States must act resolutely on UN report on Syria

"Amnesty International today urged states to act on a UN report confirming that Syrian security forces committed crimes against humanity during their violent crackdown on demonstrators this year.

The UN Independent International Commission of Inquiry’s report, released in Geneva today, called on the Government of Syria to launch “independent and impartial investigations of these violations and to bring perpetrators to justice”.

It also called on the Syrian government to put an immediate end to the “ongoing gross human rights violations”, such as summary execution, arbitrary arrest, enforced disappearance, and torture, including sexual violence.

“This report confirms what we have been saying for months – that crimes against humanity have been committed by Syrian security forces,” said Philip Luther, Interim Director of the Middle East and North Africa Programme at Amnesty International.

“However, events over the past months provide little reason to believe that the Syrian authorities will investigate and prosecute the perpetrators of these crimes. The UN and its member states must act to ensure accountability.”....

“The international community must step in to address the climate of impunity in Syria,” said Philip Luther.

“The Security Council must refer the situation to the Prosecutor of the International Criminal Court.”...."

لبنانيون يحتجون على صور المعلم

"اعتصم عشرات من الشبان اللبنانيين في طرابلس شمال لبنان احتجاجا على بث صور لهم في شريط فيديو عرضه وزير الخارجية السوري وليد المعلم في مؤتمر صحفي بدمشق أمس, ونعت من في الصور بأنهم إرهابيون مسلحون.

وقال المعلم إن الصور لأشخاص كانوا يشاركون في التخريب وقتل المدنيين وعناصر من الجيش السوري في جسر الشغور بإدلب داخل سوريا. وتبين بمقارنة اللقطات أنها لمعارك جرت في منطقتيْ جبل محسن وباب التبانة في الشمال اللبناني قبل نحو عامين.

كما عرض الوزير السوري صورا قال إنها لضحايا ما سماها جرائم إرهابية، وقال إن كثيرا من القنوات الفضائية التي تبث السموم -على حد تعبيره- تتجاهل بثها.

وظهرت في الفيلم الذي عرضه المعلم صور لمقتل شاب مصري في لبنان عام 2010 في بلدة كترمايا اللبنانية, في حين قدّمها الوزير السوري باعتبارها صورا لجرائم قال إنها وقعت حديثا في جسر الشغور السورية.

Al-Akhbar: A disgraceful "leftist" journal that supports "good" Arab dictators

[This is one of the worst and most vulgar reports to be published by that paper that hearts "anti Imperialist" dictators not named Saddam. It is so bad that even Syrian papers are not as bad. Syrian papers talk about the existence of "armed gangs" this reports claims "the armed gangs speak different dialects" and that Paris has more Police in the streets than Damascus. In order to validate their point

they quote western journalists that visited Syria , again the white man is needed to justify such horrid fabrications.

I am appalled by it and think how shameful people like As'ad Abu Khalil and Joseph Massad publish their articles there. If you read arabic you will not believe the shit Al-Akhbar  printed. Shame on them.]

صحافيون فرنسيون وإيطاليون وبلجيكيون توجهوا الى سوريا بين 12 و17 تشرين الثاني الجاري، بغية القيام بجولة على المدن والبلدات وزيارة المناطق الساخنة منها. بعضهم مرتبط بمؤسسات كاثوليكية إنسانية أو دينية، والبعض الآخر يعمل في شبكات إعلامية وصحف ومواقع إلكترونية أوروبية معروفة. وبعد الجولة في دمشق وحمص وبانياس والقصير، عاد الكلّ الى بلاده مصدوماً بالفرق الشاسع بين الصورة التي تلقاها على مدى أشهر من خلال الإعلام السائد وبين الواقع الفعلي.

من بين المشاركين في الوفد مصوّر ومراسلة «راديو وتلفزيون بلجيكا الفرنكوفوني» RTBF. فرنسواز والماك، تعمل في الشبكة البلجيكية وهي صحافية منذ 25 سنة. والماك تقول لـ«الأخبار» إنها أعدّت تقريرين عن جولتها في سوريا وبثتهما على RTBF و«الناس هنا كانوا مصدومين ولم يصدقوا ما سمعوه!». الصحافية البلجيكية، تروي عن «الرعب المتغلغل بين الناس» الذين التقتهم في حمص والقصير. «السكان خائفون من الخطف، ومن القتل، وهم مروّعون، والجنود أيضاً مستهدفون، الأمر معقّد كثيراً هناك». والماك، التقت في حمص إحدى النساء التي تعرضت لعملية خطف والتي تقول إن «من اختطفها رجال ذوو لحى طويلة». وفي المشفى الأهلي، شرح آخرون للصحافية «أن القتلة يرتدون ملابس القوى الأمنية، وبعضهم يتكلم لهجات غير سورية».
وفي المستشفى العسكري، لاحظت «أن بعض الجنود وبعض عناصر الأمن بثياب مدنية قتلوا بأسلحة ثقيلة وبالرصاص، والبعض الآخر قطعت أصابعهم». لكن ما أثار دهشة الصحافية هو «الحياة شبه الطبيعية» التي تعيشها مدينة حمص في النهار، «معظم المحال مفتوحة، والناس يتجولون في الطرقات، لكن الكل يلزم المنازل مع بدء غياب الشمس»، تقول «وقد نصحنا السكان بعدم التجوال في الشوارع بعد الساعة الخامسة». والماك لاحظت أيضاً أنه خلال تجوالهم في أحد الأحياء ذي الغالبية العلوية، «خرجت تظاهرات تلقائية بين الناس مؤيدة للرئيس بشار الأسد تصرخ بشعار «بشار احمنا»، وعلى جدران بعض الشوارع طليت شعارات معارضة بالأسود».
أما في القصير، وخلال زيارتها إحدى العائلات المسيحية، روى لها أفراد العائلة «إنهم تلقوا رسائل هاتفية تهديدية إذا ما رفضوا النزول الى الشارع والمشاركة في التظاهرات المعارضة»، وأردفوا «وعندما رفضنا المشاركة، عمد المسلحون الى قتل شقيقنا». والماك تذكر أن الوفد تعرّض لإطلاق نار مباشر خلال وجودهم في القصير، «لكن من جهة غير محددة». ألم يكن أحد يؤمّن لكم الحماية؟ نسألها، فتجيب «لا، كنا وحدنا مع الأم أنياس مريم الصليب فقط»، وتضيف «لكن بعدما تعرضنا لإطلاق نار، رافقَنا عناصر من الجيش». الصحافية البلجيكية، التي شاهدت أيضاً تظاهرات مؤيدة للنظام في دمشق وجالت بين المتظاهرين، تخلص إلى أن «جزءاً كبيراً من الشعب السوري ما زال يؤيد الأسد، لكن على الرئيس أن يسمح للإعلام بالدخول الى سوريا ونقل الواقع كما هو لأن منع الصحافيين الآن هو أمر انتحاري».
مصوّر القناة البلجيكية، الذي رافق فرنسواز في جولتها، جان فرنسوا فوكرد، يقول إن «الشهادات التي سمعها من الناس أهمّ من الصور التي استطاع التقاطها خلال الجولة ... وخصوصاً أنهم عبّروا جميعاً عن خوف عميق يعتري نفوسهم». المصوّر الصحافي يشير الى أنهم «لم يلتقوا أي تظاهرة معارضة سلمية في المدن التي زاروها. وقد شهدوا على واحدة فقط كانت سريعة كالـ Flash mobs تقوم بها مجموعات معارضة لدقائق ثم تتفرق سريعاً ... في حين شاهدنا الكثير من التظاهرات المؤيدة للرئيس الأسد».
فوكرد، عبّر عن استيائه من «التحريف الذي يقوم به الإعلام الغربي للواقع السوري»، ويصف وسائل الإعلام الأجنبية بـ«النمطية التي تبث رسائل محوَّرة». «كل ما وصل إلينا من ذلك الإعلام على مدى الأشهر الماضية كان عبارة عن مشهد واحد ورسالة تقول إن دبابات الجيش السوري تسحق المتظاهرين السلميين»، «لكن هذا ليس ما شاهدناه على أرض الواقع»، يختم المصوّر.
أما المفاجأة الكبيرة والصدمة بين ما ينقله الإعلام الغربي عن الأحداث السورية وما يجري على أرض الواقع، فقد عبّر عنها الصحافي الفرنسي الذي رافق الوفد مارك جورج. صاحب موقع Medialibre الإلكتروني الفرنسي، تلقى صدمته الأولى عندما وصل الى العاصمة دمشق «التي تخلو من أي مظاهر أمنية مكثفة»، إذ لاحظ «أن عدد عناصر الشرطة الموجودين في باريس يفوق عدد المنتشرين في دمشق!»

"Summary

The deteriorating situation in the Syrian Arab Republic prompted the Human Rights Council to establish an independent international commission of inquiry to investigate alleged violations of human rights since March 2011. From the end of September until mid-November 2011, the commission held meetings with Member States from all regional groups, regional organizations, including the League of Arab States and the Organization of Islamic Cooperation, non-governmental organizations, human rights defenders, journalists and experts. It interviewed 223 victims and witnesses of alleged human rights violations, including civilians and defectors from the military and the security forces. In the present report, the commission documents patterns of summary execution, arbitrary arrest, enforced disappearance, torture, including sexual violence, as well as violations of children’s rights.

The substantial body of evidence gathered by the commission indicates that these gross violations of human rights have been committed by Syrian military and security forces since the beginning of the protests in March 2011.

The commission is gravely concerned that crimes against humanity have been committed in different locations in the Syrian Arab Republic during the period under review. It calls upon the Government of the Syrian Arab Republic to put an immediate end to the ongoing gross human rights violations, to initiate independent and impartial investigations of these violations and to bring perpetrators to justice. The commission also addresses specific recommendations to opposition groups, the Human Rights Council, regional organizations and States Members of the United Nations.

The commission deeply regrets that, despite many requests, the Government failed to engage in dialogue and to grant the commission access to the country. The Government informed the commission that it would examine the possibility of cooperating with the commission once the work of its own independent special legal commission was completed. The commission reiterates its call for immediate and unhindered access to the Syrian Arab Republic....."

"Syrian security forces have committed "crimes against humanity" since widespread anti-government protests began in March, according to a damning UN report (pdf) that will add to the mounting pressure on the president, Bashar al-Assad.
It said that at least 256 children had been killed by government forces.

The investigation by the UN's independent international commission found patterns of summary execution, arbitrary arrest, enforced disappearance and torture, including sexual violence and abuse, some of it directed against children.

The UN report was published on a day that saw Syria lambast the Arab League for imposing unprecedented economic sanctions because of the refusal by Damascus to accept observers to protect civilians.

Further pressure came from France's foreign minister, Alain Juppe, who said Assad's days were "numbered". Britain condemned the "horrific and shocking actions carried out by the Assad regime against its own civilian population".

The 39-page document includes testimony from defectors from the security forces, who described indiscriminate shooting at unarmed protesters and snipers targeting those using loudspeakers or carrying cameras and mobile phones. A defector described the shooting of a two-year-old girl by an officer who said he did not want her to grow up to be a demonstrator. The figure of 256 children killed up to 9 November was attributed only to unspecified "reliable sources"....."

إسرائيل تطالب الغرب بدعم طنطاوي

"ذكر تقرير اليوم الاثنين -تزامن نشره مع بدء الانتخابات البرلمانية المصرية- أن إسرائيل طالبت الولايات المتحدة ودولا أوروبية مركزية بالحفاظ على رئيس المجلس العسكري الأعلى في مصر المشير محمد حسين طنطاوى والامتناع عن القيام بأي عمل من شأنه أن يضعف صلاحياته في الحكم أو صلاحيات الجيش المصري.

ونقلت صحيفة معاريف عن مسؤول حكومي إسرائيلي رفيع المستوى قوله إن وزارة الخارجية الإسرائيلية مررت رسائل عبر سفرائها في الولايات المتحدة وفرنسا وألمانيا وبريطانيا، طالبت هذه الدول بالامتناع عن تنفيذ خطوات من شأنها أن تمس بالوضع الهش في مصر.

وأضاف المسؤول الإسرائيلي أنه تم إصدار تعليمات للسفراء الإسرائيليين بتمرير رسالة إلى الإدارة الأميركية والدول الأوروبية المركزية مفادها أنه ينبغي الامتناع عن إطلاق تصريحات وانتقادات قد تؤدي إلى إضعاف طنطاوي.

وقالت الصحيفة إن السياسة المركزية لوزارة الخارجية الإسرائيلية، كما تبين من مداولات داخلية بمشاركة أرفع المستويات في الوزارة، هي أنه يجب الامتناع عن ممارسة ضغوط على الجيش المصري من أجل نقل صلاحيات إلى حكم مدني من دون إجراءات منظمة وتدريجية.

هل جمدت السلطة الفلسطينية مساعيها لنيل الاعتراف من مؤسسات الأمم المتحدة

"نفى مصدر فلسطيني لموقع عرب48 ما نقلته إذاعة الجيش الإسرائيلي عن مسؤول كبير بأن السلطة الفلسطينية جمدت مساعيها لنيل الاعتراف من مؤسسات الأمم المتحدة.

وقال المصدر لموقع عرب48 أن السلطة لم تتخذ اية خطوة في هذا الاتجاه، موضحا أن طلب الاعتراف المقدم للأمم المتحدة رُفض بسبب عدم سيطرة السلطة الفلسطينية على أرض الدولة التي تطلب الاعتراف بها.

وكانت إذاعة الجيش الإسرائيلي نقلت عن مسؤول كبير في مكتب رئيس الحكومة الإسرائيلية بنيامين نتنياهو قوله إن السلطة الفلسطينية جمدت مساعيها لنيل الاعتراف من مؤسسات الأمم المتحدة.
وقال المسؤول في معرض حديثه عن نية رئيس الوزراء الإسرائيلي تجديد تحويل عائدات الضرائب للسلطة الفلسطينية إن "إسرائيل لا تسعى لتقويض السلطة الفلسطينية"، وقرار تجديد تحويل عائدات الضرائب، بحسب المسؤول، "أصبح ممكنا أكثر من ذي قبل لا سيما بعد أن جمد الفلسطينيون، وبشكل عملي، طلبات الاعتراف أحادية الجانب، من مؤسسات الأمم المتحدة المختلفة".

من جانبه أكد وزير الأمن إيهود باراك أن إسرائيل تعمل على تجديد تحويل عائدات الضرائب للسلطة الفلسطينية، وقال باراك خلال جلسة لكتلة "هعتسماؤوت" إن أموال عائدات الضرائب هي أموال فلسطينية تقوم إسرائيل بجمعها، وتعتبر جزءا من المساهمة في الحفاظ على استقرار السلطة بشكل عام وأجهزتها الأمنية بشكل خاص.

"Bahrain has announced a commission to steer reforms after an inquiry found systematic rights abuse during a government crackdown on pro-democracy protests this year, but opposition parties say they will not participate in the commission. Published last week, the 500-page report outlines various abuses committed by King Hamad Bin Isa Al Khalifa’s government. According to the commission, nearly 3,000 people were detained during the protests and at least 700 remain in prison. Thirty-five people are believed to have died in the unrest between February and March, and 11 more are suspected to have been killed later on. Meanwhile, 20 Bahrain doctors and nurses are being retried by a civilian court today after being convicted by a military court of trying to overthrow the government of Bahrain.
