Syria: Firsthand account of regime's 'chemical attack' in Moadamiyya

A Syrian activist based in a rebel-held town near Damascus witnessed the aftermath of a chemical weapons attack by the Syrian regime. He shares his testimony with The New Arab.
On Tuesday, Syrian regime forces, in a new violation of a truce held with rebels two years ago in the area, targeted the besieged town of Moadamiyeh with internationally prohibited weapons, according to opposition activists.

The New Arab was told regime helicopters dropped barrel bombs containing poisonous gas on the besieged Damascus suburb, killing and injuring scores of civilians, including women and children.

Despite the attack, the regime has not announced the end of the truce yet.

Dani Qappani, a Syrian activist in Moadamiyeh, shared a fisthand account of what happened with The New Arab.

He said around twenty minutes after the attack, around 8: 45 pm, an urgent massage was sent to him by field crews.

"Come to hospital in hurry. There are many injuries," the message said.

"I rushed to the hospital. I was running all the way. I was just praying that the injuries weren't serious and at least no children or women [were] amongst them," Qappani said.

When Qappani reached the place, it was full of people screaming and crying. He saw injured people being treated by doctors even though no external signs of wounds were visible on their bodies.

"Before I started filming, I began helping them as much as I could because, for me, saving lives is far more important than sharing any footage to a never caring world," he said.

Most of the injured were conscious, though some appeared to be hallucinating.

"All of a sudden, their noses and mouths started to bleed. Then I saw shock on the faces of the doctors," who were now realising these were symptoms of a toxic gas attack, according to the Syrian activist.

He was immediately reminded of the chemical weapons attack on Eastern Ghouta in August 2013, widely blamed on the Syrian regime.

To his schock, Qappani found out his family was in the area targeted in the south of the town. However, there was little he could do, so he decided to stay and help, including by getting the story out.

"If anything bad happens to my family, it would be God's will," he said.

He continued: "My friends called me. They needed the footage. I told them that I would try to film a mother who was saying her last goodbyes to her fourth son."

"I went to the room. The poor mother was screaming loud...'Oh my son! Take my soul but don't die'. All the people in the room cried, including me."
Both the Assad regime and some rebel factions, including Islamic State, have reportedly used chemical weapons in the conflict. The international community has failed to punish these atrocities.

Qappani could not bear staying there any longer.

"I went back to the office. We uploaded the footage and the photos," he said.

"We knew after that the problem is not with the people of the West. The problem is with the governments and political parties there. Hundreds of people talked to me, half of them were Westerners; they were so sympathetic and I know they would do anything to change what we've been through if they had the decision," Qappani said.

At 4 am, the Syrian activist said, he suddenly remembered his family. He felt paralysed

"You may laugh, but I put the headphones on and played Lionel Richie's song, How Long. I wanted to forget everything...Then I stood on my feet and started walking. I reached home".

Qappani found his family unharmed. "There were waiting for me. There was nothing to be said, just hugs and kisses."

"When I closed my eyes to sleep, images of everything I saw during the day came in front of me as if it was happening again. I saw the faces of the people who were killed. I saw the mother crying," Qappani said.

This was the second chemical weapons attack he had witnessed.

"I witnessed the shame on humanity's face, [from] Obama's 'red line' and Assad's bloody hands," in reference to Barack Obama's failure to deliver on his threat to punish the Assad regime if chemical weapons were used.

“I will emigrate to the Comoros or any distant country to flee your faces, you security agency spies. I really hope to do so.”

With this painful sentence, the internationally known writer ended a tweet he posted yesterday in response to a news report that was widely circulated, claiming that he applied for emigration status at the American embassy for himself and his family and that the embassy approved his application.
Alaa Al-Aswany denied applying for emigration status, but he did not deny his desire to flee the swamp of ugliness and hatred in which Egypt has been drowned since the scorching summer of 2013; he wishes for it.
It is not important to remind everyone that Alaa Al-Aswany is one of the individuals who helped dig this inhumane swamp, and it would not accomplish anything to say that he was one of the people urging the people to accept this fate, the misery of which he is now personally suffering from.
What I do need to bring attention to here is the timing that this rumour about Al-Aswany emigrating was spread. It was hours after Abdel Fatah Al-Sisi’s speech, which included an implicit invitation to the hell of a new civil war due to the calls for a revolution against him on the anniversary of the January 25 Revolution. It seems that the purpose behind spreading the rumour is to send a message of despair and discouragement to anyone thinking of revolting against Al-Sisi. It gives the message that even an internationally and locally known writer, who supported the great hell, is now trying to escape the country before D-Day comes for the revolution.
They want to reach the hopeful masses who look forward to returning to the squares and send a message that there is an individual who supported the January revolution, who is highly influential internationally, and who wants to permanently “flee from the revolution”, content with a calm, easy, stable and safe life across the Atlantic in the land of Uncle Sam. Therefore, oh ordinary simple citizens who are unknown, remain quiet because those who some considered to be icons and symbols are distancing themselves and disowning the resistance and are demanding safety from what is to come. They are rushing to board the first wave that would take them to the coasts of inactivity and throw them into the ports of silence in order to resign from the domestic scene, given its complications and its incomprehensible equations. There is no problem, from time to time, to appear with a tweet here and there into the electronic world, or a television interview that hints more than states, and suspects more than it confronts, such as those given by Dr Mohamed El-Baradei, for example.
Al-Aswany wishes to emigration now as he sees the heads of other January wolves flying in the air in the context of a new phase in the coup’s life. This coup is going down a path very similar to that in Iraq after the fall of Baghdad and its destruction in what was known as the uprooting of the Baath Party. Now, in Egypt, this phase is known as the “uprooting of January” by means of a parliament that wholeheartedly belongs to the counter-revolution, in terms of figures, values and morals. They are combing the political street and removing any plants, seeds and trees that may potentially cause a new outburst of anger or help the growth of anger that has stayed alive over the last two and a half years.
In a country governed by an organisation or a militia, not a political system, it has not helped Alaa Al-Aswany to continuously say that he does not regret participating in the farce of 30 June, nor does it benefit him. He was also not spared their fascism when, before writing any sentence against Al-Sisi’s state, he attacked Morsi and cursed the Muslim Brotherhood in 10 sentences. As long as the process of elimination exercised by these authorities is a process of complete subjugation of the public consciousness and a complete elimination of the collective mind in order for them to happily and satisfyingly accept all the contaminated information, beliefs and ideas about religion, the nation and art poured into their minds, then there is no place for Alaa Al-Aswany once he damned the holy being. He did so a few months ago when he said: “I leased my flat to an individual, but they tore the contract and seized the flat. I called the police and they expelled the leaser, but they seized the flat. I will restore all of my rights and I do not regret participating in 30 June.”
It is sad that Alaa Al-Aswany’s hopes and wishes have dwindled to emigrating to any country, even the Comoros, in order to flee a country that has turned into ruins; a country that has turned from a cemetery for invaders to a burner of the opposition, regardless of their level of opposition. However, this is not strange in the case of an authority that requested a mandate to kill, eradicate and eliminate as its first order of business.

The Egyptian Commission for Rights and Freedoms (ECRF) has said that it registered 340 cases of enforced disappearance in Egypt in the space of just two months, with a daily average of three cases, Almesryoon.com reported.

In a report issued on Tuesday, the ECRF said that the Egyptian security services, including the National Security Service run by the Ministry of Interior, are involved in the kidnapping of citizens, holding them in secret places in different Egyptian governorates.
According to testimonies collected by the ECRF, victims have been subjected to different forms of torture and abuse such as electric shocks, hanging by the hands and threats of sexual assault during their disappearance.
The reason behind the torture and abuse is to extract confessions and information regarding possible suspects of terrorism or people organising protests.
The ECRF report noted that the fate of some of the people who disappeared following the protest of 30 June, 2013, remains unknown.

In addition, the report accused the National Security Services, known during the Mubarak era as the State Security, of not differentiating between old or young people, men or women and guilty or not guilty.
In its report, the ECRF accused the Egyptian authorities of giving the green light to security officers to torture people without any form of accountability or prosecution.
The ECRF based its report on information collected through the campaign Stop Forced Disappearancee, as well as interviews with survivors, the families of victims and lawyers.
Concluding the report, the ECRF called for accountability for those responsible for these crimes, including officially responding to the complaints of victims and their families, and the formation of a unit by the Public Prosecutor to search for missing people inside official and non-official places of incarcerationn.
The Commission also requested permission for its staff and other human rights groups to carry out sudden visits to prisons to assess conditions and treatment of prisoners. The organisation issued a call for Egypt to join the international agreement that protects people from enforced disappearance, the ICC Rome Statute of 1998 and the anti-torture agreement of 2002.

صفقة الدفاع عن النظام السوري هي التي حكمت سياسات روسيا منذ بدء الثورة بفترة قصيرة، والتي كانت تقوم على حمايته من قرار دوليٍّ، يسمح بالتدخل العسكري، لكن الأمر تطور إلى دعم سياسي وعسكري كذلك. وكانت حاميته في عدم الوصول إلى حل سياسي، حيث كانت تدافع عن كل رؤيته، وهو لا يريد الحل أصلاً.

ثم أخذ الروس يكرّرون أن الهدف من التدخل في سورية محاربة "المجاهدين الشيشان" الذين قدموا إليها، قبل أن يعودوا ويمارسوا العنف في روسيا. طبعاً هذا نص مقتبس من خطاب لبوش الابن، كرّره الروس. وطبعاً أيضاً هؤلاء "المجاهدين" مع داعش الذي لا تقاتله روسيا، وهذا أمر طبيعي لأن جلهم ممن أرسلهم رئيس جمهورية الشيشان الذي يعمل مع المخابرات الروسية، وهم، بالتالي، في خدمة التدخل الروسي، وليسوا معنيين بالصراع مع النظام. ربما يذكر هذا السبب للضحك على الشعب الروسي فقط، كما فعل بوش الابن أيضاً. لكن، يمكن لمس "التفاهة" الروسية التي تقبل أن تخوض الصراع على أرضنا، وليس على أرضها، حيث يمكن لمخابراتها أن تمنع خروج كثيرين من هؤلاء، وهي تمنع من "يخرج عن قناعة". 
ظهرت هذه "التفاهة"، أخيراً، في خطاب لبوتين، اعتبر فيه أن القوات الروسية تجري نشاطاً تدريبياً في سورية، وهي "الأرخص". إنها تتدّرب بجثث قتلانا، وبتدمير بيوتنا، إذن. ولا شك أنه أشار إلى "الاستعراض العسكري بأحدث الأسلحة" الذي يقوم به في سورية، بهدف إرهاب العالم، وفتح باب الشراء لأسلحته الفتاكة (أكثر من الأسلحة الأميركية، و"الأدق"!). وهو يبشر في سلاح أقوى، وهدّد كذلك باستخدام النووي. هذا منظور ليس إمبريالياً فقط، بل هو فاشي كذلك، حيث التدرّب بجثث الشعوب، ولتسويق الأسلحة، وإرعاب العالم، وفرض الهيمنة والسيطرة. 
أتى لقتل الإرهابيين الشيشان، ونجده يقتل الأطفال والنساء والشيوخ. وهو يقوم ببرنامج تدريبي، تظهر فيه الإصابات الدقيقة للمستشفيات والمدارس والأسواق الشعبية والبيوت. وفي هذا، تظهر السياسة الروسية سياسة تقوم على أن يبقى بشار الأسد حاكماً، وأن تتدمر سورية. وأن تحقق هي بيع السلاح والهيمنة.

Syria: Russia’s shameful failure to acknowledge civilian killings

Russian air strikes in Syria have killed hundreds of civilians and caused massive destruction in residential areas, striking homes, a mosque and a busy market, as well as medical facilities, in a pattern of attacks that show evidence of violations of international humanitarian law, said Amnesty International in a new briefing published today.

‘Civilian objects were not damaged’: Russia’s statements on its attacks in Syria unmasked highlights the high price civilians have paid for suspected Russian attacks across the country. The report focuses on six attacks in Homs, Idleb and Aleppo between September and November 2015 which killed at least 200 civilians and around a dozen fighters. The briefing includes evidence suggesting that Russian authorities may have lied to cover up civilian damage to a mosque from one air strike and a field hospital in another. It also documents evidence suggesting Russia’s use of internationally banned cluster munitions and of unguided bombs in populated residential areas.

“Some Russian air strikes appear to have directly attacked civilians or civilian objects by striking residential areas with no evident military target and even medical facilities, resulting in deaths and injuries to civilians. Such attacks may amount to war crimes,” said Philip Luther, Director of the Middle East and North Africa Programme at Amnesty International.
“It is crucial that suspected violations are independently and impartially investigated.”
Some Russian air strikes appear to have directly attacked civilians or civilian objects by striking residential areas with no evident military target and even medical facilities, resulting in deaths and injuries to civilians.

The Russian authorities have claimed that their armed forces are only striking “terrorist” targets. After some attacks, they have responded to reports of civilian deaths, by denying they killed civilians; after others, they have simply stayed silent.
Amnesty International interviewed eyewitnesses and survivors of attacks as well as examining video evidence and images showing the aftermath of attacks, aided by analysis by weapons experts. The attacks were identified as suspected Russian air strikes by cross-referencing details of each attack with statements from the Russian Ministry of Defence announcing “terrorist” targets struck, or from details about the nature of the attack in witness testimony.
The organization’s research into these strikes indicate that there were no military targets or fighters in the immediate vicinity of the areas that were struck. This suggests that the attacks may have violated international humanitarian law and may, in some circumstances, constitute war crimes.
In one of the deadliest attacks documented in the briefing three missiles were fired on a busy market in the centre of Ariha in Idleb governorate killing 49 civilians. Witnesses described how within seconds the bustling Sunday market turned to a scene of carnage.

“In just a few moments, people were screaming, the smell of burning was in the air and there was just chaos. There was a primary school nearby, and children were running out absolutely terrified… there were bodies everywhere, decapitated and mutilated,” said Mohammed Qurabi al-Ghazal, a local media activist.

He saw one woman sitting and crying beside 40 bodies lined up in a row. She had lost her husband and three children. ”Her children were literally in bags. To this day, I cannot get over it,” he added.
In another suspected Russian attack, at least 46 civilians, including 32 children and 11 women who were sheltering for safety in the basement of a residential building, were killed on 15 October in al-Ghantu, Homs governorate. Video footage of the scene after the attack shows no evidence of a military presence. Weapons experts who analysed images of the attack said the nature of the destruction indicated possible use of fuel-air explosives (also known as “vacuum bombs”), a type of weapon particularly prone to indiscriminate effects when used in the vicinity of civilians.
In another attack five civilians were killed and a dozen homes were destroyed when a suspected Russian sea-launched cruise missile struck residential buildings in Darat Izza, Aleppo governorate, on 7 October.

“It felt very different from other air strikes… the ground shook like an earthquake… this was the worst destruction I had seen… A mother and her two children were killed in one house and a young couple in another house. The couple were married about a week before the attack,” said one local witness, who confirmed the area struck was residential and that there were no nearby military bases of any armed groups.
Suspected Russian air strikes have also struck hospitals. Medical facilities have special protection under international humanitarian law, and attacking them can amount to a war crime. A witness to an attack just a few metres from Sermin field hospital in Idleb said the attack appeared to have been carried out by a more sophisticated plane as they did not see or hear the plane before the missiles were dropped.
The Russian authorities’ reaction to an attack on Omar Bin al-Khattab mosque in central Jisr al-Shughour, Idleb governorate, on 1 October raises serious questions about the tactics they are prepared to deploy to undermine criticism of their operations. After reports and photos of the destroyed mosque emerged, the Russian authorities responded by calling it a “hoax”, presenting a satellite image purporting to show the mosque still intact. However, the mosque shown in the image was a different one from the one destroyed in the attack.

“By presenting satellite imagery of an intact mosque and claiming it showed another that had been destroyed, the Russian authorities appear to have used sleight of hand to try to avoid reproach and avert scrutiny of their actions in Syria. Such conduct does not cultivate confidence in their willingness to investigate reported violations in good faith. Russia’s Ministry of Defence must be more transparent and disclose targets of their attacks in order to facilitate assessment of whether they are complying with their obligations under international humanitarian law,” said Philip Luther.
Since a Russian fighter jet was shot down by the Turkish air force on 24 November, Russia’s Ministry of Defence has released even less information about its campaign in Syria than it did before then.

Amnesty International has also gathered evidence, including photos and video footage, suggesting the Russians have used unguided bombs in densely populated civilian areas, as well as internationally banned deadly cluster munitions.
Cluster munitions are inherently indiscriminate weapons that must not be used in any circumstances. Each cluster bomb scatters scores of bomblets over an area the size of a football pitch. Because of their high dud rate they pose a continuing threat to civilians for years after their initial use. The repeated use of unguided bombs in the vicinity of densely populated civilian areas would violate the prohibition of indiscriminate attacks.
“Russia must end indiscriminate and other unlawful attacks. They must halt all use of cluster munitions and stop dropping unguided bombs on civilian areas,” said Philip Luther.

حالة من النشوة الإسرائيلية غير المسبوقة أعقبت اغتيال سمير القنطار القيادي في حزب الله، ليس بسبب التخلص من صيد ثمين بحجم الرجل، ولكن للنتائج المترتبة على الاغتيال على مختلف الأصعدة الأمنية والعسكرية، وقبلها السياسية.

الاختراق الأمني
ربما لا يحتاج المرء لكثير من التحليل والتنبؤ للوصول إلى قناعة أن اغتيال شخصية ثقيلة العيار كالقنطار، لابد أن يسبقه جهد أمني استخباري معقد يشمل الساحات الثلاث: إسرائيل ولبنان وسوريا، وهو يعيد إلى الأذهان كيفية نجاح جهاز الموساد الإسرائيلي قبل سبع سنوات في اغتيال عماد مغنية، القائد العسكري الأول حزب الله، وبعده نجله جهاد في القنيطرة السورية أوائل العام الجاري.

تكرار هذه الاغتيالات لقيادات وازنة في حزب الله، ويا للمفارقة
جميعها في سوريا،
فضلا عن كونه يشير إلى عمق العمل الأمني الاستخباري الإسرائيلي في قلب الأراضي السورية، لكنه يمنح فرصة للقول إن الحزب مطالب أكثر من ذي قبل بتأمين ساحته الداخلية، لأن تحركات مثل هذه الشخصيات السرية ليست متاحة لقيادات الحزب السياسية في الصف الأول، فكيف وصلت إسرائيل؟
"تكرار الاغتيالات لقيادات وازنة في حزب الله، والمفارقة أنها جميعها في سوريا، يشير إلى عمق العمل الأمني الاستخباري الإسرائيلي في قلب الأراضي السورية، فتحركات مثل هذه الشخصيات السرية ليست متاحة لقيادات الحزب السياسية في الصف الأول، فكيف وصلت إسرائيل؟"
هذا قد يقودنا بالضرورة إلى أن إسرائيل ماضية في اغتيالاتها لمن تراهم أهدافا مشروعة لها، وهي بذلك تنتقل مرحلة متقدمة من استهداف قوافل الأسلحة التي تذهب من سوريا إلى لبنان، بتصفية الكوادر العسكرية الفاعلة داخل الحزب، وهو ما يعني تحقيق ما بات يعرف بـ"المعركة بين الحروب"، بحيث تواصل إسرائيل اغتيالاتها وملاحقاتها لمن تراهم مطلوبين لها، وفي الوقت ذاته تحرص على ألا تفتح جبهة عسكرية جديدة تصل لمرحلة حرب مفتوحة.

لافت أيضا أن عددا من العسكريين الإيرانيين والسوريين قتلوا في حادثتي اغتيال القنيطرة وجرمانا الأخيرتين، ما يعني أن إسرائيل تمضي في تصفياتها لكوادر هذا المحور دفعة واحدة، وهو أمر يحمل دلالات متعلقة بطبيعة الرد المتوقع.

نرد أو لا نرد؟
قد يكون الشغل الشاغل لصناع القرار في تل أبيب وبيروت وطهران مسألة الرد أو عدمه على الاغتيال، باعتبار أن الالتزام بالصيغة التقليدية "نحتفظ بالرد في المكان والزمان المناسبين"، يفتح شهية إسرائيل بالضرورة لمواصلة اغتيالاتها، وربما رفع سقفها لتطال قيادات سياسية وازنة في قادة المحور الإيراني، وقد كان لافتا مثلا أن تصدر إحدى الصحف الإسرائيلية قائمة بالاغتيالات المتوقعة في المستقبل، وشملت قاسم سليماني، قائد الحرس الثوري الإيراني، رغم أن الرجل ليس له ذلك السجل العسكري المعادي لإسرائيل، على الأقل إعلاميا.


يدرك جميع من لهم صلة بحادثة الاغتيال، وتبعاتها، أن حزب الله في وضع لا يُحسد عليه البتة، سواء لجهة تورطه في المستنقع السوري، وعدم وجود أفق لخروجه منه، أو تراجع شعبيته بصورة مريعة لدى الرأي العام العربي، ومن جهة ثالثة تراكم قائمة الاغتيالات الإسرائيلية في صفوفه دون رد، أو رد باهت على الأقل.

وقد كان لافتا أن يكثر الحزب، ممثلا بأمينه العام، من الخطابات بالتزامن مع تراجع الأفعال، بعكس الصورة النمطية التي رسمها الحزب لنفسه، لدى محبيه وأعدائه، لكن الحال تغير، وتبدو خيارات الحزب في الرد على اغتيال القنطار، ومن سبقه، وقد يلحق به، محصورة في السيناريوهات التالية:

1- ابتلاع الضربة كسابقاتها: حزب الله في 2015 ما زال يذكر مشاهد الدمار لحرب 2006، وحسن نصر الله ورفاقه وهم يقررون الرد الحقيقي، وليس الرمزي، على اغتيال القنطار ومن سبقه، يرون أنفسهم مجبرون أن يعدوا للعشرة قبل اتخاذ مثل هذا القرار، لأن إسرائيل كما يبدو جادة في استنساخ ذات الخراب الذي سببته حربها ضد لبنان، إذا ما تجاوز الحزب "قواعد الاشتباك"، وقرر الخروج برد حقيقي يليق بمن فقدهم من القادة العسكريين. 

هل يمكن القول في هذه الحالة إن الحزب بات مردوعا من إسرائيل؟ يبدو ذلك، رغم امتلاكه منظومة صواريخ وترسانة أسلحة قادرة على إيلام إسرائيل بصورة مؤذية، لكنه في المقابل يخشى أن يعاد لبنان عقودا إلى الوراء، وهو كما يبدو غير قادر على تحمل تبعات ذلك السيناريو، على الأقل حفاظا على ما تبقى له من شعبية داخل الرأي العام اللبناني.

2- الإقليم الكابح: حسابات الحزب كثيرة، وإشكالياتها أنها باتت تدار من عواصم أخرى، وليس بيروت فقط، وهو ما يعني أن تتم المشاورات وتأتي القرارات من تلك العواصم، ولا يتبقى لصانع القرار في الضاحية الجنوبية من بيروت سوى التنفيذ، مع مساحة محدودة من العمل الذي لا يؤثر في المشهد العام المرسوم للمنطقة من خارجها.

أكثر وضوحا، صناع القرار في إيران لديهم هدف محدد في المنطقة يتمثل بالمحافظة على النظام السوري، بصبغته الحالية، وبأي ثمن، ولا يريدون التشويش على هذا الهدف تحت أي مبرر، ولو كان ذلك اغتيال قادة عسكريين لحليفهم الأقوى في المنطقة، وهو حزب الله، في ضوء معرفة إيران جيدا، ربما أكثر من الحزب، أن الرد الإسرائيلي على رد لحزب الله على الاغتيال قد ينجم عنه دخول تل أبيب على خط الحرب الدائرة في دمشق، وإزاحة ما تبقى من أركان قليلة تسند النظام القائم هناك، وهي لا تريد ذلك، لا الآن ولا في المدى المنظور والمتوسط.

3- الرد الاستعراضي: يوم أن كان حزب الله ظاهرة مقاومة عربية ضد الاحتلال الإسرائيلي، كانت تجري إسرائيل حساباتها، وتضع تقديراتها، وتشاور حلفاءها، قبل الإقدام على "التحرش" فقط بالحزب، لأنه كان يفعل قبل أن يهدد، وجرت العادة بأن تأتي خطابات نصر الله عقب عمليات الحزب وليس قبلها، أما اليوم فقد اختلفت الصورة كليا، وهو ما تراه إسرائيل أكثر من سواها، ويجعلها تتجرأ أكثر فأكثر على استهداف قادة الحزب صباح مساء.

حزب الله اليوم متورط حتى النخاع في سوريا، وبات يعرف نفسه، أو هكذا يراه الكثيرون، أحد ألوية الحرس الثوري الإيراني، ولذلك قد لا تكون ردوده ضد إسرائيل بذات القوة التي ميزته سابقا، بل بات محكوما باعتبارات عسكرية وسياسية في آن معا، وهو ما شهدناه منذ اغتيال مغنية الأب، ومغنية الابن، حيث لم تكن الردود تساوي حجم الخسارة، واقتصر الأمر على عبوة جانبية هنا، أو رشقة صواريخ هناك، وإطلاق نار هنالك!

4- جبهات أخرى: طالما أن الحزب لديه قناعة أكيدة بأن إسرائيل قد تمضي معه في حرب مفتوحة داخل لبنان، تحرق الأخضر واليابس، فيما الآلاف من مسلحيه موزعون بين العواصم العربية في دمشق وبغداد وصنعاء، يقاتلون في سبيل مشاريع إيرانية توسعية بحتة، ولذلك قد يلجأ لمنطقة الجولان، أو البحث عن هدف إسرائيلي في أوروبا أو أميركا اللاتينية أو جنوب شرق آسيا، وربما من يعلم، فقد يأتي إلى الأراضي الفلسطينية للرد على إسرائيل على اعتبار أنه وصف القنطار بأنه ابن القضية الفلسطينية، وربما أتى لف خارطة فلسطين بالعلم الإيراني خلال خطاب نصر الله قبل ساعات إشارة لذلك!

يمكن هنا الإشارة إلى ما يمكن أن نعتبره "رضا" إسرائيليا على مثل هذه الردود التي سوف تتبع أي اغتيال ثقيل العيار لقادة الحزب، بحيث يكون قرار الاغتيال "مجديا" وثمنه مقدورا عليه، وتبعاته دون السقف المتوقع من قبل الحزب، وهو بالتالي ما يفتح سجلا جديدا لاغتيال قادم.


روسيا "الصامتة"
كان لافتا أن تكون رواية إيران وحزب الله عن اغتيال القنطار مغايرة للرواية السورية، ففي حين اتهم الطرف الأول إسرائيل علانية بحادثة الاغتيال، رفضت دمشق توجيه إصبع الاتهام لإسرائيل، ووجهته للجماعات المسلحة، فيما بقي "الأخ الأكبر الروسي" الحاكم الفعلي لسوريا، صامتا صمت القبور!

هذا التباين لمن قرأه بعين التحليل والمتابعة يشير إلى النظام السوري في نفيه لدور إسرائيل في الاغتيال ليس بالضرورة يمنحها صك براءة، لكنه حريص على ما تبقى له من سيادة ممزقة، لأن اتهام إسرائيل يعني أن طائراتها حلقت في أجواء العاصمة دمشق، وحددت الهدف، وقصفت، ثم عادت سالمة مطمئنة إلى قواعدها في تل أبيب! ولذلك فقد ارتأى اتهام المعارضة السورية المسلحة، وهو حديث أقل ما يقال عنه أنه غير منطقي البتة!

تبدو الإشارة مهمة إلى أن الاغتيال تم في ظل إحكام السيطرة الجوية الروسية على الأجواء السورية، من أقصاها إلى أقصاها، عبر المنظومات الصاروخية وتقنيات الرصد والاستطلاع، بحيث يبدو كل طائر يخترق سماء سوريا مرصودا بعناية من الطيارين الروس، فأين كان الروس ساعة الاغتيال، وهل علموا به أصلا، وإن علموا فهل غضوا الطرف عن الطيران الإسرائيلي، أم أرادت إسرائيل أن ترسل رسالة لموسكو أنها صاحبة قول ورأي وموقف في الملف السوري، محظور أن يتم تجاوزها؟!

أسئلة عديدة تطرح على صانع القرار الروسي، الذي لم يخف أن هناك غرفة عمليات جوية مشتركة بين موسكو وتل أبيب لإبقاء التفاهم والتنسيق العملياتي قائما في الأجواء السورية، خشية أن يحدث تصادم أو سوء تقدير بين الطيارين في الجانبين.

لكن أهم ما يقال بشأن الدور الروسي ما يمكن أن يقرأ على أنه خيبة أمل حقيقية لدى حلفائه في طهران وبيروت، وقد يكون اغتيال القنطار أضاف جرعة جديدة على الخلاف الكامن بينهما حول صاحب القرار الحقيقي في سوريا: الإيرانيون أم الروس.

أخيرا.. صحيح أن "القنطار ليس مغنية"، سواء بالقيمة أو الوزن والتأثير، لكن اغتياله يضيف جرعة أخرى على تراجع خطورة الحزب أمام إسرائيل، وتجرؤ الأخيرة عليه، في حين أن إسرائيل التي اغتالت أحمد الجعبري قائد حماس العسكري في غزة أواخر 2012، تلقت صواريخ الرد بقصف تل أبيب بعد ساعات فقط، وهو ما يعيد إلى الأذهان تهديدات نصر الله بعبارته الشهيرة "ما بعد حيفا"!
