"For the first time, the commander of international forces in Afghanistan has indicated that the United States will support moves towards a political settlement between the government of President Hamid Karzai and the Taliban. The counter-insurgency strategy is aimed at providing the time and space for this to happen.....
The admission that negotiations with the Taliban leadership for a settlement would be at the expense of al-Qaeda influence in the country follows Taliban statements in recent months suggesting a new willingness to meet the central US demand that the Taliban separate itself from al-Qaeda......"
