Basically, Hamas has categorically refused the entry of any foreign troops, Arab or otherwise, into Gaza, using any pretext. It stated that attempts to use such troops as "security" forces to rule Gaza is totally rejected. The security situation in Gaza is the best it has been in a long time after the corrupt and traitorous elements of the PA were expelled.
Hamas is the legitimate authority and it came by means of the ballot box. It is now applying the Palestinian law and ensuring law and order to all citizens.
Hamas then added this:
"If the Arabs want to help the Palestinian people, then let them send forces to fight with the mujahideen and to protect Jerusalem, liberate the Al-Aqsa mosque and Palestinian land! But we do not accept their troops to rule us; we rule ourselves! "

جددت حركة المقاومة الإسلامية "حماس" رفضها المطلق لاستقدام أي قوات عربية أو أجنبية إلى قطاع غزة، تحت أي ظرف من الظروف و تحت أي ذريعة كانت، مؤكدة على وجود حكومة وحدة وطنية شرعية ومنتخبة في القطاع.
وقال فوزي برهوم الناطق الإعلامي باسم الحركة في تصريحات صحفية اليوم الأحد (31/8)، "نرفض استقدام أي قوات عربية أو أجنبية تحت أي ذريعة كانت لأن هناك حكومة وحدة وطنية منتخبة، وهناك منظومة أمنية تطبق القانون بطريقة ممتازة ولأول مرة على مدار الحكومات السابقة، يكون تطبيق القانون بهذه الطريقة و ملاحقة المجرمين".
وأشار برهوم إلى أن هذه الأجهزة الأمنية الموجودة في غزة هي مهنية و قانونية و تعمل لصالح المواطن الفلسطيني، بعد أن قضت على الفساد و الفوضى و الفلتان و القتل المنظم و كل أشكال العنف؛ التي كانت مسئولة عنها الأجهزة الأمنية السابقة، وبالتالي "لن نقبل استقدام أي قوات عربية أو أجنبية مهما كانت ومن أي دولة كانت وتحت أي ذريعة".
وأضاف "إذا كان العرب يريدوا أن يأتوا لكي يساعدوا الشعب الفلسطيني فليرسلوا قوات عربية تقاتل مع المجاهدين و تحرر الأقصى و تحمي القدس و تحمي الأرض الفلسطينية، أما عندما يتكلموا عن قوات عربية أمنية تحكم قطاع غزة فهذا مرفوض لان من يحكم قطاع غزة هي الشرعية الفلسطينية و حكومة الوحدة الوطنية المنتخبة من قبل الشعب الفلسطيني".
وقال المتحدث باسم "حماس": "من يدعو إلى الالتزام باتفاقيات 2005 هو يدعو إلى عودة الاحتلال الفلسطيني لكي يتحكم بمعابرنا وبشعبنا وبأهلنا، ويسوق لعودة القهر والظلم الصهيوني لأهلنا في قطاع غزة".
واعتبر أن هذه الاتفاقيات هي اتفاقيات أمنية مجحفة ضيعت الشعب الفلسطيني وبموجبها حوصر الشعب الفلسطيني، مؤكداً أن المعبر هو معبر فلسطيني مصري ، ويجب أن يدار تحت سيادة مصرية فلسطينية، وهذا ما تؤكده كل القوانين والشرائع.
وأكد برهوم أن وجود "حماس" في غزة هو وجود طبيعي لأنها هي التي تمثل الشرعية الفلسطينية، وجاءت بخيار حضاري وديمقراطي وبالتالي من جاء عبر صناديق الاقتراع هو الذي يكون أمراً طبيعيا بعيداً عن أي تجاذبات دولية، ويعمل من أجل الوطن وصالح المواطن الفلسطيني والأمر الطبيعي أننا نطبق القانون ونحترم الدستور وندعو إلى الحوار وندعو إلى وحدة الشعب الفلسطيني. "
Hamas reasserts rejection of foreign force in the Gaza Strip
"GAZA, (PIC)-- Hamas on Sunday reasserted its previous position of rejecting the entry of Arab or foreign troops into the Gaza Strip under any circumstances or any pretexts.
Fawzi Barhoum, the Movement's spokesman, said in a press statement that a national, legitimate government is present in the Strip and oversees the supremacy of law and order.
He pointed out that the current security apparatuses in the Strip are professional and legal and work for the interest of the Palestinian citizens after wiping out corruption, security chaos, systematic murder and all kinds of violence, which were rampant during the reign of previous security apparatuses.
"If the Arabs want to come and help the Palestinian people, let them send forces to fight alongside the Mujahideen and liberate the Aqsa and protect Jerusalem and the Palestinian lands," Barhoum said, adding, "But if they want to send Arab forces to rule the Gaza Strip then this is rejected because Gaza is ruled by Palestinian legitimacy and the government elected by the people".
Barhoum said that those who call for abiding by the 2005 agreement on Rafah border crossing is calling for "the return of the Israeli occupation to control our crossing, our people and is marketing for the return of Zionist oppression on our people in the Gaza Strip".
The agreement is of security nature and had contributed to besieging the Palestinian people, he said, stressing that the Rafah terminal is an Egyptian-Palestinian one that should be run under joint Egyptian-Palestinian administration as stipulated in international laws and conventions."
