".....Bush had dispatched Admiral Fallon to Lebanon last September on a mission "to unite security bodies in Lebanon exclusively under the command of the premiership (the unconstitutional government of Fouad Saniora). Fallon also discussed in Lebanon the building of a "US airbase" north of the country and called for changing the Lebanese armed forces' doctrine that regards Israel as an enemy. "
