عرب انابوليس والصفعة الاسرائيلية

"قرار حكومة ايهود اولمرت رئيس الوزراء الاسرائيلي توسيع مستوطنة جبل ابوغنيم (هار حوما) القريبة من القدس المحتلة لا يشكل احراجا فقط للولايات المتحدة الامريكية راعية مؤتمر انابوليس للسلام فقط وانما للدول العربية التي شاركت فيه وعلي رأسها المملكة العربية السعودية علي وجه الخصوص.
فالمملكة العربية السعودية اشترطت، وعلي لسان وزير خارجيتها الامير سعود الفيصل، وقف كل عمليات الاستيطان في الاراضي المحتلة مقابل مشاركتها في هذا المؤتمر، والجلوس علي المائدة المستطيلة نفسها مع المسؤولين الاسرائيليين في الغرفة المغلقة، وهو شرط يعكس الحد الادني من الحد الادني للمطالب العربية كثمن لاي خطوة تطبيعية مع الدولة العبرية مهما كانت صغيرة او شكلية.
الحكومة الاسرائيلية اعلنت عزمها تجميد الاستيطان، وتوسيع ما هو قائم منه طوال فترة المفاوضات، كبادرة حسن نية من جانبها، وللايحاء بانها تتجاوب مع المطالب العربية في هذا الخصوص، ولتسهيل مشاركة دولتين عربيتين لم تطبعا علنا معها، وهما المملكة العربية السعودية ودولة الامارات العربية المتحدة. الدولتان بلعتا هذا الطعم الاسرائيلي وشاركتا فعلا علي مستوي وزيري الخارجية، بل وضغطتا، بطريقة مباشرة او غير مباشرة، من اجل ضمان مشاركة سورية حتي يكتمل الحضور العربي من خلال الايعاز للرئيس جورج دبليو بوش، اضافة موضوع هضبة الجولان علي جدول اعمال المؤتمر، رغم ان هذه الاضافة لم تتم فعلا، وظلت حبرا علي ورق، ولم تذكر مطلقا في الخطاب الافتتاحي للرئيس بوش، ولا خطاب اولمرت، ومن المفارقة ان الشخص الوحيد الذي تلفظ بها في كلمته هو السيد محمود عباس رئيس السلطة الوطنية الفلسطينية.
استئناف الاستيطان في المناطق المحيطة بالقدس المحتلة، وبهذه الطريقة الاستفزازية هو صفعة للسلطة الفلسطينية والحكومات العربية وللادارة الامريكية نفسها، علاوة علي كونه نسفا لمؤتمر انابوليس، وللمفاوضات الفلسطينية ـ الاسرائيلية التي انبثقت عنه، ومن المفترض ان تستأنف في مطلع العام المقبل.
اولمرت، رئيس بلدية القدس المحتلة السابق، وراعي عملية التهويد الاستيطاني فيها، اراد ان يحسم نتائج المفاوضات قبل ان تبدأ، بالتأكيد علي ان القدس الموحدة هي عاصمة الدولة العبرية، وهي بالتالي خارج اي مفاوضات تبحث قضايا الوضع النهائي.
فاستئناف الاستيطان بهذه الوتيرة في ظل مفاوضات دون تحديد موعد زمني لنهايتها، وتواطؤ امريكي، وصمت عربي، وتهاون فلسطيني رسمي، يعني ان الهوية العربية الاسلامية للقدس المحتلة ستذوب تماما، ولن يبقي منها غير اطلال المسجد الاقصي وقبة الصخرة، هذا اذا لم تحرقهما ايادي المتطرفين، او تنسفهما الحفريات المستمرة تحت ذريعة البحث عن هيكل سليمان المزعوم.
السؤال الذي يطرح نفسه الآن عن ماهية الرد العربي، والسعودي علي وجه الخصوص، علي هذا الاستفزاز الاسرائيلي المهين، ومن سيستهدف هذا الرد، الادارة الامريكية التي جرجرت العرب وساقت وزراء خارجيتهم الي انابوليس، ام علي الحكومة الاسرائيلية، وكيف سيكون هذا الرد!
لا نعتقد ان الحكومات العربية ستحرك دباباتها وصواريخها الحديثة الامريكية الصنع الي الحدود لتحرير المقدسات او منع الاستيطان، فهذه محجوزة فقط للهجوم علي دول مارقة مثل العراق القديم وايران اذا ما قرر البيت الابيض انها تجاوزت الخطوط الحمراء، كما اننا لا يمكن ان نحلم بان هذه الدول، والنفطية علي وجه الخصوص، ستستخدم سلاح النفط في خدمة الأمة وقضاياها، مثلما كان عليه الحال في حرب رمضان/ تشرين الاول (اكتوبر) عام 1973، فليس هناك فيصل ولا زايد.
ما نريده فقط ان تبذل الحكومات العربية الحد الادني من اوراق الضغط التي تملكها ويمكن ان تؤثر علي الادارة الامريكية، وابرزها التهديد بالتخلي عن الدولار كأساس لتسعير براميل نفطها، او عملاتها المحلية.
نحن هنا لا نطالب بالتخلي عن الدولار لمصلحة الروبل الروسي، او التومان الايراني، او اليوان الصيني، وانما لمصلحة عملات غربية مثل اليورو خاصة ان القيمة الفعلية للدولار تراجعت بنسبة اربعين في المئة في الاعوام الثلاثة الماضية فقط.
ايران تخلت عن العملة الامريكية، وباتت تسعر نفطها علي اساس سلة من العملات ليس الدولار من بينها، وهذا ما يفسر الهلع الامريكي منها، والتراجع بشكل مخجل ومهين عن الخطط العسكرية لضربها، والسعي لتوقيع صفقة معها تنقذ المشروع الامريكي في العراق بينما تقف الانظمة العربية، صاحبة العلاقات التحالفية الاستراتيجية مع واشنطن موقف المتفرج.
الحكومات العربية، والخليجية منها بالذات، شكلت العمود الفقري في اي مجهود عسكري كانت تخطط واشنطن عبره لضرب ايران، وعندما اصدرت الاجهزة الاستخباراتية الامريكية تقريرها الذي اكد تجميد ايران لطموحاتها العسكرية النووية قبل اربعة اعوام، كانت هذه الدول آخر من يعلم، وقرأت فحوي هذا التقرير في الصحف، والاكثر اهانة من ذلك ان البيت الابيض اطلع الاسرائيليين عليه قبل اسابيع من صدوره.
ندرك جيدا اننا ننفخ في قربة مقطوعة، فالحكومات العربية لن تتحرك غاضبة او محتجة، لانها قبلت بدور الخانع المستكين فاقد الارادة. ومن شاهد الرئيس الايراني محمود احمدي نجاد وهو يخاطب القمة الخليجية الاخيرة التي انعقدت في الدوحة في الاسبوع الماضي يدرك هذه الحقيقة، فقد كان يتحدث من منطلق القوة والكرامة الوطنية، يتحدث كزعيم او حاكم للمنطقة وليس كضيف علي قدم المساواة مع زعمائها، ونكتفي بهذا القدر من التوصيف.
والاخطر من هذا وذاك، هو موقف سلطة رام الله ورئيسها، فقد كنا نتوقع ان يعقد الرئيس عباس مؤتمرا صحافيا فوريا ويعلن فيه انسحاب الوفد الفلسطيني من المفاوضات احتجاجا علي خرق حكومة اولمرت لتعهداتها واستئنافها الاستيطان في القدس المحتلة، ولكنه لم يفعل، واكتفي بترك الامر للدكتور صائب عريقات لكي يكرر كلمات سمعناها عشرات المرات حول النكوص الاسرائيلي، وخرق التفاهمات التي جري التوصل اليها في انابوليس.
الخنوع العربي سيستمر، والاستيطان الاسرائيلي ايضا، علي الوتيرة نفسهــا في الـــحالين، وهذا ما يفسر حال الهـــوان والانهــــيار التي تعيشـــها الامة العربـــية. فالعـيون لم تعد مصوبة علي مؤشرات الاستيطان في القدس المحتلة، وانما علي مؤشرات البورصات الخليجية صعودا او هبوطا. فقد اعمـــت العوائد النفطية الهائلة (600 مليار دولار سنويا) العيون عن رؤية المخاطر المحيقة بالجميع، في فلسطين والخليج علي وجه الخصوص."
