Three potential motives behind the spat between Qatar and its Gulf neighbours

It's clear that the hacking of Qatar's news agency last month was a premeditated assault. Here's why it happened - and why now

Note from the author: Events have happened faster than I imagined when I wrote this last week. Six Arab states have now cut diplomatic relations with Qatar. Its land borders with Saudi Arabia are closed and 85 percent of its imports are cut. A full siege is in place. This is no longer​ a “spat”. It is looking as if the object of this pre-planned campaign is regime change in Qatar.
Shortly after the heavy guns of the Emirati and Saudi-controlled media fired their salvo at Qatar, their Gulf neighbour lay in a smouldering ruin, unable to host anyone or anything, let alone a World Cup. At least, that was how they fondly imagined it. 
The claims were hysterically inflated: Qatar funded all the terrorists; Qatar could not be allowed to “sabotage the region”; Qatar must choose sides over Iran. Finally, the emir of Qatar was reminded of the fate of Mohamed Morsi.
The threat to topple the head of state of a fellow GCC member was not even made anonymously. It was made by the man whose job it is to represent Saudi interests in the US. Salman al-Ansari, the president of the Saudi American Public Relation Affairs Committee, tweeted: “To the emir of Qatar, regarding your alignment with the extremist government of Iran and your abuse of the Custodian of the two sacred mosques, I would like to remind you that Mohammed Morsi did exactly the same and was then toppled and imprisoned.” 
This is now front page news in the Saudi press.

One editor who deserves a raise

This is an interesting thing to say to an ally providing troops to protect Saudi’s southern border with Yemen. Egypt, for one is not. Or to a government that extradited a political dissident to Saudi on the same day as it was attacked as being pro-Iranian. It's interesting, too, after King Salman visited Qatar and danced with the emir.
But perhaps the king is no longer aware of what his 31-year-old son is doing in his name.
The hacking of Qatar News Agency on 24 May was just the starting pistol. Within minutes of the hack at 12:14 am, Al Arabiya TV and Sky News Arabia quoted the text of the fake material. Within 20 minutes, the networks ran analyses, implications, quotes and tweets.
According to the Qatari authorities, between 12:51 am and 3:28 am, the networks managed to find 11 politicians and analysts to interview on-air. Fast work for a duty editor “reacting” to a story in the middle of the night. He deserves a raise.
Another strange coincidence: all of this was preceded by 14 different op-ed pieces in the US press about the danger to regional stability that Qatar represented. This, again, is puzzling because it has been years since anyone bothered to write opinion pieces about Qatar in the US media.
So it's clear what happened. This was a premeditated assault. What is less clear is why, and why now ? 
Qatar’s support for Egypt’s political exiles, secular and Islamist, is long-standing. It has housed the former political leader of Hamas since he left Damascus. Al Jazeera is also a known quantity, albeit one that became, under pressure like this, a pale shadow of the network that covered the Arab Spring. 
Al Jazeera’s coverage of Donald Trump’s visit to Riyadh was, if anything, cringeworthy. So too is its coverage of the war in Yemen. This is carefully vetted so as not to annoy the Saudis. What specifically then stirred this hornet’s nest?
There are several possible motives for doing this. 

Motive one: Finish the job

The first motive is that both Mohammed bin Salman, the deputy crown prince of Saudi, and Mohammed bin Zayed, the crown prince of Abu Dhabi, see Trump as an opportunity to finish the job started in June 2013 when Morsi was toppled. The counter-revolution against freely elected governments has not been going that well. Egypt still has not stabilised after the billions of dollars spent on it. Three different governments vie for power in Libya. The Egyptian and Emirati place man Khalifa Haftar is taking his time marching towards Tripoli and the Houthis are still in control of Yemen’s capital, Sana’a. 
Nor is the alliance between Bin Salman, Bin Zayed and Sisi that stable. These men could easily fall out with each other again, as they did when a Nasserite furore erupted in Egypt over the surrender of uninhabited islands to Riyadh. Bin Zayed and Bin Salman are also backing rival Yemeni groups over the control of Aden.
But this alliance is stable enough to unite all three men in a common mission to crush all dissenting Arab states. 

Motive two: Buying insurance

The second motive is a personal one. By launching an attack on Qatar, they aim not only to silence external opposition, but internal forces as well. In Bin Salman’s case, silencing opposition within the royal household is a crucial step he has to make, before he can displace his elder cousin, Mohammed bin Nayef, as crown prince.
By hitching themselves so firmly to Trump’s wagon, Bin Salman and Bin Zayed think they have bought themselves an insurance policy. This, however, depends on Trump completing a full term as president. Not many in Washington who are awaiting the testimony next week of the former FBI director James Comey to the Senate Intelligence Committee, or who are waiting to see how long ambitious Republicans like Senator Paul Ryan will stay loyal, would be so sure.
Turkey, too, is still around as a rival regional power centre although for a few hours on 15 July last year, it looked as if it was not. The same Saudi and Emirati-controlled media outlets which targeted Qatar this year crowed with delight when it looked as if Erdogan had been deposed by a military coup.
So it would be logical to assume this is their motivation now for wanting to see the emir of Qatar toppled: he is the man who funded the popular revolutions that Saudis and the Emiratis are still fighting.

Motive three: Disappearing act 

The third motive for attacking Qatar goes further than that. They could actually want to see Qatar itself disappear as an independent state. This sounds, and is, deranged in the century we are living in. For one thing, Qatar houses the forward command base of US Central Command. That may explain why the UAE is campaigning hard in Washington to move the US base out of Qatar. 
But the thinking behind this campaign may have little to do with events happening in this century. A series of tweets have emerged from officially sanctioned bloggers in Riyadh, dragging up events over 100 years old. They dug up the role of the British in selecting the al-Thani family as the chosen rulers of this part of the Arabian peninsula.
Without any intended irony, they ascribe Qatar’s current troubles to the agreement of Mohammed al-Thani made with the British in 1868, which paved the way for the family to impose its political authority over the other tribes.
The Saudi newspaper al Eqtisadiah tweeted that the tradition of transferring power in Qatar was from father to preferred son, rather than from father to eldest son. It further tweeted that 40 percent of the oil revenues were shared out among the al-Thani royal family.

Histories and boomerangs

Exhuming this stuff is mind-bogglingly dangerous for any thinking member of the Saudi royal family. Where, for instance would the House of Saud be without British Imperial endorsement? Just one floor up from the place in the museum of King Abdul Aziz where Trump performed his sword dance, stands a picture gallery in which a British woman is featured prominently with the founder of the kingdom himself.
That woman is Gertrude Bell. An archaeologist, explorer, the greatest woman mountaineer of her age, and a talented political officer for imperial Britain, Bell played a major role in establishing the state of Mesopotamia, now Iraq, and in selecting the tribal leader to back in Arabia.
Bell travelled to Ha’il, the base of rival al-Rasheed tribe, and was familiar with the Hashemites in the west. She concluded that Ibn Saud, then aged 40, was the best bet. This is her description of him:
“Among men bred in the camel-saddle, he is said to have few rivals as a tireless rider, as a leader of irregular forces he is of proved daring, and he combines with his qualities as a soldier that grasp of statecraft which is yet more highly prized by the tribesmen. To be ‘a statesman’ is perhaps the final word of commendation. ”
Praise indeed. But this is what the House of Saud carries in its baggage. 
And as for the distribution of oil wealth, Saudi Arabia does not emerge well from the comparison. Qatar has the richest per capita citizen in the world, three times that of Saudi Arabia. In Qatar, there is something close to full employment, while official unemployment rate in Saudi is 12 percent and, unofficially, anything up 25 percent. 
Transfer of power from father to preferred son? Mohammed bin Salman is not the eldest son of Salman, but he self-evidently is the preferred one. Heaven forfend that such a charge against a neighbour could return like a boomerang on the worst practises of the House of Saud.

The Kingdom of Two Faces

Nor has modern Saudi Arabia overcome its addiction to foreign women. If King Abul Aziz needed the recommendation of Gertrude Bell, it seems that his grandson needed the recommendation of another foreign woman, Ivanka Trump. 
The Riyadh newspaper, one of bin Salman’s tools in his current media war, got an exclusive interview with Ivanka, in which they were interested in one main question: what did she think of him?
She called the deputy crown prince an “effective role model” for Saudi, Arab, and Muslim youth, because His Highness displayed “leadership, ambition, and love for his people and country”. He was also charismatic.

Of course, neither Bin Salman, nor Ivanka are of the same calibre as their forbears, Abdul Aziz or Gertrude Bell. But a common theme emerges in these vignettes, separated as they are by over 100 years: the ruler’s need for foreign approval.
This, however, does not apply to women generally, least of all Saudi women. While Ivanka was seated centre stage, Saudi women were kept in the shadows.
Nothing really had changed. If dealing with women is haram in the kingdom, so should dealing with Bell and Ivanka be. If its halal to talk with them, why then should Saudi women not be equally represented at these gatherings? Once again, the kingdom has two faces, one for a Western audience, another for a domestic one.
Bin Salman and Bin Zayed are stuck firmly in the colonial era. They are tribal rulers, paying for protection, and draining the region of resources. They can plot, and they can topple, but they cannot govern and they cannot stabilise. They do not have a vision for the region. They have eyes only for themselves. That is why I remain optimistic that out of the havoc they are wreaking, a new, autonomous and modern Arabia will, eventually, emerge.

تشكل القضية الفلسطينية ودعم المقاومة، باعتبارها حقا طبيعيا لصد العدوان الإسرائيلي، واحدا من الملفات التي تميزت بها السياسة الخارجية القطرية، وهو ما وضعها (قطر) تحت ضغوط هائلة لوقف دعمها للمقاومة الفلسطينية خصوصا في غزة. وتحديدا بعد الحصار الذي فرض على القطاع عام 2007.

ولا يغيب ملف فلسطين وغزة عن التطورات المتسارعة التي بدأت بقمة الرياض في مايو/أيار الماضي بإعلان الرئيس الأميركي دونالد ترمب حركة حماس "إرهابية"، وحديثه عن تجفيف منابع التمويل لكل الحركات والأحزاب التي صنفتها واشنطن بأنها "إرهابية".

وكشفت الرسائل الإلكترونية المسربة لسفير الإمارات لدى واشنطن يوسف العتيبة عن ترتيبات سابقة بين الإمارات واللوبي الإسرائيلي في الولايات المتحدة لتشويه صورة قطر واعتبارها داعمة "للإرهاب"، والمقصود هنا استضافة قطر لقيادات في حركة حماس ورموز من جماعة الإخوان المسلمين المصرية.
هذه الحملة الشرسة على قطر تهدف للضغط عليها من أجل تغيير سياستها تجاه القضية الفلسطينية والمقاومة في غزة ممثلة في حركة حماس وغيرها من الفصائل المتمسكة بخيار المقاومة، فقد كان للدوحة دور فاعل ومؤثر في محطات عديدة من مسار القضية الفلسطينية، ولا تزال تتمسك بهذا الدور، الذي تعتبره واجبا إنسانيا وقوميا.

فقد كان الأمير الوالد الشيخ حمد بن خليفة آل ثاني أول زعيم عربي يزور قطاع غزة عام 1999 منذ عام 1967، واستقبله حينها الرئيس الفلسطيني الراحل ياسر عرفات، وكانت زيارته الثانية في أكتوبر/تشرين الأول 2012 على رأس وفد قطري رفيع لتفقد آثار الحرب الإسرائيلية المدمرة، وقدم أمير قطر في الزيارة مساعدة مالية قدرها أربعمئة مليون دولار لتمويل عدد من مشاريع إعادة إعمار القطاع المحاصر.
وقد قام السفير القطري رئيس اللجنة القطرية لإعادة إعمار غزة محمد العمدي مؤخرا بافتتاح عدد من مشاريع الإعمار التي أنجزت في قطاع غزة في مقدمتها "مدينة الشيخ حمد"، بالإضافة إلى مشاريع محطات توليد الكهرباء التي تبرعت بها قطر لحل مشكلة انقطاع الكهرباء المتكررة في إطار الحصار الخانق على غزة.

وعلى صعيد الدعم السياسي والمالي لقطاع غزة، فقد كان للدوحة موقف تاريخي بالدعوة لعقد "قمة غزة الطارئة" في يناير/كانون الثاني 2009 لدعم قطاع غزة في مواجهة الحرب الإسرائيلية، والتي امتنع عدد من القادة العرب عن حضورها، ومن ضمنهم الرئيس الفلسطيني محمود عباس، وأعطي المقعد الفلسطيني في القمة لرئيس المكتب السياسي لحركة حماس حينها خالد مشعل وقادة فصائل فلسطينية أخرى مقاومة.

وكانت كلمة أمير قطر في القمة مؤثرة حين أبدى أسفه لتغيب قادة عرب عن قمة تعنى بالقضية الفلسطينية، فقال "لو أن جميع إخواننا معنا اليوم، حبذا لو تدارسوا معنا على نفس الطاولة حتى لو كان لديهم رأي آخر" لمناقشة رفع العدوان على غزة بشكل جماعي.

وأعلنت قمة غزة عن تأسيس صندوق إعادة إعمار غزة، كما أعلنت الدوحة إغلاق المكتب التجاري الإسرائيلي في الدوحة الذي لا يزال مغلقا منذ مطلع عام 2009.

وأولت الدوحة اهتماما خاصا بدعم مدينة القدس سياسيا وماليا من خلال المشاريع التنموية  والعمل الإغاثي والإنساني، إلى جانب المؤتمرات الموسعة حول القدس، فقد شهدت الدوحة في فبراير/شباط 2012 انطلاق المؤتمر الدولي للدفاع عن القدس بحضور عربي ودولي واسع، لبحث الإجراءات المتلاحقة التي يتخذها الاحتلال الإسرائيلي لتهويد المدينة وتغيير واقعها.

وشارك في المؤتمر الذي انعقد على مدار يومين أكثر من 350 شخصية عربية ودولية، يمثلون نحو سبعين دولة، بالإضافة إلى خبراء وباحثين ومؤرخين وقانونيين عرب وأجانب ينتمون لجميع الأديان السماوية.

وفي الإطار السياسي حرصت الدوحة باستمرار على إنهاء الانقسام الفلسطيني الذي أعقب فوز حركة حماس بالانتخابات التشريعية عام 2006، وما تبعه من سيطرة كاملة على قطاع غزة. وتوجت قطر هذه الجهود بتوقيع الرئيس الفلسطيني محمود عباس ورئيس المكتب السياسي لحركة حماس خالد مشعل على إعلان الدوحة في فبراير/شباط 2012، والذي تضمنت بنوده تسريع وتيرة المصالحة الوطنية الفلسطينية. وحل كافة الإشكاليات القائمة بين الطرفين.

وتبع هذا الإعلان الذي لم يطبق على أرض الواقع، سلسلة من اللقاءات دعا لها أمير قطر الشيخ تميم بن حمد آل ثاني، وجمع فيها قيادة حركتي فتح وحماس لتطبيق بنود الاتفاق وإنهاء الانقسام، حرصا على تقوية الموقف الفلسطيني في مواجهة السياسة الإسرائيلية التوسعية.

وعملا بسياسة تنقية الأجواء العربية بما يقوي الموقف الفلسطيني ويعزز حضور فصائل المقاومة، قام أمير قطر الشيخ تميم بوساطة لإنهاء القطيعة بين حركة حماس والمملكة الأردنية الهاشمية في يناير/كانون الثاني 2012.
وكانت قطر قد استضافت عددا من قيادات حركة حماس على أرضها بعد إبعاد الأردن لهم عام 19999، ووفرت لهم حرية الحركة والعمل السياسي. كما استضافت عددا كبيرا من الأسرى المحررين الذين أبعدوا عن فلسطين في إطار صفقة وفاء الأحرار أو ما عرفت بصفقة شاليط.

وكانت للدوحة على الدوام مواقف واضحة وقوية تجاه القضية الفلسطينية والقدس وغزة في المحافل الدولية، لا سيما الجمعية العامة للأمم المتحدة والمؤسسات الأممية مثل اليونسكوومجلس حقوق الإنسان، حيث كانت تتحدث بلسان الشعب الفلسطيني وتعري السياسة الإسرائيلية في المناطق المحتلة.

هذه السياسة التي التزمت بها قطر تجاه القضية الفلسطينية، وتحديدا تجاه القدس وغزة، ساهمت بفاعلية في صمود الإنسان الفلسطيني في مواجهة الضغوط الإسرائيلية والإقليمية على تيار المقاومة في غزة،
وهو ما بات مستهدفا بشكل مكشوف في الأيام الماضية، ويفسر الحملة الشرسة على دولة قطر لتغيير سياستها الخارجية.

New Leaked Emails Show How Qatar Crisis Developed In The U.S.

The UAE ambassador called U.S. partner nation Qatar “corrupt” and Trump-linked GOP commentator Elliott Abrams joked about a military takeover there.

WASHINGTON ― An unnamed source who late last week leaked emails between a powerful ambassador and top figures in the U.S. foreign policy community shared a fresh batch of private messages with HuffPost on Sunday just hours before a new Middle East crisis erupted.


The new dump appears to contain messages between the United Arab Emirates’ ambassador to the U.S., Yousef Al Otaiba and top members of the Obama administration as well as figures at the Atlantic Council, an influential Washington think tank that receives funding from the Emirates, and Elliott Abrams, a prominent official in former President George W. Bush’s administration who is popular among some Trump administration officials.


Late Sunday, Otaiba’s nation, the UAE, and three other U.S.-friendly countries ― Saudi Arabia, Egypt and Bahrain ― announced that they had severed ties with their neighbor Qatar, a wealthy nation which hosts the largest American military facility in the region. The weekend email dump shows the ambassador and others privately blasting Qatar.

The dramatic change in diplomatic ties came after a leak of messages that showed Otaiba communicating with former Defense Secretary Bob Gates and prominent alumni of the Bush and Obama teams about his disdain for Qatar, his desire to shut down the U.S. military base there and his support for public criticism of the country. The stream of leaks also showed the level of tension among U.S. partners despite President Donald Trump’s recent visit to the Middle East and the scale of a campaign targeting one of the most important diplomats in the U.S.

In a message accompanying the latest dump, the source claimed the emails were meant to expose how moneyed foreigners hijack U.S. foreign policy to their own benefit and Americans’ loss. The source had previously denied any ties to Qatar. HuffPost has confirmed the authenticity of six of the email exchanges.

On Feb. 10, 2015, Otaiba emailed Abrams a link to an Atlantic Council post suggesting that Qatar was intervening in Egypt to support the Muslim Brotherhood movement and undermine the country’s government, run by a former general close to the UAE.

“Hadn’t seen this. VERY interesting,” Abrams, the former White House director for democracy, human rights and international operations, wrote. “Too bad the Qatari armed forces can’t ... well, I shouldn’t say such things. That would be undemocratic.”

Contacted by HuffPost, Abrams declined to explain what action he was hoping for from Qatar’s military. In Egypt, the military in 2013 overthrew the country’s first democratically elected government, which was dominated by the Muslim Brotherhood.

In a Sunday email, Abrams said he and Otaiba have been friends for years; they email frequently. “Qatari foreign policy has been the subject of many of those emails, but after fifteen years we haven’t seen much change,” he wrote.

A notable remark from Otaiba appears in the second confirmed exchange in July 2015. Atlantic Council analyst Bilal Saab wrote to the ambassador recommending a documentary about the legal troubles of the international soccer association, known as FIFA, which will host its high-profile 2022 World Cup event in Qatar. Otaiba replied: “FIFA and Qatar combined are the poster children for corruption.”

A third exchange in August, 2014, shows Saab sending Otaiba a link to an op-ed about tensions between Qatar and its neighbors with the subject line “things getting worse...”

On Sunday, Saab said he maintains relations with officials in both Qatar and the UAE, and was disappointed with efforts to boost public skepticism about Qatar in the U.S., including a recent conference that Otaiba touted. “I’ve sought his advice, I’ve sought his insight, knowing full well that obviously [Otaiba] is someone who protects his country’s interest,” Saab said.

The fourth confirmed exchange was between Jessica Ashoosh, a researcher at the Atlantic Council and former UAE employee, and officials inside the UAE government to help plan interviews for a report Ashoosh worked on with former Secretary of State Madeleine Albright and former national security advisor Stephen Hadley.

Now the director of policy at Reddit, Ashoosh on Sunday said the correspondence concerned work that was entirely public and intended to aid U.S. foreign policy.

The fifth and sixth exchanges authenticated by HuffPost relate to the contentious question of foreign governments funding policy research in the U.S. The leaks show Atlantic Council president Fred Kempe emailing Otaiba, discussing payments from the Emirati government and seeking help in securing sponsorship for a council conference.

“All our funding from the UAE has been listed in our annual report and donor list and is cleared by our Nominating and Governance Committee as complying with our standards,” Kempe wrote in a Sunday email to HuffPost.

Otaiba and two other individuals named in the email exchanges did not immediately respond to requests for comment. Earlier this week, HuffPost confirmed the authenticity of the eight most significant email exchanges in the previous leak.
In the Sunday message, the source repeated that they are not personally opposed to the UAE or Qatar. Qatar and the UAE have been openly, viciously squabbling for over two weeks now.

In previous exchanges with HuffPost, the source claimed to support President Donald Trump because of his oft-made pronouncements that his administration will focus on American interests above all.

“The [group of leaked emails] will show you how [the UAE] played both sides pro and against trump depending on the situation which shows a dual character,” the source wrote on Sunday. “They may have been able to manipulate our media in the past but our media journalists will bring truth to limelight when they realize the lobbying done by gulf and african countries in the USA is for their interest and not Americans.”

The source has used “we” and “I” interchangeably in messages; HuffPost has not yet been able to confirm whether the leaks are coming from an individual or a group.

Asked in a Friday email whether it was a group and whether they were American, the source wrote, “I prefer not to answer this.”

On Monday, the U.S. ambassador to Qatar ― a critic of Otaiba’s efforts ― reiteratedWashington’s support for the relationship, and Secretary of State Rex Tillerson said the Trump administration might play a moderating role in the dispute.

This article has been updated as the authenticity of leaked emails has been confirmed, with comments from some of those involved in the exchanges and with updates about Arab states cutting diplomatic ties with Qatar.

وحده ما تبقى من شعور بالإحراج، هو ما حال ربما دون وضع توقيع إسرائيل على بيان قرارات إعلان الحرب السياسية ــ الدبلوماسية ــ الاقتصادية ضد قطر، من قبل المحور الرباعي السعودي ــ الإماراتي ــ البحريني ــ المصري نفسه الذي سبق أن أعلن قبل ثلاث سنوات حرباً مشابهة على الدوحة، تبدو ظروفها اليوم أكثر ملاءمة لتتحول إلى مستويات أعلى من العدوانية، في ظل إدارة أميركية تتعاطى في السياسة بمنطق رجل الأعمال، تسعد أكثر كلما كبرت الأزمات البعيدة التي ستدرّ بطريقة أو بأخرى المزيد من الأموال إلى الداخل الأميركي. انتهت "الحرب" في 2014 بهدنة تُرجمت اعترافاً ضمنياً في حينها من أركان المحور الرباعي نفسه، باستحالة سير إدارة باراك أوباما كموظف مطيع في حملة شيطنة  قطر لمجرد أنها مصرة على أن يكون لها سياسة خارجية مستقلة عن المحور السعودي ــ الإماراتي، والاضطلاع بأدوار واسعة في ملفات قريبة وبعيدة، وأحياناً بشكل يتعارض مع ما يرغبه ثنائي الرياض ــ أبو ظبي. فبالنسبة لهذا الثنائي، يمكن لدولة ما في "البيت الخليجي" والعربي عموماً، ألا تنخرط في محورهما كجندي مأمور، لكن بشرط أن تعلن الاستقالة من السياسة الخارجية، أو اعتزالها نهائياً، أي ألّا تطمح بترجمة عدم انخراطها في المحور بسلوك فعلي وبموقف معلن إزاء القضايا الرئيسية، كمقدمة لتحويلها إلى تابع وفرض الوصاية الداخلية والخارجية عليها. وهو ما لم يكن حال قطر لا داخلياً ولا خارجياً. داخلياً حققت قطر إنجازات تنموية لا تراجع عنها. وخارجياً اعتبرت نفسها، ولا تزال، مؤهلة لتأدية أدوار دبلوماسية بشكل مستقل عن سياسة المحورين، السعودي ــ الإماراتي من جهة، والإيراني من جهة ثانية، وإن كان ذلك بشكل "محافِظ" يحرص على احترام أنظمة مجلس التعاون الخليجي وشعارات "الأخوة الخليجية" و"الأمن الخليجي"، في سلوك تُرجم ولا يزال قطرياً في الملف اليمني مثلاً، على عكس مخالفة أبو ظبي للموقف الخليجي الرسمي، تمسكاً بوحدة الأراضي اليمنية، ودعماً للحكومة الشرعية في وجه تحالف الانقلاب هناك.

ومنذ اليوم الأول لانطلاق الحملة الحالية الهادفة إلى جعل قطر تستسلم وتعتزل السياسة الخارجية عملياً، وتوقف نشاطها خارج المحور السعودي ــ الإماراتي، قرّر الرأس المدبر للحرب، الضرب من الأعلى، أكان من ناحية العنوان العريض للتهمة (دعم قطر للإرهاب وسعيها لضرب أمن دول الخليج) أو لجهة استهداف أمير قطر مباشرة، بشكل جعل كل موقف وقرار تصعيدي وسُباب لاحق ضد قطر، بلا أثر فعلي، على اعتبار أن الأشنع قد حصل، وأن كل ما يمكن أن يليه لن يكون أكثر من إجراءات مكمِّلة.
لكن قرارات صباح الاثنين، بقطع السعودية والإمارات ومصر والبحرين العلاقات الدبلوماسية مع قطر وإغلاق الحدود البحرية والبرية والأجواء مع قطر وإخراجها من التحالف العربي في اليمن، وما سيأتي من قرارات إضافية غير مستبعدة، جاءت بحجم الفضيحة التي فجرتها رسائل سفير دولة الإمارات في الولايات المتحدة يوسف العتيبة، وكنتيجة "طبيعية" لحفلة التحريض والشتائم التي تُشن على الدوحة منذ أسبوعين، على شاكلة حفلة جنون انطلقت بنشر سلسلة مقالات صحافية في وسائل إعلام أميركية يُطلب منها فتكتب، يُدفع لها فتحرِّض. أما استنساخ حفلة الجنون تلك ضد قطر في وسائل إعلام عربية تنتمي إلى محور السعودية، فتحت أبواقها فور مغادرة دونالد ترامب الرياض، فلم تكن سوى نسخة صحافية ــ سياسية رديئة لا بل مقيتة من إعادة تدوير العناوين العريضة التي كان يتم طرحها في المقالات و"الدراسات" والندوات الأميركية بتوقيع كتاب وصحافيين لا يجمعهم سوى أنهم غالباً ما يشكلون نقطة تقاطع بين لوبيات عربية وإسرائيلية: ــ الموقف من النظام المصري ما بعد الانقلاب على رئيس منتخب. ــ الموقف من المقاومة الفلسطينية وشروط قيام مصالحة حقيقية في الأراضي المحتلة ورفض تأييد تنصيب رجل بنى مشروعيته من خلال التنسيق الأمني مع دولة الاحتلال، ويقدم استشاراته الأمنية لحاكم أبو ظبي خصوصاً في كيفية إبادة ما تبقى من أفكار الربيع العربي على رأس السلطة الفلسطينية. ــ الدفع بالقوة بقطر إلى محور إيران الذي جاهرت الدوحة ولا تزال بمعارضته، وبشراسة، لا بل بمواجهته في العراق وسورية واليمن، لكن مع إصرار الدوحة على أن حرباً عربية ــ إيرانية ستكون كارثة على المنطقة بكاملها. ــ الموقف من الاخوان المسلمين واعتبار دولة قطر أنهم ليسوا تنظيماً إرهابياً لا بل حركات سياسية منتخبة في العديد من الدول، ولهم من الحق في ممارسة السياسة والحكم ما لغيرهم طالما أنهم انتخبوا ديمقراطياً.

عناوين عريضة ثلاثة لم يستطع محور الرياض ــ أبو ظبي ــ القاهرة تحقيق إجماع خليجي حولها بطبيعة الحال، ولا يمكن إلا ملاحظة أن إسرائيل هي الوحيدة التي تتشارك هذا الموقف بالكامل مع أركان المحور بما هو أبعد من مجرد الصدفة ربما. ربما كان يجب أن تٌكشف رسائل يوسف العتيبة، ليتأكد المرء إلى أي درجة باتت إسرائيل متغلغلة في الواقع العربي، وعلى أعلى المستويات، لا في العاصمة الأميركية وبين مكاتب بعثات دبلوماسية عربية في واشنطن فحسب، بل أيضاً داخل عواصم عربية.
قرارات الحصار السعودية ــ الإماراتية ــ البحرينية، التي تضرب في أساس عمل وأنظمة مجلس التعاون الخليجي، لا يتوقع أن تلاقي مصيراً أفضل مما لاقته في سنة 2014 على المستوى السياسي ــ الاقتصادي العام، من دون أن يقلل ذلك من خطرها ومن آثارها السلبية، خصوصاً على المواطن الخليجي، وعلى الملفات التي كانت ولا تزال ضحية للسياسات الكارثية التي اعتمدها ولا يزال محور الرياض ــ أبو ظبي. لكن لأنه "رب ضارة نافعة"، ربما يكون لإخراج قطر من صفوف التحالف العربي في اليمن، نتائج إيجابية، لتتبرأ الدوحة من خطايا ارتكبت من قبل عاصمتي المحور في ذلك البلد المذبوح باسم التحالف العربي، غذّت الجريمة الأصلية المتجسدة بالانقلاب المدعوم إيرانياً.

ينشر "العربي الجديد" أدناه، النص الكامل للرسائل، التي سُربت بعد اختراق البريد الإلكتروني للسفير الإماراتي في واشنطن، يوسف العتيبة.

وتوضح المراسلات، التي كُشف عنها أمس السبت في الصحافة الأميركية، علاقة العتيبة بقيادات أميركية، وباللوبي الإسرائيلي في واشنطن، لتغيير سياسات الإدارة الأميركية الخارجية نحو المنطقة، خاصة فيما يتعلّق بقطر والإخوان المسلمين وحماس والنظام الانقلابي في القاهرة.




الرسالة الأولى
المرسل: جون هانا (كبير مستشاري مؤسسة الدفاع عن الديمقراطيات)

مرحباً سعادة السفير، أرجو أن تكون بخير، لقد أرفقت لك مع هذه الرسالة مقالة متوسطة الحجم من صحيفة تركية، تقول إننا في FDD (مؤسسة "الدفاع عن الديمقراطيات"، وهي مؤسسة تنتمي لتيار "المحافظين الجدد"، ويموّلها الملياردير الإسرائيلي شيلدون أديلسون، أحد حلفاء رئيس الوزراء الإسرائيلي، بنيامين نتنياهو) شركاء مع دولة الإمارات العربية وآخرين في التآمر للإعداد للانقلاب في تركيا، إنه تكريم لنا أن نكون بصحبتك.

أليس علينا أن نجعل هذه الأمور أكثر صعوبة؟ أليس هذا أقل المطلوب؟

أنا لا أعتقد أنه من العدل أن نشير بالإصبع إلى شركة إماراتية هذه المرة.

نعم، علينا أن نحاول نقل القاعدة، لكن لماذا ليس من العدل؟ إذا كان فندق الماريوت يستضيف مؤتمر حماس في الدوحة، أليس علينا أن نتذمّر من هذا في نفس الوقت؟

أضحكتني، أخي لا تنقل الفندق، بالتأكيد لا تفعل، فقط أجبر حماس على أن تعيد جدولة مؤتمرها في مكان آخر ليس مملوكا للإمارات، قم بتذكير أولئك الذين يشرفون على الموضوع وقاموا بخطأ استضافة جماعة تابعة للإخوان المسلمين.
