" على التخلي عن 
إدارته، وحل اللجنة الإدارية، في ظل أزمة إنسانية كبيرة، يعانيها المجتمع الغزاوي أصلًا بسبب الحصار الذي شملت آثاره قطاعات الصحة والمياه والصرف الصحي، في حين تتفاقم مشكلة الفقر والبطالة التي تصل نسبتها إلى نحو 41% مقارنةً بـ 18% في الضفة الغربية، مع فشل حكومة الوفاق الوطني في تحسين الأوضاع الاقتصادية والاجتماعية. بل، على العكس، تفيد التقارير بأن نسبة الفقر ارتفعت إلى 65%.

السياقات الإقليمية 
مع ازدياد المخاوف من تفاقم الوضع الإنساني الذي يواجه قطاع غزة، والذي يؤهله لأن يصبح في العام 2020 مكانًا غير صالح للحياة، واستمرار إجراءات الحصار ضده التي زادتها سوءًا إجراءات السلطة بحقّه، بادرت "حماس" في تموز/ يوليو 2017 عبر رئيس مكتبها السياسي في غزة، يحيى السنوار، إلى عقد اتفاق مع القيادي المفصول من حركة فتح، محمد دحلان، بواسطة المخابرات المصرية، تتخلى الحركة بموجبه عن مسؤولية إدارة القطاع، في مقابل الحصول على دعم مالي لصالح غزة، وتسهيل فتح المعابر، والتقاسم الحكومي الوظيفي، كما يشمل الاتفاق ترتيباتٍ اقتصاديةً واجتماعيةً وأمنيةً في شبه جزيرة سيناء.
وفي حين مثّل هذا الاتفاق مخرجًا لحركة حماس من الأزمة التي تواجهها، بفعل القرارات التي اتخذها الرئيس محمود عباس وحكومة التوافق منذ عام 2014، سعى دحلان، ومن ورائه دولة الإمارات التي أعلنت تقديم دعم مالي رمزي عبره للقطاع بقيمة 15 مليون دولار، إلى استخدام وضع غزة الإنساني المتفاقم لإعادة فرض نفسه لاعبًا رئيسًا في المشهد السياسي الفلسطيني. 
أما مصر فكانت مهتمة بتعاون "حماس" لاستعادة سيطرتها على سيناء، فبعد أعوام من محاولته استعادة الأمن فيها، أدرك النظام المصري أنه عاجز عن القضاء على نشاط التنظيمات المسلحة في سيناء، من دون التفاهم مع حركة حماس. وكانت الترتيبات الأمنية أهم مرتكزات التفاهمات بين الحركة والنظام المصري؛ وقد شملت إقامة منطقة عازلة يبلغ طولها نحو 12 كيلومترًا وعمقها نحو 100 متر على امتداد الشريط الحدودي بين غزة ومصر، ونشر منظومة مراقبة بالكاميرات، تهدف إلى "السيطرة التامة على الحدود الجنوبية ومنع التسلل والتهريب بشكل كامل"، وتعهّدت "حماس" بالتضييق على الجماعات المتشددة وضبط الحدود ومنع تسلل أيّ عنصر من قطاع غزة وإليه، وأبدت جدية في تنفيذ مسؤولياتها؛ إذ تعرّضت قوة من جهاز الضبط الميداني المختص بضبط الحدود في قطاع غزة على إثر ذلك لتفجير انتحاري، بعد اعتراضها خلية في أثناء محاولة تسللها إلى الأراضي المصرية. 
وقد مثّل الظرف الإقليمي المتمثل بالأزمة الخليجية السياق الذي دفعت عبره القاهرة بدحلان 
لاستعادة دوره في قطاع غزة، وعقد مصالحة فلسطينية، تضمن من خلالها القاهرة استدراج جميع الأطراف إليها، بوصفها بوابة القطاع المغلقة، والتي يمكن أن تفتح. ويرغب النظام المصري، بعد تعزيز دوره في المشهد الفلسطيني، في حجز مقعد في أي ترتيبات مستقبلية تطرحها إدارة الرئيس الأميركي، دونالد ترامب، تتعلق بالقضية الفلسطينية. وقد تعهّد النظام المصري بتقديم تسهيلات لقطاع غزة، مقابل إجراءات حمساوية مصاحبة لها، ترتب عليه بيان حركة حماس القاضي بحل اللجنة الإدارية، والتعهد بتمكين حكومة التوافق، والموافقة على إجراء الانتخابات العامة الرئاسية والتشريعية، وفتح جميع الملفات العالقة.

موقف السلطة الفلسطينية
جاء الاتفاق بين "حماس" ودحلان في وقت تشتد فيه الضغوط الأميركية والعربية التي تتعرّض لها السلطة الفلسطينية منذ وصول إدارة الرئيس الأميركي، دونالد ترامب، إلى الحكم. وفضلًا عن تجاهل واشنطن "حلّ الدولتين"، وتزايد النشاط الاستيطاني الإسرائيلي في الأراضي 
الفلسطينية المحتلة، أقرّت لجنة العلاقات الخارجية في مجلس الشيوخ الأميركي مشروع قانون "تايلور فورس" الذي يقضي بوقف المساعدات السنوية الأميركية للسلطة الفلسطينية، والتي تبلغ قرابة 300 مليون دولار أميركي، إلا في حال أوقفت السلطة مخصصاتها الشهرية المقدمة للأسرى الفلسطينيين في السجون الإسرائيلية، في تبنٍّ كامل لموقف الحكومة الإسرائيلية. وقد قرأ الرئيس الفلسطيني اتفاق "حماس" مع القيادي المفصول في حركة فتح، محمد دحلان، بأنه موجَّه ضده، في ضوء استمرار مساعي الإمارات ومصر، ومن ورائهما إسرائيل، لتقديم دحلان بديلًا منه. لكن، في المقابل، سيسعى محمود عباس إلى استغلال تنازل "حماس" عن السلطة في غزة لتعزيز شرعيته من خلال عودة القطاع إلى حضن السلطة الفلسطينية، وإعادة العمل إلى مؤسساتها فيها، بدلًا من ترك تيار دحلان يستعيد مواقعه فيها. 

خاتمة

يمكن القول إن الخطوة التي أقدمت عليها "حماس"، حلّ اللجنة الإدارية والدفع نحو تسليم السلطة في القطاع إلى حكومة التوافق الوطني، مقابل رفع الحصار عن غزة والحصول على دعم مالي إقليمي، يخفف من ظروف الحصار الصعبة ومعالجة مشكلة 42 ألف موظف، عينتهم "حماس" عقب سيطرتها على القطاع في 14 حزيران/ يونيو 2007، قد تسمح للحركة بالتخفف من عبء إدارة حياة نحو مليونَي فلسطيني في القطاع في أوضاع إقليمية صعبة. وتصرّ "حماس" مقابل ذلك على الاحتفاظ بقوتها العسكرية الضاربة، بوصفها حركة مقاومة. وهو ما بدأ محمود عباس في التعبير عن رفضه. إنّ مهمة الاحتفاظ بمشروع المقاومة من دون السلطة هو في حد ذاته مشروع مقاومة غير سهل، على الرغم من قوة "حماس" العسكرية التي لا يستهان بها ونفوذها الذي حققته في القطاع، وعدم قدرة السلطة الفلسطينية على مواجهتها، فخلافًا لحالة حزب الله تجاور غزة مصر وليس سورية، ولا يوجد في حالتها من يقوم بدور إيران، من دون موافقة مصرية بعد التوصل إلى اتفاق. وهذه أمور ستتضح قريبًا. 
من جهةٍ أخرى، تطرح عودة دحلان إلى القيام بدورٍ في غزة، مدعومًا بأجندة مصرية - إماراتية إسرائيلية سؤالًا كبيرًا بخصوص قدرة مشروع "حماس" ومشروع دحلان على التعايش في ضوء التناقض الشديد بينهما. في هذا الوقت، تسعى السلطة الفلسطينية إلى تلمّس موقعها في خريطة القوى الجديدة في غزة، خصوصا أنّ إجراءاتها بحق القطاع، وموقفها من الانقسام أعطت المجال لمصر والإمارات للمناورة، ولخصمها اللدود، دحلان، بالعودة من بوابة فكّ الحصار عن القطاع، للقيام بالدور المناط به إقليميًا ودوليًا على الساحة الفلسطينية.

دحلان: أخطبوط المؤامرات وذراع الإمارات لتصفية الربيع العربي

كشفت صحيفة "لوموند" الفرنسية في تحقيق لها، ضلوع القيادي الفلسطيني المفصول من حركة فتح، محمد دحلان، والمتهم بعلاقته لأجهزة مخابرات عدة، بينها الاستخبارات الإسرائيلية، بمؤامرات كبرى في مختلف دول الشرق الأوسط، بعضها لتصفية ثورات الربيع العربي، وأخرى من أجل مصالحه الخاصة ومصالح مموليه وداعميه في الإمارات.
وعرضت الصحيفة دور دعم أبو ظبي له ومحاولة اللعب بورقته في الصراع العربي الفلسطيني وعلاقته بجهاز الأمن العام الإسرائيلي (الشاباك)، فضلًا عن دوره في تخريب الثورات العربية ومحاصرة الإسلاميين.
وتحت عنوان "من غزة إلى أبو ظبي: صعود صاحب الدسائس محمد دحلان"، تحدثت الصحيفة الفرنسية، في تقرير لها، عن شبح محمد دحلان الذي عاد ليخيم على قطاع غزة، والذي أصبح، اليوم، واحدًا من أبرز المؤثرين في اللعبة السياسية الكبرى في المنطقة.
ورأت الصحيفة أن ما يجري الآن هو عبارة عن لعبة شطرنج تخوضها السلطة الفلسطينية ومصر والإمارات، تهدف إلى استعادة السيطرة على غزة من الإسلاميين، الذين تعرضوا لاستنزاف شديد بعد عشر سنوات من الحصار وثلاث حروب ضد إسرائيل.
فشل العودة لغزة
ولفتت إلى مناورة دحلان الضخمة، في بداية الصيف الماضي، حيث إنه بدعم من أبو ظبي، بدأ بتوزيع الأموال في غزة. كما أنه بالتنسيق مع مصر تعهد بتخفيف الحصار المفروض على القطاع، وإعادة فتح معبر رفح، في مقابل السماح بعودته إلى غزة.
وبينت أن اقتراب دحلان من العودة إلى غزة أثار حفيظة عدوه اللدود الرئيس الفلسطيني محمود عباس، الذي كان قد اتهمه في 2011 بمحاولة الانقلاب عليه. ولذلك سارع الأخير إلى التحرك، في شهر تشرين الأول/ أكتوبر، عبر إرسال رئيس وزرائه رامي الحمد الله إلى غزة، من أجل تقديم مبادرة للمصالحة مع "حماس". وهي نقطة شجعتها هذه الأخيرة، التي تسعى إلى الاستفادة من حالة الانقسام الشديد داخل حركة "فتح".
ورأت الصحيفة الفرنسية أن دحلان يكون بذلك قد خسر المناورة الأولى، ولكنه لا يزال لديه الكثير من الأوراق. حيث إن هذا القيادي السابق في "فتح"، والذي يُكنى بـ"أبو فادي"، نجح منذ طرده من فلسطين في ربط الصلة بعديد الجهات المؤثرة.
دعم إمارتي رفيع المستوى
كما تحدثت عن دور دحلان في تونس وليبيا والسودان، فضلًا عن حضوره قمة الرياض والاستماع إلى خطاب الرئيس الأميركي دونالد ترامب في القاعة التي ضمت رؤساء العالم العربي والإسلامي.
وأرجعت الصحيفة سبب هذا الصعود "المذهل لأبو فادي"، إلى مسؤولين كبار في أبو ظبي، حيث يعمل دحلان مستشارًا لدى أحدهم، من دون أن تسميه الصحيفة، وهي تشير بذلك بشكل غير مباشر إلى ولي عهد أبو ظبي والرجل الأكثر تأثيرا في الإمارات، محمد بن زايد.
ونقلت الصحيفة عن مصدر دبلوماسي عربي قوله إن "دحلان عندما يصل إلى باريس تفتح له السفارة الإماراتية هنالك قاعتها الشرفية في المطار وترسل إليه سيارات ليموزين، إذ إنها تعامله مثل أحد الشيوخ من أعضاء العائلة الحاكمة، وتعتبره أكثر أهمية من الوزراء".
ونقلت الصحيفة عن صحافي فلسطيني في رام الله، قوله إن "الإمارات جعلت من دحلان وكيلًا لها في حربها المعلنة ضد الإخوان المسلمين، ومن بين كل قيادات الجيل الثاني الفلسطينية يعتبر هو الأكثر نفوذا وعلاقات في المنطقة، حيث إنه تحول إلى أخطبوط حقيقي".
وذكرت الصحيفة أن دحلان بعد هروبه إلى أبو ظبي، وجد إلى جانبه العديد من الوجوه الأخرى التي لفظتها بلدانها بعد ثورات 2011، على غرار رئيس الوزراء المصري أحمد شفيق، والمستشار الليبي محمد إسماعيل، وابن الرئيس اليمني المخلوع أحمد صالح.
تصفية الثورات
وأضافت أن دحلان شرع فورًا منذ وصوله إلى أبو ظبي مطرودا من الضفة الغربية، في وضع المخططات من أجل عرقلة صعود الإخوان المسلمين، الذين فازوا بالانتخابات التي تم تنظيمها في مصر وتونس، عقب الثورات هناك عام 2011.
وبحسب الصحيفة، فقد أصبح دحلان أحد أهم الأذرع التي تستعملها أبو ظبي لتحقيق أهدافها، عبر الدبلوماسية السرية وقوة الأمر الواقع.
وكشفت صحيفة "لوموند" الفرنسية، أن مسؤولين إماراتيين ودحلان عملوا في مصر على تقويض حكم الرئيس محمد مرسي، الفائز في الانتخابات الرئاسية في 2012، حيث قاما بتمويل المظاهرات التي تم تنظيمها في إطار الإعداد لانقلاب عبد الفتاح السيسي.
وأشارت الصحيفة إلى أن دحلان اقتحم أيضًا المجال الإعلامي، إذ شارك في إطلاق "قناة الغد"، التي يديرها الصحافي عبد اللطيف منياوي، الذي يعرف بولائه الشديد لنظام الرئيس المصري المخلوع حسني مبارك.
وأكدت الصحيفة أن دحلان متورط أيضًا في المعارك الدائرة في ليبيا، خاصة في منطقة برقة، حيث كشفت تسريبات صوتية لقائد الانقلاب عبد الفتاح السيسي أن دحلان سافر في طائرة خاصة من القاهرة إلى ليبيا. ويعتقد كثيرون أن تلك الرحلة دليل على أن دحلان هو أحد أبرز المشرفين على تهريب الأسلحة الإماراتية والمرتزقة إلى معسكر اللواء الليبي المتقاعد خليفة حفتر.

Few would describe Mohammed Al-Arefe as a defender of women’s rights. In one infamous video, the Saudi cleric explains exactly how a man should beat his wife.
But when the government decided to allow women to drive cars, up popped Al-Arefe on state TV to say what a good idea that was. “A modest woman will remain modest whether she drives or not,” he told the nation. Other religious leaders, once hostile to any departure from traditional ways, joined the chorus of approval.
The kingdom’s powerful preachers were getting with the program. A couple of weeks earlier, they’d seen what happens to those who don’t. More than a dozen prominent clerics, activists and businessmen were arrested and accused of “pushing an extremist agenda.”

Under Crown Prince Mohammed Bin Salman, Saudi Arabia is seeking to reintroduce itself to the world -- opening its economy to global business, and its society to practices once deemed un-Islamic. At the same time, the limited space for criticism and debate that once existed in this absolute monarchy is being stifled.

‘More Repressive’

The kingdom has become “more repressive than in the past,” said James Dorsey, a Middle East specialist at Singapore’s Nanyang Technological University. “It’s a break with the era of King Abdullah, who often sought to forge consensus,” he said. “The Salmans do not tolerate any criticism whatsoever.”
Saudi factions used to compete for influence at the royal court. Conservatives carried much more weight, and were allowed sway over social policies and education; liberals were sometimes appeased with small steps toward reform. Inertia ruled.
Things began to change when King Salman succeeded his brother Abdullah in 2015. The transformation accelerated -- and the circle of decision-making narrowed -- with the rise of Salman’s son to a dominant position in the government.
Prince Mohammed envisions a “vibrant society,” with more women in the workforce and more entertainment options. His economic program is based on a radical shift from public to private sector, and diversification out of oil. He’s cited the disruptive innovators of Silicon Valley, like Facebook Inc.’s Mark Zuckerberg, as role models.

‘Under Attack’

It’s not all coercion. The crown prince has cozied up to many potential critics. He posed for a photo with Al-Arefe, the smiling preacher’s arm wrapped around him, and held a personal meeting with a once-oppositional cartoonist.
But ultimately, change on this scale can only come from the top down, some supporters say.
“You need a very firm hand to see this through without provoking chaos,” said Ali Shihabi, who’s close to the government and executive director of the Arabia Foundation in Washington. “The country is going through a generational succession, the government is undertaking a herculean effort to restructure the country amid low oil prices, and it’s under attack by Shiite and Sunni jihadis and Iran.”
A search for consensus would be futile, he said, because “the political spectrum between the conservatives and the liberals is so wide as to be impossible to reconcile.”

‘Kingdom of Fear

Critics see it differently, even if they increasingly have to leave the country in order to say so.
Saudi Arabia never was an open society, but it never was a kingdom of fear,” said Jamal Khashoggi, a senior journalist and former government adviser now living in self-imposed exile in the U.S. The wave of arrests is “part of the closing down of space for freedom of expression,” he said.  
That’s also affecting liberals, often a term of abuse in the kingdom. On the night of the driving decision, authorities began calling prominent women’s rights advocates and warning them not to publicly celebrate -- or face consequences, according to four people familiar with the matter. One of them speculated that the government didn’t want activists to get any credit for the decision, preferring to highlight the role of the leadership.
The government’s new Center for International Communications denied the claim, saying that “no one has been censored or warned about expressing their views.”

‘Manage the Narrative’

Shihabi said the government didn’t want activists provoking the conservative base, preferring the airwaves to be “dominated by voices from the religious establishment.”
“They need to manage the narrative,” he said.
After decades of unresponsive communications, the government has hired new public relations firms and appointed a U.S.-educated spokeswoman for its embassy in Washington. Its new media office in Riyadh is staffed by young and tech-savvy English speakers.
It all amounts to a “global public-relations coup,” said Tim Cooper, a London-based economist for BMI Research, a unit of Fitch Ratings. The driving announcement was a success on those terms, he said: “If Saudi Arabia wants to demonstrate that it’s open to foreign investment, these are the sort of things that continue to put it on the map.”
Outside Saudi borders, controlling the narrative is harder. Khashoggi aired his concerns in a Washington Post op-ed last month, declaring the kingdom had become “unbearable.”

‘Tough Judgement’

The crackdown continued last week when 22 people were arrested for “inciting public opinion” on social media. Some educated and previously outspoken Saudis are making plans to leave the country. During a recent conversation, one elite Saudi lowered his voice to say he’s looking for a way out. He said he loved the country and wanted its transformation plan to succeed, but was worried that only “yes-men” could thrive in the current climate.
Prince Mohammed’s bold departures on economic and social matters are matched by a newly assertive foreign policy. In Yemen and Qatar, concrete results have proved elusive. Still, patriotic fervor is running high. Images of Prince Mohammed are all over state media. Even orange-juice cartons in grocery stores are adorned with pictures that celebrate Saudi power: fighter jets, saluting soldiers, clenched fists.

The tougher policies at home and abroad are intertwined in the Twitter hashtag “black list,” launched by royal court adviser Saud Al Qahtani in August. He urged Saudis to name and shame people who took Qatar’s side in the Gulf dispute. There’ll be “tough judgment and pursuit” for every “mercenary” who gets blacklisted, he wrote.
The hashtag has taken on a life of its own. Recent targets include a famous comedian who makes satirical YouTube videos, and a female activist arrested years ago for driving. Khashoggi has also been attacked online, labeled a traitor and mercenary.
“The media and the electronic army are being encouraged to go after those people,” he said. “It’s very Orwellian.”

A ‘pressure cooker’: Trump’s frustration and fury rupture alliances, threaten agenda

Frustrated by his Cabinet and angry that he has not received enough credit for his handling of three successive hurricanes, President Trump is now lashing out, rupturing alliances and imperiling his legislative agenda, numerous White House officials and outside advisers said Monday.
In a matter of days, Trump has torched bridges all around him, nearly imploded an informal deal with Democrats to protect young undocumented immigrants brought to the country as children, and plunged himself into the culture wars on issues ranging from birth control to the national anthem.
In doing so, Trump is laboring to solidify his standing with his populist base and return to the comforts of his campaign — especially after the embarrassing defeat of Sen. Luther Strange in last month’s Alabama GOP special election, despite the president’s trip there to campaign with the senator.
Sen. Bob Corker’s brutal assessment of Trump’s fitness for office — warning that the president’s reckless behavior could launch the nation “on the path to World War III” — also hit like a thunderclap inside the White House, where aides feared possible ripple effects among other Republicans on Capitol Hill. 
After a caustic volley of Twitter insults between Trump and Corker, a Tennessee Republican who chairs the Senate Foreign Relations Committee, few GOP leaders came to the president’s defense Monday — though few sided openly with Corker, either. The most vocal Trump defender was the one under the president’s direction, Vice President Pence.

Trump in recent days has shown flashes of fury and left his aides, including White House chief of staff John F. Kelly, scrambling to manage his outbursts. He has been frustrated in particular with Secretary of State Rex Tillerson, who was reported last week to have earlier called the president a “moron.” Trump’s Sunday morning Twitter tirade against Corker caught staffers by surprise, although the president had been brooding over the senator’s comment a few days earlier about Trump’s “chaos” endangering the nation.
One Trump confidant likened the president to a whistling teapot, saying that when he does not blow off steam, he can turn into a pressure cooker and explode. “I think we are in pressure cooker territory,” said this person, who spoke on the condition of anonymity to talk candidly.
This portrait of the president increasingly isolated in the capital city is based on interviews with 18 White House officials, outside advisers and other Trump associates.
In a late-afternoon, unsolicited email to reporters Monday, Pence’s office blasted out a blanket response under the vice president’s name addressing “criticisms of the president.” The statement bemoaned “empty rhetoric and baseless attacks” against Trump while touting his handling of global threats, from Islamic State terrorists to North Korea.
“That’s what American leadership on the world stage looks like and no amount of criticism at home can diminish those results,” the statement concluded.
But Pence’s words did little to reassure some Trump allies, who fear that the president’s feud with Corker could cause more trouble for the administration and further unravel threadbare relationships on Capitol Hill.
One Trump loyalist — noting that Corker has many more friends in the Senate than Trump does — said the rift could dash chances for a tax law overhaul or other meaningful legislation. “His presidency could be doomed,” said this person, who spoke on the condition of anonymity so as not to alienate the president or his staff.
We have been watching the slow-motion breakup of the Republican Party, and Trump is doing what he can to speed it up,” said Patrick Caddell, a veteran pollster who has worked with Stephen K. Bannon, Trump’s former chief strategist, who now runs Breitbart News, a conservative website.
“Trump is firmly placing himself on the outside, trying to become an almost independent president,” Caddell said. “He knows that many people will be with him, that he helps himself when he’s not seen as the Republican president. But what about his program? That’s the question — and possibly the cost of what he’s doing.”
Inside the White House, reaction to Corker’s comments has been mixed. Some Trump aides believe it is dangerous for the president to fight with Corker, the chairman of a powerful Senate committee who is not running for reelection and therefore feels he has nothing to lose.
Other Trump aides blame Corker for what they consider an act of betrayal, arguing that he started the feud in a bid for relevance by a lame-duck lawmaker. They also accuse Corker of hypocrisy, noting that he was chummy with Trump and did not voice any concerns about his leadership style when he thought he might be picked as vice president or secretary of state.
Christopher Ruddy, chief executive of Newsmax and a Trump friend, said: “Donald Trump never truly severs relationships. There is always a dialogue. And with Corker, this isn’t a total endpoint. Trump sees relationships as negotiations, and that’s what they’re in.”
Many in the White House say they appreciate the disciplined structure Kelly has implemented, but it has left Trump without the free-flowing conversations with staff and outsiders that he had come to relish. These familiar faces often buoyed Trump’s mood and gave him a safe sounding board, even if they at times interfered with the workings of the government.
Trump is also without his longtime aide-de-camp and former head of security, Keith Schiller, who departed the White House this fall as director of Oval Office operations. Schiller was a constant at Trump’s side for years and was adept at soothing his foul moods. His absence has left Trump with few generational peers with whom he feels comfortable venting about his staff or his rivals, or just talking about sports, according to some of the president’s friends.
Trump, meanwhile, has been seeking regular counsel from friends outside the government, including investor Thomas J. Barrack Jr., who chaired his inauguration.
Among some in Trump’s circle, Barrack has been buzzed about as a possible replacement for Kelly, should tensions between the president and his top aide become unsustainable. But people familiar with Barrack’s thinking said he feels he can best serve Trump as a friend and outside adviser, rather than as a member of the White House staff. 
The president has given no indication publicly that he is mulling another change and over the weekend heaped praise on Kelly. “John Kelly is one of the best people I’ve ever worked with,” Trump told reporters Saturday. “He’s doing an incredible job, and he told me for the last two months he loves it more than anything he’s ever done. . . . He will be here, in my opinion, for the entire seven remaining years.”
Still, Trump is facing political head winds, including from his base. The Alabama Senate primary last month, in which a far-right challengerdefeated a more establishment Republican whom the president had endorsed, served as a warning flare for Trump’s team, highlighting the risk he could run if he alienates the core supporters who helped lift him to electoral victory.
The president has groused to numerous White House aides about his concerns over his popularity with “my people” — his base. He blames the Republican establishment and others for failing to enact his agenda and making him look feckless, and is unhappy with losing in Alabama, according to people briefed on White House deliberations.
Trump also made it known to several people that he wished to have a rally in North Carolina over the weekend and not just a fundraiser — but he ultimately flew down for only the fundraiser, spending just two hours on the ground in Greensboro. Trump complained that he wished he had gotten back out in front of the rowdy crowds he loves, these people said.
“Donald Trump got elected with minority support from the American electorate, and most of his efforts thus far are focused on energizing and solidifying the 40 percent of Americans who were with him, primarily by attacking the 60 percent who were not,” Republican pollster Whit Ayres said. “That is great for his supporters, but it makes it very difficult to accomplish anything in a democracy.”

Trump’s political calculus is complicated by Bannon’s return to his previous role at the helm of Breitbart. Now working to forward a nationalist agenda from outside the confines of the administration, Bannon has vowed war against any Republican lawmakers he believes are insufficiently conservative or who fail to help push through the agenda he and Trump outlined during the campaign.

يحق للسوريين اليوم، أكثر من أي وقت مضى، أن يستعملوا تعبيري "يا وحدنا" و"مالنا غيرك يا الله" اللذين كانا يُرفعان في التظاهرات السلمية في مناطق سورية كثيرة في الفترة الأولى من عمر الثورة. التعبيران يحملان معان كثيرة تؤشر إلىالمرحلة الحالية من عمر الأزمة السورية، وتحديداً بالنسبة إلى السوريين الذين اختاروا الوقوف في وجه النظام، سواء بالصرخات السلمية أو بحمل السلاح، أو الذين فروا هرباً من بطش الجيش السوري وحلفائه. مرحلة سقطت فيها المعسكرات التي كانت قائمة في بداية الثورة، بين بلدان مؤيدة لبقاء بشار الأسد في السلطة وأخرى معارضة له ومؤيدة لحراك السوريين، سلمياً وعسكرياً، إذ تفيد التحولات التي تشهدها الميادين السياسية والعسكرية بأنه لم يعد هناك إلا معسكر واحد يريد إنهاء الوضع السوري بشتى الوسائل. 

المؤشرات على بداية هذه التحولات قديمة، وكانت تتسرب بين حين وآخر، غير أنها أخذت، في الأيام الأخيرة، شكلاً أكثر وضوحاً، مع زيارة الرئيس التركي، رجب طيب أردوغان، إلى إيران، وقبلها إلى روسيا، ثم زيارة ملك السعودية، سلمان بن عبد العزيز، إلى موسكو ولقائه الرئيس الروسي فلاديمير بوتين. ولم تقتصر الزيارات واللقاءات على الطابع البروتوكولي الخاص بالعلاقات بين الدول، بل باتت لها ترجمة عملية على أرض الواقع، عسكرياً وسياسياً، وخصوصاً في ما يتعلق بالوضع السوري، على الرغم من أن بوادر التحالفات الجديدة تتعداه إلى ما هو أكبر، إلا أن الانعكاسات المباشرة عليه كانت أوضح. 

على المستوى السياسي، جاءت تصريحات وزير الخارجية السعودي، عادل الجبير، من موسكو، عن السعي إلى توحيد المعارضة السورية، لتتطابق مع الرؤية الروسية في هذا المجال، وإدخال المنصات القريبة من موسكو إلى الهيئة التفاوضية في جنيف، على أساس الإبقاء على دور لبشار الأسد في المرحلة الانتقالية التي ستفتح على مراحل لاحقة بدون شك، وخصوصاً مع الإصرار الروسي الذي بات مقبولاً سعودياً وتركياً، على أن مصير الأسد تحسمه الانتخابات "بمن حضر". يضاف إلى ذلك الاتفاق على المحميات في الأراضي السورية، بتفاهم روسي تركي، وبتكليف لقوات معارضة ستصبح موالية لهذين الطرفين، لإدارة الكانتونات الفدرالية التي يتم التخطيط لها. 

التفاهم الروسي التركي، والذي عزّزته زيارة أردوغان إلى إيران، ولقائه الرئيس حسن روحاني، تجلى في إطلاق معركة إدلب، والتي أعلن الرئيس التركي صراحة أنها تجري بشراكة بين القوات الروسية والتركية، إذ سيؤمن الطيران الروسي قوات الجيش الحر من الجو، فيما تتولى القوات التركية المعارك البرية خارج المدينة. وستمتد الشراكة في إدلب إلى مناطق أخرى، وإلى حسابات سياسية وعسكرية مختلفة. 

وبات واضحا أن الخندقين المتقابلين في الثورة السورية باتا اليوم خندقاً واحداً، تجمع أطرافه المصالح المشتركة والحفاظ على النفوذ، على حساب أبناء سورية الذين استخدمتهم بعض هذه الأطراف، وغذّتهم سياسياً وعسكرياً، وأعطتهم جرعات معنوية بأن "النصر قريب"، قبل أن تقرر الالتفاف والدخول في شراكاتٍ على حساب الشعارات التي رفعتها سابقاً. والحديث هنا عن تركيا والسعودية تحديداً.
