"In George W. Bush's final speech to the UN as head of state, he provided a series of reasons to view his administration's policies as having succeeded in conducting a global war on terrorism. Despite his regime's demonstrated aversion to multilateralism, Bush called on the UN and all international institutions to take a lead role in the War on Terror in the future.
