A spokeswoman for the UN supervision mission in Syria says observers have been unable to enter al-Qubair, the village where opposition activists say at least 78 people were killed on Wednesday. The spokeswoman said monitors had been stopped at Syrian army checkpoints and by civilians, and they had received information from residents that the monitors' security would be at risk if they were to enter the village
